MILWAUKEE, Wisconsin — Over the past year, there has been an increase in drivers illegally passing school buses in Kenosha County, Wisconsin.In 2017, the Kenosha County Sheriffs Office issues 57 "failure to stop for school bus" violations. This year, the number of citations is up 70.Steve Bennett has been a bus driver at First Student Inc. in Kenosha for 11 years. It's a school bus company that services 39 schools in that county. He said when he sees a car passing the stop arm, it’s upsetting. “It’s a mix between anger and I’m terrified. What’s going to happen with my kids?” Bennet said.According to a one-day study done by the Wisconsin School Bus Association, out of 1,538 participating drivers, 363 cars were observed passing the stop arms.In Waukesha County, 242 violations were reported in 2017. Michael Comstock, manager of First Student, said his drivers report violations daily. Once a violation is observed, license plate numbers and the description of the vehicle are then handed off to authorities. “It’s a life and death decision every time they decide to drive through the red lights on a school,” said Bennett.Elizabeth Ramirez is a mother of a 4-year-old and said it’s gut-wrenching to see drivers pass through school bus stop arms. “You have to pay attention because that’s why so many things are happening nowadays. NBC News and PBS report that the Trump administration will end funding to 13 COVID-19 testing sites in five states at the end of June.According to PBS reporter Yamiche Alcindor, the testing sites are located in Illinois, New Jersey, Colorado, Pennsylvania, and Texas.Reports of the administration's decision came a day after the U.S. reported 34,700 new cases of the virus — the third-highest single-day increase of new cases since the pandemic began.The reports also come after days of contradicting messaging regarding testing within the administration. At a rally in Tulsa on Saturday, President Donald Trump said that he had ordered health experts to "slow down" testing to limit the number of newly reported infections.On Monday, Press Secretary Kayleigh McEnany said during a press briefing that Trump made those comments "in jest." Trump contradicted McEnany's assertion on Tuesday when asked about his comments, adding that he "doesn't kid."Also on Tuesday, Dr. Anthony Fauci and other top health officials in the White House said they had not been directed to slow down testing.Health experts widely agree that increased testing capacity is a key tenet in slowing and preventing the coronavirus' spread. 1220

MILWAUKEE — Milwaukee’s top cop has been demoted. Milwaukee Police Chief Alfonso Morales is now Captain Morales. The Fire and Police Commission could have taken a number of actions against Morales as they voted on his discipline Thursday night including firing him. Instead, they chose a demotion.“The chief, effective immediately, is demoted to the rank of captain,” said Steve DeVougas, chair of the Fire and Police Commission.Morales listened in virtually as every member voted for his demotion. He never made a comment. However, some of the commissioners weighed in.“I feel you have personally not worked with us as the oversight board,” said Nelson Soler, a commissioner with the Fire and Police Commission.Over a month ago, the FPC issued 11 directives to Morales in order for him to keep his job. They included things like increased transparency around investigations and reviewing the policy on using teargas and pepper spray against demonstrators following recent incidents in Milwaukee.Several other directives are meant to create more communication between Morales and the civilian panel. Morales will be required to attend all FPC meetings and allow commissioners to visit his office at their discretion. The FPC also demands police respond to all of its open records requests.“His conduct is unbecoming filled with ethical lapses and flawed decision. Making it inconsistent with some charged with leading the Milwaukee Police Department,” said Ray Robakowski, a commissioner with the Fire and Police Commission.The last few days exposed a deep rift between Morales and FPC Chair Steven DeVougas. Milwaukee Mayor Tom Barrett described it as a feud. But the issues clearly went deeper than a disagreement between the two as every member of the commission agreed Morales needed to go.Assistant Chief Michael Brunson is now Acting Chief Brunson effective immediately. Milwaukee Mayor Tom Barrett says he’s concerned after seeing video of police using a stunning and arresting?a Milwaukee Bucks player Sterling Brown.The video is expected to be released soon, possible later this week. Police are reportedly bracing for backlash from the release of that video. This incident took place on the south side of Milwaukee in January. Police were called to a Walgreens because Brown was illegally parked across two handicap spaces. The officers say they tried to talk to Brown but had to deploy their stun guns to arrest him. Since that time, the arrest has been the subject of a police internal investigation."I have some of the same concerns that the chief has expressed over the video. I'm going to let the release of that speak for itself, but yes, I definitely have concerns after watching that video,” Barrett said. The mayor indicated that Police Chief Alfonso Morales had a similar reaction after seeing the video. Brown was not charged in the incident. Money might be tight this holiday with many working less hours or losing their jobs due to the pandemic, but it's not too late to budget and feel good about the season.November through December is a time when more cash is flowing and cards are swiping at stores.“The average that people spend across the country is about ,000 per holiday season,” said Ryan Freitag, a financial adviser with Edward Jones.Freitag said budgeting is key to preparing for the expected, such as gift buying around the holidays, and unexpected, like financial losses during a pandemic.He said people should simplify expenses and look at spending on a monthly basis to understand how much is needed for necessities, savings and the extras.The same rule of thumb applies to holiday spending. Freitag said people should plan how much can be allotted for gifts and set spending limits before hitting the holiday deals.“Whether it's 0 or ,000, take that money out of a checking or a savings account and even use a prepaid debit card," Freitag said. "That will allow them to keep their spending in check.”Experts typically recommend putting 10% of monthly income toward "fun spending." That number might change during the holidays.To manage the increase, Freitag recommends starting a holiday club savings account as soon as January to start budgeting for this time of year early. He said even putting in a month can be beneficial.“That way by the time holiday season comes you have a block of money that you’ve already designated toward your goal," Freitag said. "I feel like that takes the emotion, and overwhelming part of holiday spending out of it and the money is available.”Caitlin Carmody, an outpatient psycotherapist with Spectrum Behavioral Health LLC, said they see more people struggle with anxiety and depression around this time of year. She said some might feel an extra emotional burden from not being able to buy as many gifts for loved ones.But there are other options for showing loved ones they care.“There’s so many different ways we can show people love and affection. It doesn’t have to cost money," Carmody said.Instead of buying presents, Carmody suggested making gifts with family. She said the act of creating can help combat anxiety and depression, and even build self esteem in kids.Carmody said quality time is important. The gift of time can be just as meaningful, even if it's done virtually.“You’re growing new memories. You’re making new traditions," Carmody said. "So if we can re-frame it as not something that we’re losing, but maybe as a time of growth, or an opportunity to make new traditions and new memories.”For some, it's the gifts that can't be bought that mean the most.“We don’t need to put a dollar figure to a phone call," Freitag said. "There are a lot of people right now that are alone and isolated. I truly see that as more important than the money that somebody spends right now.”If people are feeling anxious or depressed, Carmody suggests practicing mindfulness, breathing exercises and keeping a routine.
