SAN DIEGO (KGTV) - A San Diego man is accused of having and distributing explicit images of minors.According to a federal complaint that was just unsealed authorities allege Gilad Daniel Reifler knowingly distributed visual depictions of a minor engaging in sexually explicit conduct and possessed images of minors engaged in sexually explicit conduct.The federal documents say agents used peer-to-peer file sharing software to connect to his computer in January 2017 and obtain more than four thousand images. Agents say they were able to connect to the computer on two other dates and obtain more sexually explicit files.According to the complaint in June of 2017 agents searched Reifler’s home where they claim he admitted to obtaining and distributing child pornography via the same P2P file-sharing program that they used to obtain the images from a device in his residence.Court documents say, “following the execution of the search warrant I reviewed media seized from Reifler’s residents. The results showed over 170,000 images and over 10,000 videos depicting minors engaging in sexually explicit conduct on media seized.”A man who identified himself has Gilad Reifler told Team 10 investigator Adam Racusin he had no comment about the allegations.10News tried to get a hold of Reifler’s attorney, but as of this writing have not heard back.The FBI tells Team 10 they can’t comment on anything outside of what’s already in the public documents. 1466

SAN DIEGO (KGTV) - A local contractor is facing criminal charges for allegedly taking customers money and doing little to no work.On Monday Stephen Hage Jr. plead not guilty to charges ranging from grand theft to improper home improvement contract procedures.According to the prosecutor Hage allegedly took down payments on home improvement contracts, and after getting the money disappeared after performing little to no work.In November, a Team 10 investigation discovered some customers who said they signed a contract with American Pride Enterprises, paid thousands of dollars up front and were left with little or nothing. James Francois said he paid Hage more than ,000 for a patio.“He never showed up, never delivered any material, never did an hour of work,” Francois told 10News in November.The Contractors State License Board revoked American Pride Enterprises' license for non-compliance with an arbitration award in July of 2018.After the hearing Team 10 investigator Adam Racusin asked Hage if he had a comment about the allegations. Hage’s attorney said they had no comment. Hage is scheduled to be back in court in May. 1144

SAN DIEGO (KGTV) — A record number of San Diegans submitted their ballots early, largely because they got them early by mail. Now, state officials may make that permanent across California. The state sent the ballots to 22 million voters about a month before the election because of the Coronavirus pandemic, according to the Associated Press. In San Diego County, the Registrar of Voters says it got a record of more than 1.1 million early votes, about 60 percent of the electorate. State Senate President Pro Tem Toni Atkins, D-San Diego, says mailing ballots to all registered California voters should become standard. “As with everything, there is always room for improvement, and we will work with elections officials to learn and assess this system moving forward," she said. "But one outcome is already crystal clear – providing every voter with the ability to choose whether to vote from home or in person should be California’s new normal.”Still, there are questions. First, the state Department of Finance says it cost million to send ballots to the .6 million Californians who don't sign up for them, according to the AP. Still, the state could save money by not operating as many polling locations. Cat Kom, a Rancho Bernardo resident, used her mailed ballot as a rough draft, but voted in person election night per tradition. "If it were up to me I'd say why don't you mail it to people who want it mailed to then, and then for people that want to go to the polls, have that option. We'd probably save a lot of money doing that," Kom said. SAN DIEGO (KGTV) -- A massive water main break in North Park Tuesday morning flooded streets as the neighborhood continues to cope with issues related to the breaks. According to the city, a 30-inch cast iron water main transmission line broke around 6 a.m. on Ray Street at Capps Street. Currently, the City of San Diego is in the process of replacing all cast iron pipes. After that process is complete, the city says it will assess concrete mains. Crews hope to have all cast iron pipes removed by 2023.
