Chairman of the Joint Chiefs of Staff Gen. Joseph Dunford said Monday that the US military will not be "involved in the actual mission of denying people entry to the United States."When asked about the border mission for active-duty troops, Dunford said the military will not be coming into contact with migrants traveling toward the border."There is no plan for US military forces to be involved in the actual mission of denying people entry to the United States," Dunford said, speaking at an event at Duke University in Durham, North Carolina. CHAPEL HILL, N.C. - This week, we've heard promises surrounding treatment and vaccines related to COVID-19.Now, doctors at the University of North Carolina (UNC) are using next-generation genetic sequencing of the virus causing COVID-19 that can help testing and therapeutics.Dr. Dirk Dittmer, professor of microbiology and immunology at the UNC School of Medicine, has kept a close eye on COVID-19.“We know now more about this virus than any other virus before,” Dittmer told News 3. “The team has been working 24/7 ever since we had the first cases in March.”He and others are looking at how next-generation genetic sequencing can help with tracking mutations of the virus.“What we were looking at using next-generation technology is if the virus changes, who is the first person that had the virus in North Carolina? And, as we accumulated more and more cases, were these the same types of viruses we're seeing anywhere else in the world,” Dittmer said. “Very early on, we were able to show that one of the mutations that have been around in Europe was actually coming to the U.S.”The state-funded study shows this sequencing can help with the accuracy of diagnostic testing and vaccine effectiveness.“We wanted to make sure that the tests that were developed very early on would still work now and next year. CARLSBAD, California — A California says it lost thousands in a bank scam that started with a notice about fraudulent debit charges.Krystal, who did not want to share her last name, lives in Carlsbad with her husband and their dog, Otis. Her husband is in the Marines and was recently in dive school in Florida. During that time, he received a call from what they thought was a USAA representative.USAA is a financial institution that serves primarily military families.“They told him there were fraudulent charges on his debit card and if they weren’t from him, that they’ll cancel the card and give him a new one and it will be sent to him,” Krystal said.She said it was from a USAA phone number.“They sent him a code through via text and had him repeat it,” Krystal said. “You could tell it was from USAA because there are previous text messages from USAA from other times they sent us the code,” Krystal said.Krystal said the caller said they needed to give her husband a new pin number and asked for the current one. In hindsight, it was a red flag, but at the time, he was busy evacuating from Hurricane Michael. The call sounded legitimate, even using the same song USAA uses when her husband was put on hold.“They had his debit card number. They mentioned me as a second account holder,” Krystal said.Before they knew it, their checking account was drained of more than ,800.“[I was] very angry, very heartbroken. Panicking,” Krystal said.Stephen Cobb with cybersecurity firm ESET said technology to make phone numbers look like a different one is increasingly used by crooks."A phone today is just a computer endpoint on a network and as such, its identity can be spoofed,” Cobb said.Krystal’s fraud claim was first denied by USAA, but she kept calling the bank, determined to get answers.“I finally got a hold of somebody in the financial crime department. She was very apologetic [and] said this isn’t the first time she’s heard of this today,” Krystal said.Krystal said she found her debit card was used in multiple transactions on the East Coast. The scammer has not been found.She was finally able to get a refund but has since switched banks. Now if she gets a call from a financial institution, she asks for a call back number to make sure it is real.“It makes me really angry and really sick. I feel really sick to my stomach about it. It makes me think of people that are veterans. What if their money was taken away?” Krystal said.On its website, USAA said this cybercriminal activity is on the rise. A startup company called Cast21 has created a new type of cast that completely overhauls its plaster and fiberglass predecessors. It takes just minutes to put on and lets patients enjoy an active life, even allowing them to swim and shower with it.A couple of weeks ago, 12-year-old Jett Karrick took a hard fall during a basketball game.“He went over and stopped himself with his left hand and he ended up having a bicortical radius fracture,” said his father Tony.A trip to the emergency room put him in a traditional fiberglass cast, but he was instantly unhappy.“Was itching quite a bit,” said Karrick. “He didn't like the way it smelled, the whole drama associated with getting in the shower and the garbage bag.”An internet search led the Karricks to the innovative new cast, a futuristic sleeve that's waterproof, lightweight and breathable.“This product is completely waterproof. You can wash your hands, shower, jump into a hot tub, go to the beach, and it'll dry right off afterwards,” said Ashley Moy, CEO and co-founder of Cast21. The company believes it could make smelly and itchy plaster casts a thing of the past.The casts start with a flexible hollow net sleeve.“So, we're going to be able to move your arm and whatever orientation we need to best keep the bones and fractures in place,” said Moy.Then a proprietary liquid is pumped into the cast’s tubes.“The liquid is going to take up any of the negative space that you had in there so that we can get a really acute and comfortable fit for you,” she said.Within minutes, the cast hardens.Earlier this week, Jett got his old cast removed and a Cast21 as a replacement.“This cast just gives me a lot more freedom. CARLSBAD (CNS) - The Army and Navy Academy agreed to pay .75 million to settle a lawsuit filed by a former cadet at the Carlsbad-based military school, where the cadet was allegedly sexually assaulted in 1999, the law firm representing the cadet announced today.The civil suit, filed by Irvine-based law firm Manly, Stewart & Finaldi, alleged that 60-year-old Jeffrey Barton, who was an administrator in charge of academics at the academy, molested the cadet when he was a ninth-grader in 1999, the law firm said in a statement.The lawsuit alleged that Barton drugged the cadet in May 1999 and sodomized him in a bathroom on campus.In a criminal case involving the cadet, Barton was convicted in June 2017 of five felony counts of oral copulation and one felony county of sodomy.He was sentenced to 48 years in prison in August 2017.Manly, Stewart & Finaldi also represented a former cadet of the Carlsbad-based academy in a separate civil suit in 2017.
