(KGTV) - A Southern California police department's Facebook post is igniting the online debate over panhandling.Ventura Police posted a video on their Facebook page Wednesday discouraging locals not to give to panhandlers and to give to charities instead."Want to help those in need in our community? Please say no to panhandling and yes to charities," Ventura Police's post read. "Giving money to panhandlers often feeds addictions and does not help someone get long-term help."The video features a silent officer holding various signs reading things like "want to help?" and then "please don't give to panhandlers."Comments on the viral video have ranged from supportive to not, some claiming that charities are not enough to solve the issue. Others say the video reinforces negative stereotypes of homeless individuals.The police department said people should instead give to groups that provide meals, medical attention, and avenues that are long-term solutions to homelessness.RELATED: Children spotted alongside man panhandling on La Jolla street cornerThe City of Ventura's website also advocates against panhandling, saying it "may make us feel good for a moment, but cash spent on feeding addictions shortens the life of homeless individuals and supports their ability to live on the street rather than get permanent help." 1355

(KGTV) -- A strong warning from the mother of a La Jolla teenager injured in a deadly car crash on the way to Coachella.10News spoke with Eva Cerciello at the hospital where her daughter is recovering. Doctors have taken out her feeding tube and she is now awake.Sadly, her cousin was killed in the crash while the driver walked away with minor injuries. Cerciello says she’s been relying on prayers and positive thinking for strength.As more San Diegans head to Indio for weekend two of the Coachella music festival,Cerciello has a harsh warning that they shouldn’t put themselves in danger.She nearly lost her daughter last week. “She's like a miracle,” Cerciello said. Manuela Cerciello-Rahbari, 16, suffered severe brain damage when the BMW she was in with her cousin and a friend who was driving veered off the road.They slammed into two trees on I-10, 40 miles away from the festival. “Their main goal was to be there at 7 a.m.,” Cerciello said.They left around 3 a.m., but never made it. “The driver fell asleep while driving. They were both asleep, my niece and my daughter,” she said.Cerciello says she even called to warn them. “If you're tired, you need to stop. You don't keep on going,” she said. “You can’t challenge your body.”Their car was part of a caravan with friends and Cerciello feels peer pressure played a deadly role. “I know the kids were texting ‘speed up, speed up’ because we have all the messages.” Now, she's passing along her own message to other parents and their children.“Parents, they think ‘Don't drink. Don't drive. Don't do drugs…and everything will be fine.’ No, not everything will be fine,” Cerciello said.To be clear.. no drugs or alcohol were involved the crash, but she just wants people to see the reality of poor-decision making-- and says be smart.“You will never have the same life again. Never. Never. Because even if physically you are ok, psychologically you will never be the same.”While Cerciello knows her daughter's future is unclear... “I need to be strong. If I'm not strong, who's gonna be strong?”She doesn't want anyone else to experience her pain. "[If] I can help even one person, I’m good with that.” It’s is an eerily familiar situation for Cerciello.Four and half years ago, her son, Carlo, was also in a major accident and suffered brain damage.He is still in physical therapy today.In the meantime, the family has set up a GoFundMe page to help pay for medical expenses as well as research for brain injuries. (KGTV) -- A suspect in the freeway shooting death of a San Diego man was arrested following a standoff at a San Diego hotel, California Highway Patrol officials announced Monday.Vincent Dulay Deguzman Jr. faces charges in connection with the June 7 death of 47-year-old San Diego resident Jessie Garcia Sr., CHP officials said.According to the CHP, on June 7, Deguzman and Garcia were in a Kia Altima on southbound Interstate 5 in Irvine when Deguzman, who was behind the wheel, allegedly shot Garcia and then abandoned the rental car south of Culver Drive, where it was found on the shoulder with the body next to the vehicle at around 7:33 a.m.On June 11, CHP investigators identified Deguzman as the suspect in the case and obtained a warrant for his arrest.Investigators collaborated with the San Diego Fugitive Task Force and tracked Deguzman to a Hilton Garden Inn in San Diego.CHP officials said, “Deguzman barricaded himself inside a hotel room and a stand-of ensued.”Deguzman eventually surrendered without incident and was taken into custody.Deguzman was booked into Orange County Jail on suspicion of murder and being held without bail.CHP officials did not release any information on a possible motive in the case. 1234

  

(CNN) -- German police suspect a landscape gardener is responsible for killing one man and injuring two other people from beyond the grave.Bernhard Graumann, 59, was found dead from unknown causes at his home in Mehlingen in western Germany on Friday.Earlier that day, a 64-year-old doctor was killed by an explosion that appeared to come from a booby trap laid outside his practice in Enkenbach-Alsenborn, local police said in a statement.The doctor, who has not yet been named, is thought to have triggered the explosive when he bent down to pick it up, police said.Two days later, a mother and daughter were injured when a log that appeared to have been tampered with exploded in a wood-burning stove in Otterberg, less than six miles away. The younger woman, who has not been named, remains in hospital -- her condition is not thought to be critical.Western Palatinate Police have linked both cases to Graumann, who is said to have had a "bad relationship" with the victims, having been involved in disputes with them in the past. The gardener's death is currently under investigation, pending the results of an autopsy.When officers searched Graumann's home they discovered gunpowder and "other items subject to the weapons law and the Explosives Act," police statements said.Police also took the unusual step of warning other members of the public who may previously have fallen out with Graumann -- whether in a personal or business capacity -- to be on their guard."The police cannot rule out that prior to his death, the deceased had made preparations that could endanger other people's life and limbs," a statement said. "In particular, people who have had a problematic private or business relationship with Graumann are urged to contact the police immediately."A phone line set up for concerned members of the public has received dozens of calls, according to the force. 1890
