"Pretty sure the rent's pretty up there," said Arthur Reynoso, walking by the building on Thursday. What most people don't know, however, is that 45 of the 224 condos in the building are affordable - to own. It's rare for one to come on the market, but a handful do each year. In fact, one is about to sell for 5,341, which is about 40 percent off the median condo price of 6,000 in North Park. The commission oversees about 250 for-sale affordable homes in San Diego - located in Carmel Valley, Black Mountain Ranch and North Park. Only four are for sale now, and Raman said all have been matched with buyers. However, they can list anytime. A homeowner can sell the property to anyone he or she wishes - so long as they are qualified - but the commission still maintains an interest list and is accepting applicants. Currently, there are about 275 households qualified for that list. The homes are not listed on the MLS. Still, there are restrictions when owning one of these units. Owners must live in them, and cannot rent out any part to supplement income. The commission checks that annually. Qualified buyers usually have 60 to 110 percent of area median income. The homes are deed-restricted for generally 45-50 years, meaning they have to be sold at an affordable price for that time span. However, once that time expires, that home becomes market rate and can be sold for any price. It doesn't reset once a property changes hands. 2194

Many people said they are ready to party.Niamh Thornton is a 24 year old Irish student, now living in San Diego. “Niamh is pronounced like “Christmas Eve,” but with an “N” like “Neev”… It’s Irish,” Thornton said.She has been working at the Field Irish Pub in the Gaslamp District since last June."It's called an Irish Mule… It's lovely,” she said, pointing at a popular drink at the pub.The Irish native was getting ready for a 10-hour shift at the Field Saturday. "It's going to be crazy, I'd say,” Thornton said. Crazy may be an understatement.Saturday, many blocks downtown will be closed from sunrise to sunset-- for the morning Shamrock Run, the daytime parade, and shamROCK, the evening concert. Plus, many will be staring at the television screens, screaming for their favorite Irish teams. “England vs. Ireland in the rugby,” she said. ”And six nations. That’s insane. So this place is going to be packed.”But some people just could not wait to pre-party. Many people we saw in Downtown were showcasing their green accessories and outfits. Some were fully dressed up as lucky leprechauns. Kristin Ventura was showing off her Irish American pride with her co-workers at the Field Irish Pub. She said it is the one day of the year that anyone can be an honorary Irishman."Everyone is a little bit Irish,” Ventura said. “Deep down inside, there is that little spunk in you."Thornton said that spunk comes from St. Patrick himself, who legend said, saved the island from a slithery invasion."He got rid of snakes in Ireland,” Thornton said. “So that's why there are no snakes in Ireland."That was the start of the St. Patrick’s Day celebration for everyone — even for those on the other side of the planet. SAN DIEGO (KGTV) – The Coast Guard Tuesday rescued a 62-year-old man from a fishing boat 72 miles off the coast of San Diego.The crew of the 95-foot boat, called the ‘Oceanside 95,” called the Coast Guard around 11:30 a.m. requesting assistance for a passenger experiencing symptoms of a stroke.Crews arrived on scene around 2:45 p.m. and were able to hoist the man into the Jayhawk helicopter when he was taken to the hospital.The man is said to be in stable condition. SAN DIEGO (KGTV) - The city updated the Sherman Heights community and surrounding neighborhoods Wednesday evening, about the transitional homeless storage facility that's set to open.  The facility is scheduled to open at the corner of the Commerical and 20th Streets on June 13.  It's been a controversial project from the beginning. The storage facility will hold 500 units for homeless people to store their things while they look for work and get back on their feet.  RELATED:  514
