Death row inmate, 61-year-old David Earl Miller will be executed tonight by the electric chair at 7 p.m. tonight.Miller is the second Tennessee death row inmate in just over a month to choose to die by the electric chair. His attorneys argued that the state's lethal injection method causes a prolonged and torturous death.Tennessee Governor Bill Haslam declined Miller's clemency application, in which his attorney claimed Miller had been suffering from “severe mental illness” at the time of his crime, and that his mental state places him “far outside that group of offenders who are the worst and for whom the death penalty is reserved.”Miller is also asking the U.S. Supreme Court to issue a stay of execution to address two separate legal issues. The high court declined to issue stays for either of the two other inmates executed this year.The inmate was moved to death watch Wednesday and served his requested last meal Thursday afternoon.Miller was convicted of killing 23-year-old Lee Standifer, who was mentally disabled, in Knoxville in 1981.A man Miller was living with found Standifer's body naked in the yard with her hands bound and roped wrapped around her body. (KGTV) - The Flower Hill Promenade in Del Mar is helping restaurants in its parking spaces by creating extra outdoor dining space.Milton's, a restaurant and deli in the shopping center, opened up a new outdoor area by covering up parking spaces with turf and tents and setting tables and chairs. That area opened up this week after new health orders forced restaurants to close their indoor dining areas due to rising coronavirus case numbers.Owner Barry Robbins says that they are also working on building a lounge area with a big-screen TV. With fans not allowed at the Del Mar horse track this season due to the pandemic, Robbins is hopeful their proximity to the race track will attract horse racing fans."We want to create a lounge, and put up a tv, and show the races there," he said. "Then you'll have more a night time venue with music, which we've never done before."Rose Javin, the General Manager at Flower Hill Shopping Center, says the outdoor dining spaces are an investment in their clients. Another restaurant in the Flower Hill Promenade, Cucina Enoteca, also recently rolled out turf and put up tents to create a comfortable outdoor setting for their customers. They are currently working with a third client to see if they can help them."The shopping center has put up the money to do all this and create this area for the tenant," Javin said. "We're a family here, and we want our tenants to thrive and survive."Robbins says they were hard-hit by the pandemic. When restaurants were allowed to reopen, Robbins says they invested thousands of dollars in putting up glass dividers inside the restaurant. Still, they were only open for two weeks before they had to shut their indoor area again.Robbins says having the outdoor space is a relief."It means sleeping at night. I was so scared," he said. DALLAS, Ga. – A Georgia student who was suspended for posting a photo of a crowded school hallway on social media is free to return to classes.The mother of 15-year-old Hannah Watters told The Atlanta Journal-Constitution on Friday that she spoke to the principal of North Paulding High School and he rescinded the suspension.Watters took to Twitter Friday to thank the public for their support.“This morning my school called and they have deleted my suspension,” she said. “To everyone supporting me, I can’t thank you enough. If I’m not responding it’s because my life has been somewhat crazy the past few days. Once again thank you.”Earlier this week, Watters posted a photo on Twitter showing students walking down a crowded hallway. Some were wearing masks, but others were without face coverings."I took the photo initially after seeing the first day of school photo taken by someone else go online as well and got picked up by some media coverage,” Watters told CNN. “And I took it out of mostly concern and nervousness after seeing the first days of school."Watters told CNN that she was accused of breaking three codes of conduct while being suspended: using her phone during instruction time, using her phone during school hours for social media, and filming students and posting on a social media platform.While Watters admits she broke the policy about posting images of students on social media, she doesn’t regret doing so though and stands behind her actions.Watters says she did it because she was concerned about the safety of the students, faculty and staff, as well as their loved ones."I'd like to say this is some good and necessary trouble," Watters told CNN. DEL MAR, Calif. (KGTV) -- The San Diego County Sheriff’s Department is investigating after someone vandalized a park in Del Mar. According to authorities, someone drove onto the grass at Shores Park and did donuts overnight Sunday. Due in part to recent rain, authorities say the incident left extensive damage. The park is used by students of The Winston School and by pet owners as an off-leash park. The City of Del Mar is working to fix the damage but it’s unclear how much the repairs will cost at this time. 522
