PHUKET, Thailand, July 23 (Xinhua) -- China's Foreign Minister Yang Jiechi told reporters Thursday on the sidelines of the ASEAN meeting series that about the Korea Peninsula's nuclear issue, the UN Security Council's resolutions should be implemented and all sides should work hard to avoid escalation of tension.     "China's stand is very firm. We are working very hard for the denuclearization of the Korean Peninsula, and we are totally against nuclear proliferation...This issue, the nuclear issue, should be solved by peaceful means through diplomatic negotiation," Yang said.     Yang made the remark before he entered the venue for the 16th ASEAN Regional Forum (ARF), a top security forum in Asia which is held in the Thai southern island of Phuket on Thursday. They believe that this is the effective platform on which we can proceed to properly solve the nuclear issue on the Korean Peninsula," he said.     Yang said a sooner restart of the six-party talks will "do everybody good".     "So one should take a long-term and strategic point of view, and work for the earlier resumption of the six-party talks. China stays in close touch with all the parties concerned, because this is a good cause, this is a very important cause," Yang said.

URUMQI, Sept. 5 (Xinhua) -- The party chief of Urumqi and police chief of northwest China's Xinjiang Uygur Autonomous Region were removed from their posts Saturday. The removal came after the July 5 riot in Urumqi which left 197people dead and following syringe attacks in the city that caused panic among the public. Li Zhi, 59, secretary of the Urumqi Municipal Committee of the Communist Party of China (CPC), was replaced by Zhu Hailun, 51, secretary of the CPC Xinjiang Autonomous Regional Political and Legislative Affairs Committee, according to a decision by the CPC Xinjiang Autonomous Regional Committee and approved by the CPC Central Committee.     Li was appointed the Urumqi party chief in November, 2006.     Also on Saturday, Xinjiang's police chief Liu Yaohua was replaced by Zhu Changjie, party chief of Xinjiang's Aksu Prefecture. Five people were dead and at least 14 people hospitalized over injuries in the protests.     Tens of thousands of people took to the streets to protest against the syringe attacks and demand security guarantees.     By Thursday, local hospitals had dealt with 531 victims of hypodermic syringe stabbings, 106 of whom showed obvious signs of needle attacks.     Chinese military medical experts on Saturday ruled out the possibility that radioactive substance, anthrax and toxic chemical were used in recent syringe attacks in Urumqi City.     "According to the preliminary test results, such possibilities can be ruled out," said Qian Jun, director of Disease Control and Biological Security Office with China's Academy of Military Medical Sciences.     Qian said he, along with other five medical experts from the military, had examined medical records of more than 200 victims since Friday.     Samples had been sent to Beijing for further test, Qian added.     Xinjiang police has captured 25 suspects amid the syringe scare, of whom seven are in police custody, four were arrested and four others were referred for criminal prosecution.     Four suspects, three men and one woman, have been prosecuted for endangering public security, said Wutkur Abdurahman, procurator general of the city's procuratorate Saturday.     The four, all from the Uygur ethnic group, were involved in three cases.     Two suspects threatened a taxi driver with a syringe and robbed him, one suspect allegedly inserted a pin into a woman's buttock at a roadside fruit stall, and the other injured police when resisting arrest with a syringe that contained drug.     SOCIAL ORDER BACK TO NORMAL     Xinhua reporters witnessed Saturday that most of the buses in Urumqi had resumed operation. People could be seen on buses, some of which were even a bit crowded. Many were waiting at bus stops.     A large number of customers could be seen at the Carrefour Supermarket at Nanhunanlu Road. Long queues were seen in front of the cashiers at noon.     In Hepingnanlu Road and Xinhuananlu Road, areas mainly inhabited by people of Uygur ethnic group, shops on both sides of the roads have resumed operation.     Situation in Urumqi came under control Friday, as there were no major protests in the city. Small crowds, which gathered "in a fewlocations," were soon dispersed, said Executive Deputy Mayor ZhangHong. BEIJING, Sept. 4 (Xinhua) -- China's government is adjusting its policies on imported technological equipment with the purpose of boosting domestic innovation and greater industrial restructuring and upgrading.     Key components and raw materials imported by domestic enterprises for manufacturing major technological equipment and products are exempted from import tariffs and value-added tax (VAT) as of July 1 this year, according to a joint communique issued by the Ministry of Finance and five other ministries Friday.     Tariff exemption for imported complete set of machinery and equipment will be revoked, according to the communique.     To ensure smooth transition, preferential policies for items which currently can not be wholly supplied domestically, if it is proved so after examination, will be phased out gradually.     Major State-backed key technological equipment includes clean energy power generating systems and nuclear power generating units of above a million kilowatts.     China's central government in March announced expenditure of 20 billion yuan (2.94 billion U.S. dollars) for this year, from a 908 billion yuan public sector budget, to help enterprises upgrade technology, energy efficiency and innovation.     It also unveiled a three-year plan in May to stimulate equipment-manufacturing industry, which lacks ability to innovate and had underdeveloped technology.     But experts said lack of funding and cooperation among research institutes still restrain China's technological transition.

