Sino-British relations have seen smooth development for a long time, and friendly cooperation between China and Scotland has also been in constant development," said Li.China regards Britain as an important strategic partner, and considers bilateral relationship from an overall, strategic and long-term perspective. The two sides should boost economic and technical exchanges and cooperation, Li said, adding China is willing to learn from and import technologies, equipment and management expertise from Scotland.Li noted that there is still great potential for the two sides to deepen bilateral cooperation at all levels.In addition to strengthening economic and trade cooperation, he said the two countries should also enhance exchanges in culture, education, tourism and other fields.China supports the joint study of giant panda at the Edingburger zoo, and hopes that panda can become a goodwill ambassador for friendship between the two countries, Li said.Salmond, British first Minister of Scotland, expressed welcome at Li's visit, and hailed the achievement and vigor of China's development. He noted that Scotland has seen increased exchanges and cooperation with China in economy, trade and culture.China's investment in Scotland's infrastructure and renewable energy, and its participation in Scotland's world heritage preservation projects that use advanced technology will be welcome, he said, adding he is looking forward to see giant panda at the Edinburgh zoo.Li also met with Scottish Secretary Michael Moore, and exchanged views on further developing region-to-region exchanges between the two countries, and on promoting cooperation between China and Scotland in economy and trade, finance, energy, food, travel and education.Accompanied by Moore, Li was briefed Sunday afternoon on Scotland's efforts in developing renewable energy, and toured the pelamis wave power factory.On Sunday evening, Li attended the welcoming dinner held by Salmond.Li arrived Edinburgh on Sunday morning for a four-day official visit to Britain. And Britain is the last leg of Li's three-nation Europe tour, which has already taken him to Spain and Germany.

He pointed out that finance should play a larger role in accelerating the transformation of the country's economic development pattern.Fiscal policies should focus on boosting domestic consumption, increasing fiscal and taxation support to innovation, energy saving and industrial upgrading, and deepening the reforms in fiscal and taxation systems to make the systems conducive to the country's scientific development, Li said.China should improve the structure of fiscal expenditure and give fiscal policies full play in adjusting income distribution to improve people's livelihoods, he said.Further, Li said the country would build more affordable housing, step up supervision of the property market, curb speculation and increase its supply of commercial housing.China planned to build 10 million government-subsidized affordable housing units next year, almost doubling this year's target of 5.8 million units.

BEIJING, Jan. 3 (Xinhuanet) -- Chinese scientists have made a breakthrough in spent fuel reprocessing technology that could potentially solve China's uranium supply problem, Chinese television reported on Monday.The technology, developed and tested at the No.404 Factory of China National Nuclear Corp in the Gobi desert in remote Gansu province, enables the re-use of irradiated fuel and is able to boost the usage rate of uranium materials at nuclear plants by 60 folds."With the new technology, China's existing detected uranium resources can be used for 3,000 years," the China Central Television reported.China, as well as France, the United Kingdom and Russia, actively supports reprocessing as a means for the management of highly radioactive spent fuel and as a source of fissile material for future nuclear fuel supply.This Dec 26, 2008 file photo shows a huge construction site of the expansion project of the two million-kw generating units in the Qinshan Nuclear Power Plant in Haiyan, East China's Zhejiang province.But independent scientists argued that commercial application of nuclear fuel reprocessing has always been hindered by cost, technology, proliferation risk and safety challenges.China has 171,400 tonnes of proven uranium resources spread mainly in eight provinces -- Jiangxi, Guangdong, Hunan, Xinjiang, Inner Mongolia, Shaanxi, Liaoning and Yunnan.China is planning a massive push into nuclear power in an effort to wean itself off coal, the dirtiest fossil fuel. It now has 12 working reactors with 10.15 gigawatt of total generating capacity.China has set an official target of 40 gigawatts (GW) of installed nuclear generating capacity by 2020, but the government indicated it could double the goal to about 80 GW as faster expansion was one of the more feasible solutions for achieving emissions reduction goals.As such, China will need to source more than 60 percent of the uranium needed for its nuclear power plants from overseas by 2020, even if the country moves forward with a modest nuclear expansion plan, Chinese researchers say.

  

BEIJING, Dec. 29 (Xinhua) -- Chinese President Hu Jintao has stressed the need to stabilize commodity prices, extend the coverage of the social security network and boost employment to ensure the country develops in a comprehensive, coordinated and sustainable manner.Hu made the call Tuesday when presiding over lectures on economic development attended by members of the Political Bureau of the Communist Party of China (CPC) Central Committee.The lectures were given by two researchers respectively from the National Development and Reform Commission and the Chinese Academy of Social Sciences.Efforts should be made to establish a long-term mechanism that increases consumptions, renovate and upgrade traditional industries, and cultivate and support strategic emerging industries, Hu noted.Hu, also general secretary of the CPC Central Committee, called for deepening of the country's reform and opening up, adding that improving people's livelihood and ensuring their well-being, promoting economic growth and maintaining social stability are the Party's top agenda.Hu said impetus should be given to the development of the service industry as well as to the coordination of regional development, and vigorous yet steady endeavors should be made to advance urbanization.Hu also called for efforts to embrace reform and innovation in the country's economic, political, cultural and social systems and urged local authorities to seek opinions and advice from the people in formulating regional development blueprints.Further, Hu asked CPC officials to cement their ties with the people and do practical things for the public.

  

BEIJING, Dec. 1 (Xinhua) -- Chinese Vice Premier Li Keqiang said Wednesday China and France should together promote the healthy and stable development of bilateral ties.Li made the remarks while meeting with former French Prime Minister Jean-Pierre Raffarin and General Secretary of the Union for a Popular Movement (UPM) Jean-Francois Cope in Beijing.Li spoke highly of Raffarin's long-term contribution to Sino-French ties. He congratulated Cope on becoming General Secretary of the UPM.Referring to the important consensus reached by the two countries' leaders during Chinese President Hu Jintao's visit to France in early November, Li said the China-France relations are developing well.He suggested the two nations further enhance communication and coordination on major international and regional issues while deepening pragmatic cooperation in all areas.Li said the Communist Party of China (CPC) attaches importance to developing friendly cooperative relations with the UPM.The CPC hopes to enhance mutual understanding and trust with the UPM so as to make a positive contribution to bilateral ties and China-Europe ties, he added.Raffarin said China is playing an increasingly important global role.He said he hopes to continue to deepen friendship between the two peoples.Cope said the UPM hopes to strengthen party-to-party exchange and boost bilateral cooperation and communication with the CPC.Founded in 2002 by Jacques Chirac, the UPM currently enjoys an absolute majority in the National Assembly and a plurality in the Senate of France.Its leader, Nicolas Sarkozy, was elected President of France in 2007.
