The state of Kentucky announced Feb. 13 it would begin paying relatives who provide care for displaced children the same stipend as foster parents -- about 0 per month per child.Norma Hatfield, who has cared for her two grandchildren since 2014, welcomed the news. Although she was able to provide for the pair without state assistance, she said Monday that few grandparents in her position have the same financial resources."We didn't get a phone call," Hatfield said, when her grandchildren were removed from their parents' care after the youngest ingested meth from a spoon. She found out when she arrived at their home the next day and discovered it empty. She had been planning to take them to Disney World."That's when my whole world changed," she said. While the Hatfield family's case winded its way through the courts, "I started meeting all these grandparents that were struggling -- taking in kids and, financially, they are going broke. There were heavily in debt and had court fees."Moved by her experiences watching other men and women struggle to raise children for whom they had never expected to be responsible, Hatfield began petitioning the state to bring back kinship care, which would specifically create an allowance for those permanently caring for their relatives' children. "It's so the kids stay with that family instead of foster care," she said. The United States 6th Circuit Court of Appeals ruled in October 2017 that Kentucky would be required to pay relatives who temporarily house children the same fee as foster parents.Although only 16 families will have received such payments by the end of February, the Kentucky Cabinet for Health and Family Services estimated by June 2019 the payments could affect 1,590 children and total about .3 million."It's a start," Hatfield said, although she would still prefer the establishment of a fund for relatives who will care for their kin permanently -- not just on a temporary basis. "It's something families would be grateful to have." 2034

The Wake Forest Institute for Regenerative Medicine says it has a new use for its bioprinting system. In the past they've 3D printed normal-size organs and tissues in hopes of someday implanting them in patients. For the coronavirus, the lab is creating organs using human cells that can be as small as a pinhead. They're focusing on the organs most likely to be infected by the disease. like the lungs.“And so we've been playing with a number of agents to, on both prongs what can make it more infective, what can make it less infective to try to sort this out for the future,” Anthony Atala, director for the institute said.Atala says he hopes the system will help in testing drugs before they hit the market.Drug companies do extensive testing and clinical trials in people before releasing a new medication.Atala says sometimes those companies find no serious side effects, but then years later, discover that it's toxic to patients taking it. Atala says testing a drug using the bioprinting system can tell if a drug is toxic in weeks instead of after years on the market.“Even though we've used the tool extensively for toxicity testing, it's also a tool that can be used for screening,” Atala said. “So we can test agents that are currently being considered for testing against COVID and test the efficacy of the treatment on miniature human organs made up of normal cells”To be clear, Atala said drug tests on 3D printer organs are not meant to replace clinical trials in humans, be are an added step to better predict what will happen in those trials. 1567

The weather at the beginning of November and the end of October are going to look very different across the country.Temperatures in the eastern half of the country, except the Northeast, took a big drop and even saw some snow. At the same time, the West Coast was dealing with some record-breaking heat. 311

The University of Washington’s Institute for Health Metrics and Evaluation now projects that 68,000 American lives would be saved between now and March 1 by near universal wearing of masks. The IHME released the updated model on Thursday. The IHME’s coronavirus projections have been frequently cited in the past by the White House’s coronavirus task force. The group uses state data along with other metrics to create projections on the number of coronavirus-related deaths throughout the US.Among the projections released by the IHME, the number of active hospitalizations in the United States tied to the coronavirus is expected to double by mid-January.The COVID Tracking Project, a project led by The Atlantic, shows that current coronavirus-related hospitalizations hurdled the 60,000 mark in the US on Tuesday for the first time since the start of the pandemic. The number of people hospitalized with COVID-19 has more than doubled in the last six weeks throughout the US.By Friday, the number of people hospitalized with COVID-19 neared 70,000.A number of hospital systems in the US are nearing capacity already. And the IHME’s director Chris Murray warns that his estimates are on the conservative side.“The fall winter surge, you know, driven by people going indoors, having more indoor contact and, you know, it's what we've seen play out in Europe and now we're catching up,” Murray told CNN. “So we're seeing the huge exponential rise in cases, deaths starting to follow suit. We're already at over a thousand deaths a day, quite a bit more than that. So our numbers that see us getting to, you know, 2,200 deaths a day in mid-January, are perhaps conservative, and that does require 33 states to put in mandates. So, absolutely it can go much worse than that."Murray’s projection forecasts roughly an additional 200,000 coronavirus between now and March 1. The estimate drops to 132,000 if masks are nearly all situations outside of the household.By March 1, it’s possible that a number of high-risk Americans and health care workers will be vaccinated. The White House said on Friday that it intends on distributing 20 million vaccine doses by the end of December, and 25 to 30 million doses for each subsequent month. The vaccines would come in two doses. 2276

The White House privately warned the mayors of 11 major U.S. cities on Wednesday that they need to take "aggressive" steps to control COVID-19 outbreaks, the Center for Public Integrity reports. The warning came from Dr. Deborah Birx, the response coordinator for the White House Coronavirus Task Force. In the call, which the Center for Public Integrity included "hundreds of emergency managers and other state and local leaders," she identified 11 cities that are seeing an increase in the percentage of positive COVID-19 tests they've taken in recent weeks. Those cities were Baltimore, Cleveland, Columbus, Indianapolis, Las Vegas, Miami, Minneapolis, Nashville, New Orleans, Pittsburgh and St. Louis.“When you first see that increase in test positivity, that is when to start the mitigation efforts,” she said in a recording obtained by Public Integrity. “I know it may look small and you may say, ‘That only went from 5 to 5-and-a-half [percent], and we’re gonna wait and see what happens.’ If you wait another three or four or even five days, you’ll start to see a dramatic increase in cases.”The Center for Public Integrity also published a seven-minute segment of the conference call.Public Integrity · Dr. Deborah Birx CallIt's unclear who provided the Center for Public Integrity with the recording, which was closed to the press. The outlet also reported that it's unclear which local governments were on the call, which was hosted by the White House Office of Intergovernmental Affairs. Officials in Cleveland told the outlet that they were not on the call.Birx's call came the day after President Donald Trump resumed his daily coronavirus briefings. During those briefings, Trump encouraged the nations to wear a mask when in public — a significant shift after he refused to do so in public appearances earlier this year. But Trump also seemed to downplay the severity of the virus by claiming that mortality is falling, despite figures from Johns Hopkins that show mortality increasing. 2009
