BEIRUT (AP) — Lebanese officials targeted in the investigation of the massive blast that tore through Beirut sought to shift blame for the presence of explosives at the city’s port, and the visiting French president warned that without serious reforms the country would “continue to sink.” The blast, which appeared to have been caused by an accidental fire that ignited a warehouse full of ammonium nitrate at the city’s port, rippled across the Lebanese capital, killing at least 135 people, injuring more than 5,000 and causing widespread destruction. Belgian authorities are investigating the killing of three people in the eastern city of Liege on Tuesday as a terror attack, the country's prosecutor said.The incident occurred at around 10:30 a.m. (4:30 a.m. ET) when an assailant stabbed two policemen from behind before stealing their service weapons and using them on the officers, Liege Prosecutor Philippe Dulieu said at a news conference on Tuesday.After killing the two police officers, the attacker continued walking through the street and opened fire on a parked vehicle, fatally wounding the driver inside, Dulieu added.According to the prosecutor, the suspect then took refuge in a local high school where he held a woman hostage. When police intervened, the man opened fire, injuring several other officers, before he was shot dead.It is not yet clear what the attacker's motive may have been, a spokesperson from the Liege prosecutor's office told CNN earlier. Belgian Prime Minister Charles Michel said he and the government send their thoughts to the victims and their families.The Belgian Royal Palace also tweeted its sympathies following the shooting. "Our thoughts are with the victims of this horrible act. BELL COUNTY, Texas -- Human remains have been found during a search for missing Fort Hood soldier Vanessa Guillen.The Army Criminal Investigation Division issued a statement Tuesday, saying partial human remains were found during a search of an area of interest close to the Leon River in Bell County.Army CID agents responded to the scene with the Texas Rangers, the Federal Bureau of Investigations, and the Bell County Sheriff's Office.The Army said there is no confirmation as to the identity of the remains at this point.Pfc. BOULDER, Colo – The City of Boulder was hit by a scam artist who allegedly hacked the email system at the Boulder Shelter for the Homeless, convincing the city to transfer more than ,000 into a fraudulent bank account.According to a press release from the City of Boulder, it was a "successful email and financial fraud scam."City officials stated the incident happened early last month, with the scammer gaining unauthorized access to the email system of Boulder Shelter for the Homeless by impersonating shelter staff. They said the scammer sent email requests to the city to change the bank account information used by the shelter to receive city human services funding.According to the city, it processed the change and later transferred ,333.33 to the fraudulent account as part of its routine payment to the shelter.The city contacted its bank to attempt to reverse the payment and opened a police investigation.“In 2017, the City of Boulder enhanced its financial procedures to help make financial transactions more secure,” the city wrote in a statement. “In this situation, financial procedures to verify the authenticity of the request to change bank information were not followed. The Finance Department is conducting an internal investigation related to the fraudulent activity and the failure to comply with city procedures. While the city will not comment on specific personnel matters, it will take appropriate disciplinary action up to and including termination of staff.”  Greg Harms, the executive director of the shelter, spoke with the Boulder Daily Camera about the situation. BOULDER, Colo. – Police have released a sketch of a woman they believe assaulted a 12-year-old boy who was holding a Trump sign while riding his bicycle earlier this week.The boy, who spoke with Denver7 on Wednesday, says he was riding his bicycle Monday afternoon when a woman o a moped driving south on Folsom Street spotted him, made a U-turn, drove up to him, and said, “you want something to look at?”The boy said the woman then used one of her fists to strike him in the back of the head and arms several times, and also caused a scratch on the boy’s left arm.A police report from Boulder police states the woman then reportedly tried to take the Trump sign from the boy’s hands, who was using it to defend himself against the attack before she took off.The boy described the woman as white, in her late 20’s to mid-’30s with blondish brown hair past her shoulders.
