SAN DIEGO (KGTV) — Two puppies soon to be up for adoption in San Diego are already capturing hearts around the world.Two 3-month-old terrier-blends, named Star and Denver, were taken to Helen Woodward Animal Center on Feb. 11 after their mother had been dumped in a rural location in Louisiana. They were taken by van about 1,900 miles through a partnership with the rescue group Heart of Louisiana.Once in San Diego, it wasn't long before staff learned about Star's unique challenges and special bond with her brother. "Choosing Star as his main playmate, the two were rarely apart and when separated, Denver would come running back to love on Star and let her know he was there."The pair's heartwarming story has made its way across the world, according to the animal center. SAN DIEGO (KGTV) — While hundreds of thousands of San Diego County residents are receiving the mail-in ballots they asked for this week, some residents are receiving mail-in ballots whether they asked for them or not.Registrar of Voters Michael Vu tells 10News about 41,000 people this election is living in precincts where there are not enough voters to field a polling place."When you think about all those political jurisdictions participating in the election and all those boundary lines that overlap one another, it's going to create various pockets throughout the entire county," says Vu.YOUR VOICE, YOUR VOTE: Local, national 2018 election newsVu says any precinct with fewer than 250 registered voters can become an automatic mail ballot district. In those cases, all registered voters in the district will receive a mail ballot. SAN DIEGO (KGTV) -- With the announcement that San Diego Unified School District is beginning their school year online, some parents are looking at other options.Patrick Batten has four children. He said his incoming high school senior did well with distance learning in the Poway Unified School District, but it was a struggle for his 12-year-old.“It was not a platform that she adapted to,” Batten said.Batten and his wife both work full-time. Right now, Poway Unified is offering choices. In a letter to parents, the reopening plans include two options: a “return to on campus learning (with some online options) or participate in [the] Virtual Learning Academy.” Batten knows those options could change as the beginning of the school year gets closer. If some type of on-campus learning is off the table, they may look outside the district.“We’re exploring the option of private school and how do we financially afford that,” Batten said. He said he would also look to a district that does offer in-person instruction.“I’m strongly hoping that they stick with their original plan and they give the option for teachers to be able to teach in person if they’re comfortable with it, as well as if a teacher isn’t, that they have the option to teach online and give the same opportunity for parents,” Batten said.John Anderson’s two children are in the San Diego Unified School District. Monday, the school district announced it is “committed to the beginning of the school year online.”“I think the online experience in the spring was okay, but to do it for potentially a whole semester or a whole year, I think is going to be a pretty big struggle for the kids,” Anderson said. Like Batten, he has had discussions with his wife about options outside the district if some type of in-person instruction is not available.Some homeschool options have seen increased interest since the pandemic began. Sage Oak Charter School is an independent studies program that operates in several counties including San Diego. Student services coordinator Chelsey Anema said the number of inquiries to the school has increased “extreme numbers.”“Our normal family that enrolls is a family who, they just are passionate about homeschooling. Now, I think a lot of families are enrolling who are wanting out of the traditional brick and mortar school because they don’t want what they had in the spring,” Anema said.South Bay mom Elisa Hilliard homeschools her three daughters and shares her experience through her social media channels as “San Diego Homeschool Mom.” Hilliard has advice for parents looking to homeschool their own kids.“Things are going to be different and they’re not always going to be easy. You have to be ready for change,” she said. “It [also] really depends what your schedule is like, how flexible your hours are, can you build a schedule with your family.”The San Diego Unified School District will give parents another update on August 10th. The bigger the family, the more you spend. San Marcos resident Melanie Anderson says the grocery bill for her family of six was around ,500 a month.“I went to the store with no plan. SAN DIEGO (KGTV) - Two men died after authorities said they jumped from a bridge following a car crash on a Carmel Valley freeway.It's the fourth incident where someone has died after falling off of a San Diego area bridge in a little more than a year.In April Team 10 spoke to Gwendolyn Sneed. Her partner of 20 years, Bob Bruno, died in a tragic incident at the Pine Valley Bridge.Bruno died, not in the accident on the bridge, but while trying to help a family in need. He'd seen a vehicle stopped on the side of the bridge and pulled over to help. Sneed said a family with a baby was stranded. Bruno was in the process of helping move the baby seat when a Ford F-150 pickup truck drove over a patch of ice and barreled toward Bruno.RELATED: 2 dead, 2 teen girls injured after jump from San Diego bridge following car crashBruno jumped out of the way to avoid being hit, but instead of landing on solid ground, he hopped over the side of the bridge guardrail and fell into the canyon below."I think Caltrans just needs to take a look at what the safety measures could be, lighting, higher guard rails, I don't know what that is, signage," Sneed said at the time.While Bruno's incident is tragic, Team 10 discovered two other unrelated incidents where people lost their lives falling off of San Diego-area bridges in the span on a year.In September 2018, Caltrans Highway Maintenance Lead Worker William Casdorph fell while he and his crew were doing maintenance work on the southbound State Route 163 overcross to southbound Interstate 805. He sustained significant injuries and died at the hospital.In April 2018, Martin Lapisch fell to his death from State Route 125 in the Bonita area after a crash in which his car struck and killed a deer on the freeway. Authorities said it appeared he jumped over the side of the bridge, possibly to get to a safe location, and didn't realize there was a 40-foot drop.In April, investigator Adam Racusin asked Caltrans about safety when it comes to bridges and overpasses."We are always looking for improvements of safety whether it's on our bridges or our regular highways," Caltrans Headquarters Division Chief of Maintenance Dennis Agar said at the time.Agar told 10News the agency always talks about incidents or close calls and how to prevent them. They even travel to other states to see how they handle safety."We make sure we do everything we can to address the concerns, especially with safety that brings up to our office and we try to address it statewide," he said in April.On Wednesday Team 10 asked Caltrans if there are any safety measures the agency is looking at to try and prevent this type of tragedy.Late Wednesday afternoon Caltrans Public Information Officer Edward Cartagena released a statement saying, "Caltrans extends its sympathies to the families of the deceased and hopes for a quick recovery for the injured. Although Caltrans will be looking into this incident, we want to allow the CHP to conduct and conclude their investigation."The California Highway Patrol says if your vehicle gets stuck on a bridge try and get to a safe location. If that's not possible, the best thing to do is stay in your vehicle with your seatbelt on and calls 911. 3226
