With the high costs, 30 percent of guests are declining the wedding invite, because they simply can't afford to go. But how much should you spend? Most experts say it depends on your relationship with the couple. Smith says whatever you think the meal costs. "Plated meals cost more. Buffets cost a little less, and if you go to a food truck wedding, it’s even less than that," she says. While cash used to be frowned upon for some, Smith and recent bride Sarah Valencia say money is a great gift. "They just gave us money for our honeymoon fund, which was awesome,” says Valencia. “And maybe it was , , or whatever, but it was fine with us." A man climbed the National Christmas Tree, on the Ellipse by the White House, on Friday evening, US Park Police confirmed.The first calls came in to police at about 5:45 p.m., Public Information Officer Sgt. Barry could strengthen to a hurricane, but it’s not the high winds that have residents and officials worried, says Benjamin Scott, with the National Weather Service. “It's the large amount of water,” he explains. “Take a look behind me. This is the Mississippi River, already strained from a season of flooding."Scott says the number one threat will be the heavy flooding and rainfall. The Mississippi River this time of year is usually at 6 to 8 feet, but right now, the river sits at 16 feet. The forecast is calling for 15 inches of rain in the city and possibly 25 inches elsewhere. Tourists in New Orleans are taking the warnings from officials seriously. Jacques Desormiere and his friends say they aren’t taking chances. They spent the day stocking up on essentials. “Water, we have a bunch of nuts and things,” he says. “We can cook and eat without electricity.” Desormiere says he and his friends will likely wait out the storm. A former East Pittsburgh police officer charged in the shooting death of 17-year-old Antwon Rose II will begin his trial on Tuesday.The killing of the unarmed black teenager last year triggered protests and outrage in Pittsburgh over the officer's use of deadly force. The former officer, Michael Rosfeld, 30, faces a criminal homicide charge, which includes murder, voluntary manslaughter and involuntary manslaughter under Pennsylvania law.The jury has been selected from Dauphin County, which is about 200 miles from Pittsburgh, after a ruling that the publicity around the case had affected the jury pool in Allegheny County.
