JINAN, May 3 (Xinhua) -- A pipeline owned by China Petroleum and Chemical Corporation (Sinopec) resumed operation Monday afternoon after it leaked 240 tonnes of oil in east China's Shandong Province.The company immediately shut down the cracked pipeline and blocked the leakage site after the leakage was spotted, said a spokesman with Sinopec.It recovered 220 tonnes of oil, which had leaked to nearby farmland and roads, the spokesman said.The leakage, which was discovered at 6:12 p.m. Sunday, occurred at a section of the Dongying-Huangdao pipeline near Jiulong Township in Jiaozhou City."The influence of the leakage on the farmland could be controlled within the minimum level," he said.Testing results from the local environmental protection authorities showed the leakage didn't contaminate the nearby water sources.An initial investigation showed the pipeline crack was caused by a digger driver who unauthorizedly excavated the earth above the pipeline to bury the waste at a construction site in Jiulong Township.Police are searching for the driver, who fled after the accident.

BOAO, Hainan, April 10 (Xinhua) -- World politicians and entrepreneurs attending the annual Boao Forum for Asia (BFA) Saturday called to prevent trade protectionism from posing a real threat to the fragile global economic recovery.The worst financial crisis since 1930s plunged the world economy into downturn last year, the first time since the Second World War. But many economies are recovering at unexpectedly quicker rates as massive fiscal stimulus has paid off.The world economy was in a recovery, but the global demand was still worryingly weak, Yi Xiaozhun, China's deputy commerce minister, said at the BFA meeting in Boao in south China's island province of Hainan.Many signs also showed a rise of trade protectionism as more and more countries took protectionist measures, Yi said.Former Chinese Vice Premier Zeng Peiyan said the once strong support for international cooperation appeared to be eroding as the financial crisis subsides, which is "even more worrying."Some nations were verbally against protectionism, but they in fact imposed anti-dumping or anti-subsidy measures and made a fuss about exchange rate problems, Zeng wrote in the BFA official publication.Up to 250 anti-dumping complaints were raised last year, 20 percent more than a year earlier, and 41 anti-subsidies complaints, up 193 percent year-on-year, according to the World Trade Organization (WTO).China has become the biggest victim of trade protectionism, according to the U.K.-based Center for Economic Policy Research. BEIJING, April 2 (Xinhua) -- Experts say the Party's promulgation of four documents on the selection and promotion of government and Party cadres will build a "total supervisory network" and cover the entire process of an official's career, from selection to retirement.The four documents, promulgated Wednesday by the General Office of the Communist Party of China (CPC) Central Committee, cover the selection and auditing of officials and set out penalties for those found guilty of misconduct in the selection and promotion of government and Party cadres.Prof. Ye Duchu of the Party School of the CPC Central Committee said the documents "clarify the responsibilities of people in charge of selecting officials" and aim to prevent corruption and make the cadre selection process transparent.Personnel departments at various levels are required to report personnel changes to superior departments before official appointments are made, and the appointments should be discussed by members of CPC committees of the same level.Officials are also required to be audited before leaving their posts and penalized if they are found to be guilty of misconduct.The selection and promotion of officials have been prone to public criticism in some areas.According to the Party's disciplinary body in central Henan Province, nine of the 22 county-level Party chiefs that had been penalized for corruption since 2006 have been punished while in their posts while the 13 others were punished about one year after being promoted."It reflects shortcomings in the selection and promotion of cadres," Ye said.Prof. Lu Wei of Wuhan University in central Hubei Province said the documents will help prevent the unmerited selection of officials and clarify rules.China issued its first regulation on officials' selection in 1995.
