TOKYO, Japan – The prime minister of Japan has lifted a coronavirus state of emergency in Tokyo and the four other remaining areas in the country, ending the restrictions nationwide as businesses begin to reopen.Experts on a special government panel have approved a plan to remove the state of emergency from Tokyo and neighboring Kanagawa, Chiba and Saitama prefectures, and in Hokkaido to the north, which had more cases and remained under the emergency declaration after it was removed in most of Japan earlier this month.The state of emergency lasted for more than a month and a half.Economy Minister Yasutoshi Nishimura said lifting of the emergency does not mean the end of the pandemic. Unlike a European-style hard lockdown, Japan’s state of emergency is soft and largely a request for people to stay at home and for non-essential businesses to close or operate shorter hours, a strategy aiming at minimizing the economic damage.Tokyo and its three neighboring prefectures are to reopen schools, public facilities and businesses in phases in coming weeks while watching any signs of a resurgence of infections.Nishimura said recent data suggest that the infections have slowed enough, and the medical systems are under less pressure and that it’s time to gradually resume social and economic activity. Tropical Storm Karen formed early Sunday, and a tropical storm warning has been issued for St. Vincent and the Grenadines, along with Grenada and its territories, the National Hurricane Center said.Karen is about 105 miles northwest of Grenada, with maximum sustained winds of 40 mph, the center said in its latest advisory.A tropical storm warning means that tropical storm conditions are expected somewhere within the warning area.A tropical storm watch has been issued for the US Virgin Islands, Puerto Rico - including Vieques and Culebra - and the British Virgin Islands, according to the advisory.Karen is forecast to continue moving in a west-northwest direction Sunday, away from the Windward Islands, and move across the eastern Caribbean Sea Sunday night and Monday.The storm could bring enough rain to cause flash flooding and mudslides, especially in mountainous areas, on the Windward and Leeward islands, the center said.Karen is expected to "pass near or over" Puerto Rico and the Virgin Islands on Tuesday as a tropical storm, the center said.On the other side of the Atlantic, a low pressure system a few hundred miles southeast of the Cabo Verde Islands has a 90% chance of developing into a tropical depression or tropical storm overnight Sunday or Monday, the center said. The Syracuse Police Department confirmed that one person was injured in a shooting at a local mall on Friday evening.The shooting occurred just after 7 p.m. at the Destiny USA Mall.The suspect in the incident is currently on the run.The victim's injuries were described as "non-life threatening" gunshot wound to the leg.Syracuse police also tweeted that shoppers locked down in stores were now permitted leave if they avoided the food court.More on this as it develops. 482
