SAN DIEGO (KGTV) - The names of a couple found dead in their Torrey Highlands home and the son accused of killing them were released by San Diego Police Wednesday. Xiaoqun Fang and Yi Cheng, both 58 years old, were due to arrive in San Francisco last Saturday. Concerned family members called police, asking for a welfare check at the home at 7405 Via Rivera. Upon arrival, police looked through a window and saw a body on the floor. Fang and Cheng had both suffered upper body trauma and were pronounced dead at the scene, police said. SAN DIEGO (KGTV) -- The mother of a Cathedral Catholic High School student who sold prescription drugs to minors and marijuana to teenagers pleaded guilty Wednesday.Kimberly Dawn Quach, 49, pleaded guilty to the felony charges, including furnishing Xanax to a minor. Quach now faces between eight and 11 years, eight months in prison.Quach’s live-in companion, William Sipperley III, 50, also pleaded guilty to using a minor to transport marijuana and furnishing to a minor over 14-years-old.RELATED: Mom accused of providing drugs to Cathedral Catholic students  Quach was arrested in 2017 after police said she sold or offered suboxone, an opiate, and Xanax to minors starting in January of 2017.Police also say that Quach gave at least 10 teenagers marijuana to sell, package or transport. Cathedral Catholic students regularly smoked marijuana Sipperley grew at the couples Carmel Valley home.One detective said Quach had as many as 70 teenage clients at the Catholic school and at other schools.During a search of her home, police found large containers of marijuana, plant food, grow lights and drug paraphernalia. SAN DIEGO (KGTV) -- The California Federation of Teachers (CFT) is urging school districts across the state to roll back in-person classes and return to distance learning.CFT President Jeff Freitas said with most of the state back in the purple tier of restrictions, it only makes sense to go back to virtual learning until there is a slow in the spread of COVID-19.“We need to get these numbers down," said Freitas. “We think the best thing right now is for schools to stop their plans of reopening and, or if they are reopened, to close their schools and go back to remote.”Three Vista Unified School District schools -- Rancho Buena Vista High, Vista Magnet Middle, and Madison Middle -- returned to virtual learning Tuesday after positive COVID-19 cases were reported. It’s a back-and-forth the district has been dealing with since reopening for in-person instruction last month.“There should be more of a statewide approach and definitely a national approach,” said Freitas. “We have been asking that they take the lead on this.”San Diego Unified School District thinks it has come up with an answer. During its State of the District address Tuesday evening, Superintendent Cindy Marten said the district created a federal relief plan to get all schools nationwide back on track for the next two years.The plan asks for federal investment in education that would be centered around equity and undoing learning loss.“What would the San Diego strategy look like at the national level? We have outlined that plan, shared it with the Biden administration,” said Marten.The plan includes a COVID-19 testing, tracking, and tracing strategy for students and staff, and 0 billion in direct relief to schools. Marten said the money would offset the lost state revenue and increased operating costs.“We call for full funding for the Individuals with Disabilities Education Act (IDEA) and full funding for the Impact Aid program to invest in military families,” added Marten. “We call for tripling Title I funding and making the fund permanent to support low-income families.”“I know that San Diegans will step up and do whatever it takes to make sure no student is left behind,” Mayor-elect Todd Gloria said during a special appearance at the address.SDUSD’s plan has been sent to the Biden transition team for consideration. SAN DIEGO (KGTV) — The former home of San Diego Padres icon Tony Gwynn has finally found a buyer."Mr. Padre's" Poway home, that had since been foreclosed, was sold on Dec. 13 for ,429,500, according to Realtor.com. The two-acre residence was placed on the auction block in June starting at .2 million. In January, the San Diego County Sheriff's Department said they had received nearly half a dozen reports about trespassers at the address over the past few weeks.Realtor celebrity reporter Erik Gunther said the steady price cuts on the property encouraged the new buyer to "take a swing" at the home."After a drawn-out debacle involving squatters and foreclosure, the former home of Hall of Famer Tony Gwynn finally has a new owner," Gunther wrote. "The bank whiffed with their initial price of .12 million, but a steady number of price cuts over the past few months finally encouraged a buyer to take a swing at rehabbing the baseball legend's home."The 7,370-square-foot home features seven bedrooms, 5.5 baths, living room with fireplace, a spacious kitchen and dining room, and its grounds include a basketball court and a pool with a spa. Bad investments by Gwynn caused the MLB legend to file for bankruptcy in 1987, which may have played a role in difficulties holding on to the property after his death from cancer in 2014. SAN DIEGO (KGTV) — Sunday, San Diego County health officials reported 568 new coronavirus cases and three new community outbreaks, including one at a preschool.The county's new cases were out of 8,943 reported tests, a 6% positive rate, and brought the region's total to 23,682 cases.The three new community outbreaks were reported in a restaurant/bar, in a manufacturing facility, and in a preschool, the county said. In the past week, the county has reported 16 community outbreaks — more than double the trigger of seven community outbreaks in seven days.SAN DIEGO COVID-19 CASE TRACKERThe county has said in the past it will not report where the community outbreaks are located, but says that in the past week there have been outbreaks reported:7/12: 07/13: 37/14: 47/15: 17/16: 27/17: 37/18: 3The three outbreaks reported on July 17 included one in a restaurant/bar, one in a gym, and one in a government setting; and the two on July 17 were both restaurants, according to the county.No new deaths from the virus were reported on Sunday, keeping the county's death toll at 478.Out of the county's cases, 9.3% have needed hospitalization. The county adds that 2.4% of all cases and 25.9% of hospitalized cases had ended up in the ICU.The county continues to fall short on case rate (157.2) and case investigation (7%) triggers.