BEIJING, July 22 (Xinhua) -- China's top three telecommunication operators, China Telecom, China Mobile and China Unicom, invested 80 billion yuan to boost the third-generation (3G) network so far this year, the Ministry of Industry and Information Technology said Wednesday.     China Mobile, the leading mobile network operator, has opened 3G service in 38 companies based on the domestically-developed TD-SCDMA 3G standard, and is expected to expand the service to 238cities by the end of this year.     China Telecom has also offered 3G service using the U.S.-developed CDMA2000 standard in 342 cities, while China Unicom has expanded its network based on Europe's WCDMA standards to 100 cities.     The top three operators have started trial 3G operation, which allows mobile phone users to download data faster, make video calls and watch TV shows.     The ministry expected the three operators would invest 170 billion yuan (24.87 billion U.S dollars) in 3G network construction this year.     China's top three telecommunication operators are expected to invest 280 billion yuan in 3G products and network construction from 2009 to 2010, said Lu Xiangdong, Vice President of China Mobile Communications Corporation here Wednesday.     It is estimated that the growth of China's multimedia industry, e-commerce and cultural creative industries stimulated by the 3G technology will generate at least 2 to 3 trillion yuan of social investment, Lu said in addressing 2009 China-UK Internet Roundtable Conference Wednesday.     According to China Internet Network Information Center, the country's Internet users reached 338 million by the first half of this year. FRANKFURT, Sept. 2 (Xinhua) -- China hopes for early resumption of the international talks on Iranian nuclear issue, Chinese Vice Foreign Minister He Yafei said in Frankfurt on Wednesday.     He made the remarks when he attended the six-nation meeting on the Iranian nuclear issue in Frankfurt. Vice foreign ministers from UN Security Council's five permanent members -- the United States, China, Russia, Britain and France, plus Germany met in Frankfurt on Wednesday, aiming to explore the solutions to tackle the thorny issue one day after Tehran said it would table a new package of proposals on the issue.     China welcomes Iran's "positive remarks" on seeking dialogue and negotiation on the nuclear issue, He was quoted as saying by a press release issued by the Chinese delegation, adding that China also appreciates the progress of the cooperation between Iran and the International Atomic Energy Agency (IAEA).     Last week, the IAEA, a UN nuclear watchdog, issued a report saying Iran has slowed production of enriched uranium and agreed to tighter monitoring of its enrichment plant.     The Chinese vice minister said China hopes that various sides to take advantage of the current favorable chances and to exert more diplomatic efforts to resume the international talks on the issue as soon as possible, so as to seek a comprehensive and long-term solution for the issue.     According to Chinese diplomats, Mr. He also met his Russian and U.S. counterparts Sergy Ryabkov and Nicholas Burns at the intervals of the meeting, exchanging views on the Iranian nuclear issue and other international issues of common concern.
