CHULA VISTA, Calif. (KGTV) -- The mother of a South Bay teen says her 16-year-old son had a disturbing encounter at a store parking lot in Eastlake.Suher Haidar said a man offered her son money for a sexual act as her son was leaving the Walmart on Eastlake Parkway on Monday."It's just gross," Haidar said. "That's the only way I can explain it."She said her son was walking to his car in the store parking lot when a man in a pickup truck waved him down to get his attention. He was trying to make small talk when the conversation shifted to the disturbing proposition. That's when her son pulled out his phone and recorded the encounter. The man drove away after her son began yelling at him and recording him."My son was just disgusted, and he did what he had to do," Haidar said. "His father and I are really proud of him for standing up for himself and being quick to pull out his phone."She posted her son's video on social media, and several people have commented to say the same person tried to start a conversation with their teenage sons.The Chula Vista Police Department says they are investigating the incident. They ask anyone with information on the case or has had a similar experience to call CVPD or Crime Stoppers. 1241

CHULA VISTA, Calif. (KGTV) -- Homeowners in Eastlake are frustrated with a plan to develop a storage facility near their homes. The proposed location is in an empty space between Eastlake High School and Antigua, a gated community of townhomes. The facility would be a recreational storage facility, for boats, cars and containers. The City of Chula Vista's planning department would have to approve the proposal. Homeowners are hoping they don't. Neighbors like Carmen Bermen say the plans are going to lower their property values and attract the wrong crowd. On Saturday, they started posting warning flyers around their community to warn other neighbors. Bermen was the first homeowner to notice the plans. She says the city had sent out two notices in 2016. The last notice arrived on Thanksgiving week. 10News obtained a copy of that notice letting homeowners know they had until November 26th to send in any written comments or petitions. The vote would take place on November 27th. After emailing the city, residents say officials told them they'd have a public hearing in January on the issue, instead of voting on it in closed session. 10News reached out to the city for comment on this issue, a spokesperson told us it's up to the planning department to put the item on the agenda for the community to go and express their concerns during public comment. CHULA VISTA, Calif. (KGTV) — Sheriff's deputies were led on a wild chase through the South Bay Saturday, ending with a violent crash and three people injured, including a deputy.San Diego Sheriff's deputies were called to a report of a suspect burglarizing a vehicle in the area of 13th St. and Donax Ave. in Imperial Beach just before 10 a.m. When they arrived, the man took off and led deputies on a vehicle pursuit into San Ysidro.During the pursuit, deputies say the suspect hit a female driver on Dairy Mart Rd. before continuing northbound on Interstate 5, onto side streets in Chula Vista, and back onto NB I-5. At times, the driver reached speeds of 100 mph, deputies say.The woman was not injured, SDSO said.The pursuit came to an end when the suspect lost control of the vehicle and crashed into a bridge at the top of the H St. offramp. A deputy involved in the pursuit crashed into another vehicle at the top of the offramp as well. Both the deputy and that driver were taken to a nearby hospital with minor injuries.The crash was so intense, it rained vehicle wreckage on the freeway below and damaged a woman's windshield. Bridge railings and fencing were also damaged, SDSO said.The suspect fled on foot from the crash, heading down the H St. offramp and onto the shoulder of I-5 before deputies captured him. He was taken to a nearby hospital for treatment of injuries. 1393

(KGTV) - A documentary filmmaker is focusing his lens on migrants in Tijuana, hoping to show what life is like for migrants waiting to enter the U.S."Stuck in Tijuana" shows the crisis around the migrant shelters, where filmmaker Charlie Minn says he found a humanitarian crisis."I think we've all been there in life, at one point or another where we ask for something, a job, a relationship, a school, a career," Minn says. "The migrants are asking for acceptance."Minn says he found one shelter where 1,000 people were sharing one bathroom. In other areas he found children living without their parents.He adds that Tijuana's new reputation as the murder capital of the world makes things even more dangerous for migrants in the shelters.Minn spent the last week visiting college classes around San Diego to show the documentary to students. He hopes to inspire them to fight for change.This is Minn's third documentary focused on the San Diego/Tijuana border region. His first one, "Mexico's Bravest Man," profiled a police chief in Tijuana who survivied eight assasination attempts. The next movie, "77 Minutes," examined the 1984 shooting massacre in a San Ysidro McDonald's.Minn says he's captivated by the border in this area, because it's unlike any other region in the US.The movie will premiere Friday, March 22nd at the Theater Box in downtown San Diego. (KGTV) -- No charges were filed Thursday against a Chula Vista police officer arrested last week after a reported domestic violence incident, though the case remains under investigation, according to a spokesperson for the District Attorney.Leopoldo Armando Chousal, 27, was arrested on March 14 on the 6400 block of Potomac Street in a reported off-duty domestic violence incident.He was booked on one count of making criminal threats to harm his girlfriend.RELATED: Chula Vista officer arrested for off-duty domestic violence incident"CVPD takes these allegations seriously and was disappointed to learn of this incident.
