SAN DIEGO (CNS) - The San Diego City Council unanimously voted Monday to amend the Mission Bay Park Master Plan to add a large fenced-in, off-leash dog park to the southwest corner of Fiesta Island. The council considered two options to update Fiesta Island's southwest section, which is partially undeveloped. The plan dubbed ``option A'' would have reserved much of the area for a smaller fenced-in, off-leash dog park while also including a launching area for non-motorized boats, a road extension through the park and a dedicated swimming beach. Option B, which the council chose to adopt, will allocate almost all of the southwest area as a fenced-in dog park with adjacent parking spaces and walking trails surrounding it. The dog park, parking and walking trails will span roughly 470 acres, according to the city. City officials developed the amendment options to the Mission Bay Park Master Plan for roughly two years. The vast majority of public speakers at the council meeting voiced their support for option B, arguing it will preserve existing habitats and serve as the only off-leash dog area in Mission Bay Park. ``I'm a strong supporter of everything we can do to keep Fiesta Island in its most natural form,'' said City Councilwoman Jennifer Campbell. ``Preservation of open space is so very, very important.'' In addition to support for the dog park, option B's supporters argued it would cost less than option A because the city would not have to make significant modifications to the area such as adding a paved road through the park. City Councilman Scott Sherman suggested the city should look into designating the South Shores boat launching area as a launching port for non- motorized boats as well in an effort to appease non-motorized boat owners. South Shores, located across the bay from the south end of Fiesta Island, is used sparingly by boat and watercraft owners and includes all of the amenities that option A would have added to Fiesta Island. City officials told Sherman they would start the process to modify South Shores' usage. ``South Shores is incredibly underutilized and we spent a whole bunch of money building that thing in the first place,'' Sherman said. ``It would be really nice to see more utilization of that spot.'' 2275

SAN DIEGO (CNS) - San Diego County will have enough water for 2019 in spite of low rainfall and high temperatures over the past year, the San Diego County Water Authority announced today.Rainfall during the 2018 water year, which ran from Oct. 1, 2017, to Sept. 30, totaled slightly more than three inches at San Diego International Airport, the county's precipitation measurement site. SDCWA officials say that's 67 percent lower than usual and the county's second-lowest annual rainfall total since 1850.Despite the scant amount of rain, the Water Authority expects that increased water-use efficiency and many water supply facilities will keep the county well-stocked with water for the immediate future. The Carlsbad Desalination plant produces roughly 50 million gallons of safe and drinkable water per day and the San Vicente Dam currently holds about 100,000 acre-feet of water after the Water Authority took action to conserve water resources because of recent droughts.One acre-foot of water, roughly 325,900 gallons, can supply two four-person households for a year, according to the agency."It has been very hot and dry, but we have invested wisely in infrastructure, and regional water use remains well below where it was at the start of the last drought," said Jeff Stephenson, the Water Authority's principal water resources specialist. "In fact, potable water use over the past three-plus years was 17 percent below 2013, which shows that San Diego continues to live WaterSmart."San Diego County currently has "severe drought" conditions, according to a regional classification by the U.S. Drought Monitor, but the investment of more than .5 billion over the last 30 years for local water infrastructure improvements has paid off, according to the SDCWA.Along with that investment and hedging against future droughts, the county is expected to see more rainfall in the coming months, Stephenson said."We are looking for a wet winter locally, and in the Sierra and Rocky Mountains, to help replenish reserves for future years," he said. 2060

SAN DIEGO (CNS) - The San Diego Humane Society will make a group of animals displaced by the Camp Fire available for adoption Friday.Earlier this month, the organization's Emergency Response Team deployed to Butte County for 10 days to offer aid to hundreds of animals displaced or otherwise affected by the fire.The team returned to San Diego Dec. 19 with eight dogs and three cats, some of whom received treatment for burns caused by the fire.The owners of the 11 animals surrendered them to the Humane Society because they could no longer care for them. As a result, they will not have an owner seeking to find them once conditions improve in the areas affected by the fire.The Humane Society will put a group of the displaced animals up for adoption at 10 a.m. at its main campus, located at 5500 Gaines St. Available animals include a bonded pair of 6-year old miniature pinscher mixes named Pikachu and Panchie and a 3-year old cat names Sunshine.One of the dogs, 11-year-old Cinnamon, was adopted on Friday. SAN DIEGO (CNS) - The Board of Supervisors today voted unanimously to make San Diego County's million Small Business Stimulus Grant program available to all businesses affected by COVID-19 safety restrictions.Supervisors voted to expand the small business relief program via teleconference after hearing an update on the county's efforts to combat the spread of the virus as well as information about future vaccine distribution.They also heard from numerous businesses owners angry over the newest state restrictions mandated by Gov. Gavin Newsom.The restrictions, which went into effect at 11:59 p.m. Sunday, were triggered when intensive-care unit bed availability remained below 15% afterSaturday's daily update, according to the California Department of Public Health. New infections and hospitalizations from the coronavirus have surged in San Diego County, which reported its third-highest daily total of COVID-19 cases on Monday with 1,998.It was the seventh consecutive day with more than 1,000 new cases and the 15th time in the last 18 days. A record 2,287 infections were reported Friday. The cases reported Monday bring the county's cumulative total to 94,169.No new deaths were reported Monday with the total remaining at 1,062.
