(KGTV) --There is another effort to tackle our housing problems in California in the form of Proposition 21.Prop. 21, also known as the Rental Affordability Act, would allow local governments to have more authority over rent control on residential properties over 15 years old.It would exempt individuals who own two homes or less from new rent-control policies.Kimberly Ellis has been renting her current Santee apartment for three years. With rent—plus bills and food—she said everything “is just so expensive.”With her husband facing medical issues and her rent increasing every year, she said rent control is needed. “I live on a budget. It’s hard when the rent goes up,” Ellis said.A television ad for Yes on 21 is sponsored by the AIDS Healthcare Foundation. The organization has committed major funding to the cause.Pt. Loma Nazarene University’s Chief Economist Lynn Reaser said the advertisement “doesn’t even tell us what Proposition 21 even does.”She clarified it for voters.“It allows local governments to set their own rent control measures that would be different from what the state now has, which basically caps rent increases at 5 percent plus rate of inflation,” Reaser said. She said the ad got two facts right—homelessness is increasing and unemployment is high.According to the California Employment Development Department, unemployment is more than 13 percent. While it is lower than the record from the start of this pandemic, it is still above the mark set in 2010 during the great recession.The AIDS Healthcare Foundation launched a similar rent control ballot measure a couple years ago, which failed.According to the Legislative Analyst’s Office, it is likely state and local entities will lose money if Prop. 21 passes. A 66-year-old woman was arrested and preliminarily charged Wednesday with driving into protesters in Indiana.According to the Associated Press, the woman police arrested was Christi Bennett.Hundreds of people were rallying and protesting through Bloomington Monday, following an alleged racist attack at Lake Monroe where several men attacked and apparently attempted to lynch Vauhxx Booker, a Monroe County Human Rights commissioner.Police say an electric scooter had been left in the roadway and a red Toyota passenger car drove up to it. A male passenger then got out and threw the scooter out of the lane of travel. That's when police say a woman approached the vehicle and stood in front of it with her hands on the hood.The vehicle then began to accelerate, according to police, causing the woman to go up onto the hood of the car. A man then grabbed the car and clung to the side of it as it accelerated rapidly on Walnut Street. The man and woman remained on the vehicle until it turned abruptly onto eastbound 6th Street, throwing both people off, according to police.Police say the owner of the car was staying at a motel in Scottsburg, Indiana. They traveled to Scottsburg and detained the man and woman involved. The man was interviewed and released. Bennett was transported to the Bloomington Police Department to be interviewed, but she and her legal counsel declined to provide a statement.She was arrested on the following preliminary charges:Criminal Recklessness, level 6 felony (two counts)Leaving the Scene of an Accident Resulting in Serious Bodily Injury, level 6 felonyLeaving the Scene of an Accident Resulting in Bodily Injury, class A misdemeanor.Bennett was released on a 0 cash bond within a couple of hours, the AP reported.Bennett has not been formally charged.The Associated Press contributed to this story.WRTV's Matt McKinney first reported this story. 1896

(KGTV) — Starting Monday, Southern California residents can take advantage of a limited time discount on tickets to the Happiest Place on Earth.Disneyland's Southern California Resident Ticket offers locals a three-day, one-park ticket for 9 and a three-day, Park Hopper ticket for 4. For comparison, tickets for ages 10 and up can cost as much as 5 for a one-day, one-park ticket and 5 for a one-day, Park Hopper ticket on peak days.
