NASHVILLE, Tenn. — The current law in Tennessee is clear: The use of deadly force is legal only in instances of self-defense or to protect the life of someone else.Outside of that, using deadly force is illegal. But some lawmakers in the state are seeking to expand those protections to include instances where homeowners would legally be able to shoot someone who stole from them."I think the last year has raised a lot of questions in Tennessee about whether you can use force or deadly force," said John Harris, executive director of the Tennessee Firearms Association.Harris said the thinks the destructive demonstrations and looting in Nashville during protests against police brutality raised some concerns. Now, State Rep. Jay Reedy, a Republican, has filed a bill that would allow a person to use deadly force to protect their property.Harris said that with police occupied elsewhere, store owners under the current law could not use lethal force to stop looting during protests — and people are tired of it."The question is, does the criminal just laugh at them and keep stealing stuff? At some point, juries will say you have the right to defend it, and I don't care what the law says," Harris said.Lawmakers say the bill could address that frustration. But legal analysts say there are some aspects of the bill that are concerning. "The way it is written is very, very vague," said legal analyst Nick Leonardo.Leonardo understands concerns over violent protests, but he calls the bill "vigilante legislation."Leonardo said it could allow a victim — when there is no personal threat — to shoot a theft suspect in the back as he runs from the scene."To be able to just shoot someone because you thought they were taking your personal property is not where America is or we've been in the last hundred years," Leonardo said.Reedy concedes the bill, for now, is vague, and he expects it to be tightened up. But he also said law-abiding citizens have a right to protect their businesses or hard-earned personal property.House Bill 11 is now filed for consideration. MILWAUKEE -- A Milwaukee family is devastated by the sudden loss of a young man. 21-year-old Nasir Matthews collapsed and died Tuesday while playing pick-up basketball. Terrell Matthews was there as his cousin and best friend fell to the ground after a game."The second game ended, he went over to the fan, leaned over for a second and he just went out," Matthews said. "Everything started happening so fast."Matthews said at first, everyone thought he was joking around. "After about 30 seconds they all started to see his eyes were just a blank stare," Matthews said.Matthews called 911 as others tried to revive him with a defibrillator at the school. Despite their efforts, Matthews was pronounced dead a short time later."At this point, we don't know why he fell out," said Matthews' aunt Camille Rose. "He didn't have any known medical condition other than an enlarged heart." Rose said this brings another round of grieving for Matthews' younger siblings who can't seem to catch a break. "The kids were all trying to deal with the loss of their mother, their grandmother and basically their father," Rose said.  Through the tears, Matthews looks back at the memories he shared with his cousin. "He was always happy, even through what he's been through," Matthews said.  The tragedy serves as a painful reminder to never take a loved one for granted, no matter their age. Matthews' family is still waiting on autopsy results to find out exactly why he died.  1522

MONTEREY, Calif. (KGTV) - A California State University, Monterey Bay professor will receive a substantial grant from the Defense Department to find methods to harness fog. The 6,589 gift will fund research on ways to use mesh-based devices to collect water circulating in fog, according to CSUMB. The DoD is interested in the study to collect usable water for drinking or irrigation, which may be useful for military personnel in remote foggy regions. "The presence of fog affects visibility and can impact Army operations,” Julia Barzyk, the program manager for Earth Materials and Processes at the Army Research Office told CSUMB. “We are excited that this award will enable the science needed to mitigate those effects as well as provide opportunities to develop the next generation of scientists." College of Science Professor Dan Fernandez, who has a doctorate in electrical engineering, plans to buy two FM-120 Fog Detectors for his research. There are 106 of the devices in the world, Fernandez reported.“We live in a region where coastal fog is an important aspect of our place. It makes sense that this effort is taking place here and that it can also involve our students who then get to experience the fog both personally, while attending CSUMB, and by participating in state-of-the-art research involving fog,” Fernandez told CSUMB. 1356

Milwaukee is seeing an unexpected spike in cases of HIV and other sexually transmitted diseases, according to health officials.There are high incidence rates in communities with larger vulnerable populations, including men who have sex with men, ethnic minorities, injection drug users and women, especially those who have been trafficked or who work in the sex trade, city Health Commissioner Dr. Patricia McManus said this week.Three Milwaukee children born with syphilis were identified in 2017, McManus said. "It rarely occurs," she said, and "the last known single case was in 2012." This "sentinel event" -- an unexpected and dramatic occurrence -- is a cause for concern, she said.Syphilis is the most serious bacterial STD. Left untreated, it can affect the brain, heart and other organs, ultimately leading to death.Angela Hagy, director of Disease Control and Environmental Health for the City of Milwaukee Health Department, reported the preliminary number of new diagnoses of sexually transmitted disease in 2017 for the Wisconsin city: 117 cases of HIV, 53 cases of syphilis, 4,401 cases of gonorrhea and 9,725 cases of chlamydia.The numbers represent a 13% increase in new cases of HIV compared with 2016, a 29% increase in syphilis, a 12% increase in gonorrhea and a 0.5% increase in chlamydia, according to Clarene Mitchell, a spokeswoman for the department of health.Gonorrhea and chlamydia are both bacterial infections. Gonorrhea can cause severe and permanent health problems, including long-term pain and infertility, and chlamydia can lead to pelvic inflammatory disease, which can affect fertility in women and cause testicular pain and swelling in men.For 2016, the Milwaukee metropolitan statistical area was already ranked first in the nation for gonorrhea and fourth for chlamydia, she said.The US Centers for Disease Control and Prevention, which is not involved in the Milwaukee investigation, reported the highest-ever number of sexually transmitted diseases in America in September in its annual Sexually Transmitted Disease Surveillance Report.Americans were infected with more than 2 million new cases of gonorrhea, syphilis and chlamydia in 2016, the most recent data available, the CDC reported.Syphilis has been out of the spotlight for decades, and many physicians don't have it on their radar, according to the CDC. It is also likely that many doctors have not been trained in STDs since medical school.Additionally, in recent years, more than half of state and local STD programs have experienced budget cuts, resulting in staff layoffs, reduced STD clinic hours and increased patient copays, according to the CDC, all of which could be contributing factors to the rise in STDs.Another concern in Milwaukee: Late last year, the city health department identified 76 connected people who tested positive for HIV, syphilis or both, Hagy reported. 2890
