WASHINGTON ¡ª President Donald Trump says the Food and Drug Administration has issued an emergency use authorization for convalescent plasma to treat COVID-19 patients.WATCH PRESS CONFERENCE:Trump, announcing the decision Sunday at the White House, called convalescent plasma a ¡°powerful therapy.¡± He says the FDA¡¯s action will expand access to the treatment, which is already being used. The treatment involves transferring antibodies from recovered COVID-19 patients to patients suffering from the disease. On Sunday, Trump said the administration have provided million to fund the Mayo Clinic study that studied the efficiency in patients that have the virus."Through this study, over 100,000 Americans have already enrolled to receive this treatment, and it is proven to reduce mortality by 35%," Trump said. "It's a tremendous number. The FDA, M.I.T., Harvard, and Mount Sinai Hospital have also found convalescent plasma to be a very effective method of fighting this horrible disease. Based on the science and the data, the FDA has made the independent determination that the treatment is safe and very effective."Trump also announced the administration provided up to 0 million to the American Red Cross and America's blood centers to support the collection of up to 360,000 units of plasma.Department of Health and Human Services Secretary Alex Azar said that patients with the virus who were treated within three days of being diagnoses benefited the most from the treatment."We saw about a 35% under survival in the patients who benefited most from the treatment, who were patients under 80 and not on artificial respiration," Azar said. The announcement follows days of suggestions by White House officials of politically motivated delays by the FDA in approving a vaccine and treatments for the disease caused by the coronavirus.Trump made the announcement on the eve of the Republican National Convention that will nominate him to run against Democrat Joe Biden. 1988

Volkswagen has been fined another €800 million (6 million) over its diesel emissions scandal, this time because of failings at its Audi subsidiary.Volkswagen said Tuesday it accepted the fine imposed by German prosecutors, waving its right to appeal. It said the penalty would hit earnings this year."As a negative special item, [it will] reduce the group earnings for fiscal year 2018 accordingly," it said in a statement. The penalty by Munich prosecutors is just the latest consequence of the scandal that emerged in 2015 and initially wiped out billions off the company's value.Volkswagen admitted cheating on clean air rules with software that made emissions look less toxic than they actually were. The fine concludes the Munich prosecutors' investigation into the company. However, probes into executives, including Audi's former CEO Rupert Stadler, continue, the prosecutors said. The €800 million fine comprises a €5 million penalty for administrative offenses, the maximum allowed under German law.On top of that, prosecutors ordered Volkswagen to repay €795 million they said the company made from the cheating. The prosecutors said this included profits from the sales of affected vehicles. In this case, the diesel emissions cheating affected nearly 5 million cars sold by the Volkswagen group in Europe and the United States, prosecutors said. Specifically, it concerned V6 and V8 diesel engines manufactured by Audi and installed in Audi, Volkswagen and Porsche brands, and Audi vehicles equipped with EA 189 and EA 288 engine made by Volkswagen.Shares in Volkswagen (VLKAF) and Audi (AUDVF) were trading higher on Tuesday. Volkswagen stock is down 11 percent so far this year. 1699

WASHINGTON (AP) ¡ª A report from the Labor Department's inspector general says nearly 3,000 federal workers have filed compensation claims for contracting COVID-19 on the job. And that number is expected to double by early next month. Through mid-June, families of 48 federal workers also had filed death claims. The report only reflects the number of federal workers or their families who filed claims by June 16 ¡ª not the number who have contracted the coronavirus or died from it. Reports from individual agencies indicate the number of infections and deaths is much higher. The IG report is one of the first centralized assessments of the way the virus is affecting the federal workforce. 699

WASHINGTON ¡ª Senate Republicans are proposing changes to police procedures and accountability, according to a draft of a bill obtained by The Associated Press. The JUSTICE Act ¡ª Just and Unifying Solutions To Invigorate Communities Everywhere Act of 2020 ¡ª would establish an enhanced use-of-force database, restrictions on chokeholds and new training and commissions to study law enforcement and race.In addition to the use-of-force database, the JUSTICE Act would also begin tracking ¡ª but would not ban ¡ª the use of no-knock warrants. In March, a Louisville woman named Breonna Taylor was killed when police entered her home on such a warrant. The JUSTICE Act is the most ambitious GOP policing proposal in years. It's a direct response to the massive public protests over the death of George Floyd and other black Americans. The package is set to be introduced Wednesday. As the outlines emerged, Democrats said it didn't go far enough. The Justice in Policing Act, a bill introduced by Democrats in the House last week, would introduce more sweeping changes, including a ban on police chokeholds. The Democrats' bill would also amend federal law to make it easier to charge police officers with civil rights violations. The introduction of the GOP bill will be introduced a day after President Donald Trump signed an executive order aimed at changing police practices. Trump's order calls on police departments to utilize social workers in some emergency calls. It also encouraged the formation of a nationwide database to track officers who may be fired from one department in an effort to prevent another department from hiring them. 1643
