SAN DIEGO (KGTV) - A 46-year-old Oak Park man is being held without bail in San Diego's Central Jail after San Diego Police say he kidnapped a toddler and molested her.Francisco "Freddy" Diaz faces 8 felony counts, including burglary, kidnapping sexual assault and lewd and lascivious acts on a child under the age of 14. His alleged victim is just three years old.The girl's father, Silvester Soltero told 10News he was working on his car when, unbeknownst to him, the "strange" man who lived next door broke into a bedroom window, grabbing his sleeping daughter.Soltero said Diaz' mother brought his daughter home, but she didn't have her pants. “I grabbed my daughter and I was like, baby what happened?" Soltero said his daughter proceeded to tell him the man touched her private parts.  When the father asked who the man was. Soltero said his daughter pointed out Diaz."I lost it," said Soltero.When the father approached Diaz he became hostile.  “He started screaming if you snitch on me I'll kill you," recalled Soltero.The men fought.  Soltero showed a bruise where he said Diaz tried to poke him in the eye with a fork.Eventually, Diaz ran off, but San Diego Police caught him a short distance away.That's when Soltero said things got worse.  He soon learned his neighbor was a registered sex offender.“They should have told me, they should have told me I was living next to a pedophile, If I had known I wouldn’t have brought my daughter around here, there’s no way in hell," he said.Court records show Diaz was convicted in 2006 for molesting three girls on the playground adjacent to Oak Park Elementary School, which is right across from his mother's house.  He was sentenced to eight years in prison, in part because he already had a criminal history.  In 2000, Diaz was convicted of making a terrorist threat and assault with a deadly weapon.Court records show Diaz is schizophrenic and abuses drugs, specifically methamphetamines. A psychologist is quoted in court documents saying, "If he can remain in treatment, and avoid drug and alcohol abuse, he should not pose a danger to the community's children."12 years later, Diaz finds himself back under the legal microscope.Soltero wants to know why a registered sex offender could live right across from a school full of potential victims, and right next door to the home where Soltero's daughter and three other children live.San Diego Police say Diaz was in full compliance with the terms of Megan's Law.  He is required to check in with police every year and he does so, said Lt. Jason Weeden.  Because Diaz' child molestation convictions were misdemeanors, he doesn't have to steer clear of schools and playgrounds.Silvester Soltero says if that's true, the law should be changed.  “If you’re a sex offender you shouldn’t be by a school, period," he said.Diaz will be arraigned before a judge Wednesday.  Soltero says he will be there to make sure justice is done. 3102

SAN DIEGO (KGTV) -- A 47-year-old man accused of sexually assaulting a woman and threatening to use a Taser on her was arrested Saturday. Police say Phillip Terrell McLeod, 47, was arrested around 4:30 p.m. Saturday on the 100 block of Euclid Avenue. According to police, McLeod drove alongside a 27-year-old woman on the 3900 block of Delta Street Thursday morning. RELATED: San Diego Police release sketch of sex assault suspect who threatened to use Taser on victimMcLeod then reportedly got out of the truck, threatening to use a Taser on the woman if she didn’t comply. Police say he then forced the woman into his truck and drove to an area near 39th Street and Broadway where he sexually assaulted her. McLeod then drove to an area near 32nd Street and National Avenue and let the woman go after she pleaded with him. McLeod was booked into jail on charges including kidnapping, sexual assault and resisting arrest. McLeod’s arraignment is scheduled January 3. 976

SAN DIEGO (CNS) -- Two San Diego-area teachers are among six state finalists announced Tuesday for the 2020 Presidential Awards for Excellence in Mathematics and Science Teaching.According to the State Department of Education, the award honors teachers who "display subject mastery, appropriate use of instructional methods and strategies, lifelong learning and leadership in education outside the classroom."The PAEMST is presented by the National Science Foundation. Up to 108 teachers are recognized each year."These teachers are incredible educators, role models and mentors to all those around them, and through mastery of their craft, they inspire students to study math, technology, engineering, and science -- including computer science," State Education Secretary Tony Thurmond said. "They're bright stars and prime examples of excellence in our educational system, and we hope that all students can enroll in great STEAM and computer science programs with educators like them, to prepare them for the jobs of tomorrow."Khamphet Pease, a sixth-grade teacher at Wilson Middle School in San Diego, was named a finalist in the mathematics category. An educator for 14 years, Pease teaches courses in Introduction to Coding; Gateway to Technology: Design and Modeling, Automation and Robotics; and Computer Science for Innovators and Makers. From 2014-16 she also mentored 16 high school girls from schools across the county to build a microlab experiment that was sent to the International Space Station to test zero gravity.Marlys Williamson, a fifth-grade teacher at Wolf Canyon Elementary in Chula Vista, was named a finalist in the science category. Jennifer Hasso has owned the 1924 Tudor-style home since 1998. She says she's invested millions to restore it to its glory. The city even designated it as historic. The house sits at the end of 2nd Avenue in Bankers Hill. Right behind it, a nearly one-acre site on Olive Street the city is eyeing for a community park with an AIDS memorial. The park would also include fitness and seating areas, walkways and an overlook deck. County property maps show the city owns the land immediately north of Hasso's home, which has no setback from its property line. In fact, Hasso's bay window and chimney extend over that property line, and her entire backyard extend is across that line. 904

SAN DIEGO (KGTV) - A group of San Diego politicians presented a plan to White House officials Tuesday to finally address the flow of sewage from Mexico into U.S. waters.The centerpiece of the proposal is a 4 million treatment facility that would be able to process 163 million gallons of runoff a day.Local officials estimate the facility would be able to reduce the number days that sewage flows across the border from 138 to 12.“That’s 12 days more than it should be, but its certainly a lot better than the current situation is,” said San Diego Supervisor Greg Cox.He traveled to Washington for a meeting with White House officials on Tuesday, along with a delegation including San Diego Mayor Kevin Faulconer, Imperial Beach Mayor Serge Dedina and Port of San Diego Chairman Garry Bonelli. “We had a very good meeting,” reported Cox. “They were very impressed. The gentleman from the EPA, who’s in the best position to move the ball forward with us, said he’d never seen a more united effort coming from San Diego to deal with this problem.”Officials are looking at three potential funding sources. One would require Congress to pass a series of bills that would allocate .5 billion to the North American Development Bank (NADBank.)Money from NADBank can be used for the financing of infrastructure and water pollution projects on both sides of the border.A second option would also require an act of Congress, approving HR 4039 introduced by Rep. Mike Levin (D-CA.) The bill would allocate 0 million a year for five years to the EPA’s Border Water Infrastructure Program (BWIP.)
