BEIJING, Nov. 26 (Xinhua) - China on Friday called for a settlement to the territorial dispute between Israel and the Arab countries through negotiations.Chinese Foreign Ministry spokesman Hong Lei made the remarks while commenting on an Israeli bill that had been passed by the Israeli Knesset (parliament) Monday. The bill demands a referendum should any Israeli government make territorial concessions in East Jerusalem to the Palestinians or in the Golan Heights to Syria.Since the aftermath of the 1967 war, Israeli law requires a two-thirds majority of consent by the Israeli public when handing over territories to Palestine and Syria.However, the law goes against the spirit of United Nations (UN) resolutions and cannot change the fact that East Jerusalem and the Golan Heights are occupied lands of the Arab countries, Hong said."China calls on Israel to follow the relevant UN resolutions as well as the established principles of international laws to properly settle the territorial dispute through negotiations for the realization of a comprehensive, and lasting peace in the Middle East," said Hong.

BEIJING, Dec. 30 (Xinhua) -- China's Ministry of Civil Affairs (MCA) has ordered measures to offset the impact of inflation on "people with difficulties" to ensure their ability to subsist, especially during the New Year and the Spring Festival.Rising food costs alongside other factors have been driving up China's inflation. For instance, the consumer price index (CPI) increased by 5.1 percent last month, hitting a 28-month high.In a recent notice to local civil affairs authorities, the MCA ordered "effective measures" to minimize the impact of inflation on low-income groups and other groups of people having financial difficulties.Civil affairs authorities should set proper living allowances for these groups by assessing the impact of rising prices on their lives, the notice said.Further, a mechanism that ensures living allowances are raised at the same rate as rising prices should be established, and the amount of living allowances should be raised.The notice also ordered local civil affairs authorities to rescue the homeless in cities and help them throughout the winter.The Spring Festival, also known as the Chinese Lunar New Year, will fall on Feb.3, 2011. GUANGZHOU, Dec. 27 (Xinhua) -- China's southwestern Yunnan and Guizhou provinces agreed Monday to transmit 497 billion kilowatt-hours of electricity to the southern Guangdong Province over the next five years.The agreements were signed Monday between the China Southern Power Grid Company (CSG) and the three provinces.Due to a lack of resources such as coal and water, the relatively more developed eastern and southern regions in China face pressure of providing enough electricity to boost their growth."China's coal resources are mainly based in the west and north, while water is also abundant in the southwestern regions. The uneven situation makes it necessary to transmit power from the west to the east," said Qian Zhimin, deputy director of China's National Energy Administration.Qian said China had initiated the west-to-east power transmission program back in 2000. By the end of this year, the CSG has transmitted over 543 billion kilowatt-hours of power through the program.Guangdong, an economic powerhouse in south China, with a gross domestic product exceeding 3.9 trillion yuan (about 583.3 billion U.S. dollars) in 2009, has been the largest beneficiary of the program as almost 120 billion kilowatt-hours of electricity produced in other western provinces is used by Guangdong annually, making up about one-fourth of all the power it uses every year.The CSG is one of China's two major grid operators, along with the State Grid. The CGS invests, builds, and operates power networks in Guangdong, Guizhou, Yunnan and Hainan provinces, and in Guangxi Zhuang Autonomous Region.
