MOSCOW — The Kremlin says Russian President Vladimir Putin won’t congratulate President-elect Joe Biden until legal challenges to the U.S. election are resolved and the result is official.Putin is one of a handful of world leaders who have not commented on Biden’s victory, which was called by major news organizations on Saturday.However, President Donald Trump’s team has promised legal action in the coming days and refused to concede his loss. He has alleged large-scale voter fraud, so far without proof.When Trump won in 2016, Putin was prompt in offering congratulations, but his spokesman Dmitry Peskov told reporters Monday that this year’s election is different.The leaders of China, Mexico, Brazil and Turkey also are holdouts in offering congratulations.China says it has taken note of Biden's declaration of victory in the election but is holding off on sending any message of congratulations.A foreign ministry spokesperson says the result of the election would be determined under U.S. laws and procedures and that China would follow international practices in extending its sentiments.China has had a fractious relationship with Trump, characterized by growing friction over trade, technology and competition for influence in Asia and the world.Analysts say Biden will likely return ties to a less contentious state, although Beijing has stuck throughout the election to a position of not commenting directly on what it says is an internal American political issue. 1489

Motorcycle land speed record holder Valerie Thompson survived a 343-mph crash while attempting to break the overall two-wheel record in Australia on Monday, according to Fox News.According to the report, the 49-year-old Thompson was going for the record at the Lake Gairdner World Speed Trials "when something went wrong during her run and the bike fell onto its side, digging a deep trench into the salt flats and spreading wreckage over a mile."Thompson's "Bub 7" motorcycle reportedly lifted off the ground, with its parachutes eventually allowing it to come to a complete stop. Thompson told Fox News that she's "doing OK" and is headed back to Scottsdale to determine what went wrong.Thompson earned the title of world's fastest female motorcycle racer when she topped out at 304.263 mph at the Bonneville Motorcycle Speed Trials in 2016. Known as "America's Queen of Speed," Thompson has won a number of racing awards and was featured in the 2013 documentary "Why We Ride." She is a vehicle presenter at Barrett-Jackson Auction Company and Metro Auto Auctions in Scottsdale, Arizona.  1148

More than 20 fire departments are working to burn down a Beaver Dam, Wisconsin apartment building where a deadly explosion happened last week. City officials said dangerous chemicals inside of the structure made it too dangerous for residents to re-enter, and that burning the building to the ground is the safest way to prevent any injuries."We have carefully reviewed this, and we firmly believe this is the action that needs to be taken, unfortunately," said Beaver Dam Fire Chief Alan Mannel at a Wednesday evening news conference. The five, neighboring buildings in the apartment complex were evacuated ahead of Thursday's controlled burn. Streets in the area were shut down at 9 a.m.Around 10 o'clock, firefighters lit both ends of the apartment building at 109 Knaup Dr. on fire and allowed it to burn towards the middle. Large shipping containers were placed around building 109 to help contain the heat and flames. Mannel said staffing of the fire trucks surrounding the building is minimal, and that firefighters only plan to step in and control the flames if they threatened any of the nearby structures. Police on Wednesday identified 28-year old Benjamin Morrow as the man killed in last Monday's blast. According to authorities, Morrow lived in one of the units.Beaver Dam Police Chief John Kreuziger said investigators continue to suspect that Morrow was building a bomb inside of the apartment. According to his obituary, Morrow worked in the quality department at Richelieu Foods in Beaver Dam for almost a year. His obituary describes him as "a hard worker" who "had a good rapport with all those around him."Police and the FBI continue to investigate why Morrow was in possession of the volatile chemicals that required them to eventually burn the building down.Kreuziger on Wednesday declined to comment on what the chemicals inside of the apartment were. City officials said the plan is for evacuated residents to be allowed back into their homes this evening. That's also when they plan to re-open nearby streets. The EPA has placed air monitoring devices in the area. Mannel said the EPA can also test the air in individual apartments within the evacuation zone at the request of residents. 2336

  

MOUNT PLEASANT, Iowa (AP) — A prosecutor in the trial of an Iowa father whose infant son was found dead and maggot-infested in a baby swing last year has told a jury the child "died of diaper rash."Assistant Iowa Attorney General Coleman McAllister told jurors Tuesday that 4-month-old Sterling Koehn had been in the same diaper for nine to 14 days when his body was found in the swing Aug. 30, 2017, at his parents' Alta Vista apartment, the Courier reported .The baby's father, 29-year-old Zachary Paul Koehn, is charged with murder and child endangerment. The boy's mother, Cheyanne Harris, is also charged and faces a separate trial at a later date.McAllister said Tuesday in opening statements that the baby's heavily soiled diaper had attracted bugs that had laid eggs, which had hatched into maggots. The resulting diaper rash led to ruptured skin, and e.Coli bacteria set in."He died of diaper rash. That's right, diaper rash," McAllister said.A coroner's report showed the baby died of malnutrition, dehydration and the infection.In opening statements Tuesday, Koehn's attorney said the baby's death was a tragedy, but not a crime.McAllister denied the defense's claims, saying Koehn was an experienced parent. He noted that Koehn's 2-year-old daughter was also in the apartment and was healthy, and that Koehn had money to buy food and baby supplies. He stated Koehn was a drug user.Nurse and county rescue squad EMT Toni Friedrich testified Tuesday that she was the first to arrive at the apartment after Koehn called 911 to report the baby had died. Friedrich said Koehn showed no emotion when he led her to the dark, hot bedroom where the baby's body was.The baby's "eyes were open, and it was a blank stare," she said.Friedrich said when she touched the baby's chest, his clothing was crusty. When she moved his blanket, gnats flew up, she said.Koehn's trial was moved from Chickasaw County to Henry County to counter pretrial publicity. 1969

The city's beaches are some of the most popular and busy beaches in the US.But with large gatherings comes the risk of being infected with COVID-19, especially as cases surge in South Carolina.Dr. Molly O’Dell, who is a Roanoke, Virginia, public health official, told reporters on Tuesday that those returning from Myrtle Beach should quarantine upon their return.”One of the significant locations people are going and coming back positive over and over again is Myrtle Beach, South Carolina, so we are actually suggesting that people who go to quarantine themselves for 14 days because we’ve had so many positives from Myrtle Beach,” said O’Dell.Meanwhile, the governors of Connecticut, New Jersey and New York announced a joint agreement requiring those returning from areas with high community spread of COVID-19 to quarantine for 14 days upon their return.The Myrtle Beach region also has seen a reduction of available hospital beds. Currently, 84% of acute hospital beds in Horry County, South Carolina, are occupied.
