SAN DIEGO (CNS) - The name of the 46-year-old Ramona resident killed in a predawn shooting in his hometown was released by authorities today.A resident of the 600 block of Pine Street in the rural community southeast of Escondido heard a gunshot and found Mario Velazquez Cardoso mortally wounded in front of a neighboring home about 5:45 a.m. Thursday, according to sheriff's officials.Paramedics took Cardoso to a hospital, where he was pronounced dead.An arrest has not been made in the killing, sheriff's Lt. SAN DIEGO (CNS) - San Diego Police Chief David Nisleit Tuesday promised a thorough investigation into allegations that one of his officers uploaded a social media post mocking a roadside memorial for a robbery suspect fatally shot three months ago by that lawman and a patrol partner.SDPD Officer Jonathon Lucas was immediately suspended without pay after the online image seemingly belittling the death of 25-year-old Leonardo Hurtado Ibarra appeared on Instagram last week, Nisleit told reporters during a mid-afternoon briefing at downtown police headquarters."I am shocked and disturbed by the reports of this officer's conduct," the chief said about the post, in which emojis of laughing and tearfully wailing faces were superimposed over a photo of the makeshift tribute to Ibarra at the site where he was shot."The officer's alleged actions fall short of the high standards I and our community have for the San Diego Police Department," Nisleit said.Late on the afternoon of June 27, Lucas and Officer Tevar Zaki opened fire on Ibarra, a suspect in a recent robbery, when he allegedly pulled a revolver from his waistband and pointed it at them as they approached him in the 1200 block of Sixth Avenue in the Core-Columbia district.Ibarra succumbed to his gunshot wounds in a hospital two days later.The shooting prompted demonstrations by protesters alleging a culture of excessive use of force and racial bias on the part of the San Diego Police Department.While condemning the antagonistic online posting Tuesday afternoon, the police chief offered a message to Ibarra's survivors."I want to apologize to the Ibarra family," Nisleit said. Every seven years, NIH competitively renews its funding of the HIV clinical trials networks operating in the United States and internationally.During the current application process, the UC San Diego AntiViral Research Center, University of Colorado Hospital, Houston AIDS Research Team and Durban International clinical research sites were chosen to work collaboratively on research priorities for the NIH/National Institute of Allergy and Infectious Diseases HIV/AIDS Adult Therapeutics Clinical Trials Network.The Chennai Antiviral Research and Treatment Center, University of Southern California and University of Miami clinical research sites were also chosen to join UCSD to serve as qualified reserve or protocol-specific sites as needed for future clinical trials."UC San Diego has helped shape HIV/AIDS research and treatment through innovative research since the inception of the adult and pediatric therapeutic clinical trials networks in 1986," said principal investigator Dr. Constance A. SAN DIEGO (CNS) - San Diego County arson investigators were called to the scene of a commercial structure fire today in Spring Valley, authorities said.The fire began at 8:02 a.m. at a structure in the 300 block of Elkelton Place, the San Diego County Sheriff's Department reported.The fire was put out by San Miguel Fire District firefighters shortly afterward. The fire was isolated to the commercial structure, sheriff's officials said.No injuries were reported.
