Two students are injured — one of which is in critical condition — after a school shooting took place Tuesday at Great Mills High School in southern Maryland.The gunman died following the attack according to police officials.Jonathan Freese, a student at Great Mills, told CNN he was in lockdown in his math class. Police were going through classrooms to clear the school, and students will then be escorted out of the school, Freese said."I'm still a little shaken up," he said.Freese said the school had held drills a couple of times for this kind of situation."I didn't really expect for this to happen. I do always feel safe, though, because they always have police at the school," he said.According to CNN's research, there have been 16 confirmed school shootings this year in the United States prior to today.  Great Mills High School has an enrollment of just over 1,500 students, and the student body was about 56% minority students and had a four-year graduation rate of 91%, according to the school's 2015-16 improvement plan.Last week, students at Great Mills High School walked out of class as part of a student-led protest against school violence in the wake of the mass shooting at Marjory Stoneman Douglas High School in Parkland, Florida.Al Murray shot video of police responding to the shooting at the high school Tuesday. Under a court settlement, people aren't supposed to be able to legally download plans for 3-D printed guns until Wednesday.But because designs for the guns have already been posted online, by Sunday more than 1,000 people had already downloaded plans to print an AR-15-style semiautomatic assault rifle, according to the office of Pennsylvania Attorney General Josh Shapiro.Shapiro has been fighting to keep 3-D printed guns out of Pennsylvania. At an emergency hearing held over the phone Sunday, the attorney general's office asked a judge for a restraining order that would block a website run by gun-rights group Defense Distributed from being accessible in Pennsylvania. The group's site allows people to download plans to make 3-D guns.At the hearing, Defense Distributed agreed to block Pennsylvania IP addresses for a few days until a more formal hearing could be held.Josh Blackman, a lawyer for Defense Distributed, told CNN on Monday that more than 1,000 AR-15 gun plans have been downloaded but wouldn't confirm Shapiro's claim that they were only downloaded since Friday."This is a free speech case. This isn't a gun case," said Blackman, who challenged Pennsylvania's efforts to block the downloads. "One state cannot censor the speech of a citizen in another state."Pennsylvania isn't the only state trying to bar access to 3-D printed guns. Washington Attorney General Bob Ferguson announced Monday he is leading a lawsuit in eight states and the District of Columbia to block a court action that would let people download plans for untraceable 3-D printed weapons. Uncertainty has ruled the COVID-19 pandemic. Now, as schools work to get students back in the classroom, school districts are working with uncertainty as they expect there to be a significant shortage of substitute teachers. “It’s a mathematical certainty that we’ll be opening up schools without enough teachers,” said Nicola Soares, president of Kelly Education, a substitute teacher recruiting firm that places more than a million substitute teachers in classes across the country. “We’ve been working around the clock anticipating what that demand was going to be, and I think every single school district is going to require substitute teachers.” The substitute teaching shortage began long before the pandemic began, but Soares expects the virus to only exacerbate the problem. In the mid-2000s, Kelly Education found 10 percent of incoming college freshmen were pursuing a degree in education. Today, that number has fallen to 4.5 percent. Add in the fact that many substitute teachers are older retirees, and they might choose not to come back to the classroom this fall because of the health risks associated with the novel coronavirus. “I love my job. I know a lot of subs say it’s not worth it to go back [because] we make just above minimum wage,” said Kathryn Barrett, a substitute teacher in Florida. Barrett says the pandemic has put many substitutes at the middle of the crossroads, where they feel compelled to work because many have been struggling with unemployment, but at the same time they do not want to risk their health or the health of their families. Many substitutes move from school to school during the week, Barrett says, increasing the risk of contracting the virus and then spreading it. “There’s just a lot of unknown right now for substitutes,” she said. Kelly Education took a survey of more than 2,000 educators and administrators nationwide. Those teachers estimated teacher vacancy rates would increase come the fall, and the need for substitutes would rise by 71 percent over the course of the next five years. To incentivize people to take up substitute teaching states has adjusted. In Iowa, the governor suspended the limit on how long a substitute teacher can teach a certain class. The state also decreased the minimum age requirement from 21 to 20, hoping furloughed workers or recent graduates may look to substitute teaching as an alternative form of work. “What if I get sick?” asked Barrett. "I don’t have any medical insurance, so will I be on my own for 14 days while I’m quarantining?” It's only more uncertainty this mother weighs and manages as she decides the future for herself and family. 2666
