A backpack holding an incendiary device and items that could be used for an abduction were beneath the car in which a retired administrator was found stabbed to death on the campus of California State University Fullerton, authorities said Monday.The victim was identified by Fullerton police as Steven Shek Keung Chan, 57, of Hacienda Heights. He'd retired from the school but worked at the international student affairs office as a consultant, officials said.His body was found with multiple stab wounds inside the vehicle in a campus parking lot, police said. He was pronounced dead at the scene."Investigators now believe the victim was targeted based on their investigation," Fullerton police said in a statement.Police are looking for the attacker, who is described as a man in his mid-20s with black hair, wearing a black shirt and black pants.The backpack was left by Chan's assailant, said Fullerton police Lt. Jon Radus. The city's police force is leading the investigation. No motive was disclosed.The Orange County Sheriff's Department bomb squad found the backpack, Radus said. There is no known threat to the community, he said.Police were on campus attending an active shooter filming, which was later canceled, police said.President Fram Virjee called the killing a "tragic and senseless attack," in a letter to the school community."He was beloved for his commitment to and passion for both Cal State Fullerton and our Titan Family," Virjee said of the slain teacher in his letter.Chan had retired as a budget director in 2017 and returned early in 2019 to work as a consultant, the letter said.Monday marked the first day of the 2019-2020 academic year. The drug ketamine is used as an anesthetic, a pain reliever or even a club drug. But now, a ketamine-like drug could soon be approved by the FDA to help people fighting severe depression. Sally Owens is one patient undergoing ketamine treatment. “You feel secure in and grounded, even though you're in a dream state,” Owens says of the treatment. “And in an hour, you come out of it and you're feeling better.” The retired nurse started getting IV ketamine treatments after fighting depression with antidepressants for most of her adult life, with no success. But after two sessions at Vitalitas, a Denver ketamine infusion center, she saw results. “I was doing more things around the house and getting out and and doing more things with friends,” she says. Owens says she’s excited to hear the FDA is considering a more accessible, less potent nasal spray similar to ketamine. “You could essentially think of esketamine as half of ketamine,” describes Dr. Roman Langston, who treats patients with ketamine. Esketamine would be for people with severe depression who haven't benefited from at least two different therapies, the doctor says. 300 million people around the world are affected by severe depression. Drug makers hope the spray can help 30 to 40 percent of patients, who don't respond to antidepressants. Antidepressants can take weeks to take effect, while they say nasal spray benefits start after four hours. Dr. Langston says FDA approval could make more people comfortable using the drug, commonly known as a party drug. Right now, it's not covered by insurance. Sessions can range from 0 to 0 for a session. “If they qualify for coverage through their insurance company, maybe it's a copay, and they can give it a try and it could make a huge difference in their life,” he says.Dr. Langston says it remains to be seen what the long-term consequences of esketamine are. 1907

The land of the free gained almost 200 new members this week in Colorado, and to say they’re excited to become new US citizens is an understatement. “It’s been a lifelong dream to become a US citizen, and it just happened,” said Katrin Redford, a new US citizen originally from Germany. “I want to get a better life here,” said Samuel Rodriguez, who came to the US from MexicoShang Wu came to the US more than 40 years ago and is finally getting his citizenship. “It feels great. It’s honored and it’s the right thing to do for me,” he said. Their excitement is a reward after what can be a long, grueling process. Some people think it takes a little too long. “We’re seeing processing times that are published by US CIS online for the Denver field office in terms of 10 and half to 22 and a half months,” said Jennifer Kain-Rios. Kain-Rios is an immigration attorney. She says processing delays are a problem and it’s been getting worse. “Over the course of the past couple years, we have definitely seen naturalization applications taking much longer than they had in the past,” said Kain-Rios. The US Commission on Civil Rights recently discovered the same thing. “The report is intended to just bring attention to this issue. Our hope is that the US Commission on Civil Rights will be able share it with Congress and other stake holders to ensure that the issue can be addressed adequately,” said Alvina Earnhart US Commission on Civil Rights, Colorado Advisory Committee. Earnhart sits on the Commission’s Colorado Advisory Committee. She says the application processing delays are more than just an inconvenience. They’re affecting people’s rights. “When we held the hearing in February, one of the panelists pointed out if an individual did not submit an application by March of this year, that there was no chance that they would be able to participate in 2020 election,” said Earnhart. As for why there’s a backlog, there’s no simple answer. The commission’s report found a handful of possible reasons that include changing policies and inadequate resources. The USCIS says the problem is simply an increase in applications. “Processing times impact people in very real ways. I think the most significant concern for many people is a desire to be able to vote,” said Kain-Rios. That desire is so strong, people were registering to vote the second the citizenship ceremony was over. “It is very important to participate, in every country you know, not just here,” said Rodriguez. US Citizen and Immigration Services, which handles citizenship applications, says they’ve brought those long wait times down. “Well the average after this month, will be just under seven months and we do have some number of outlier applications that take longer, but one the average, we’re about seven months,” said Kristie Goldinger, the Colorado District Director with US Citizenship and Immigration Services. We confirmed the new processing times on USCIS's website. But, seven and a half months is still longer than the six months it’s supposed to take. And the high end of the range is still more than a year. And that extra time puts extra stress on the people going through the process. 3207

A campaign launched by South Dakota's Gov. Kristi Noem is grabbing attention for its slogan "Meth: We're on it."As part of the campaign, a video released on Monday features a number of people of differing ages and backgrounds saying "I'm on meth." Given the national attention the ad campaign has garnered, Noem's goal to bring attention to the issue appears to be working. "I allocated money for meth education and awareness," Noem said. "Right now, my team is accepting bids from media companies for a targeted meth awareness campaign. We need to be more active and intentional in teaching kids the danger of meth use and the affect it can have on their lives."The state also launched a website that includes information on where to find treatment centers and other resources to fight meth addiction. According to Noem's office, 13 people died from meth in 2018, and more than 3,000 were arrested for meth offenses. 929
