San Diego (KGTV)- We’re learning more information about the seemingly healthy political commentator who dies suddenly in San Diego over the weekend. 26-year-old Bre Payton contracted the H1N1 flu virus, also known as swine flu, and meningitis. On Friday, a friend posted on twitter she found Payton unconscious. She was rushed to the hospital where she later died. The San Diego County Health Department says the So-Cal resident contracted both illnesses before arriving in San Diego. Meningitis causes inflammation in the brain and spine. A recent outbreak was reported at San Diego State University, but it is unclear if the strain Payton had was bacterial, like the SDSU cases, or if it was viral. In a report released last week, there were over 1,300 influenza cases in San Diego County between July and December. Almost 200 of those cases were the H1N1 flu. Health officials say, young adults, like Payton, are more likely to get the flu virus than kids and older adults. Middle age adults are not regularly exposed to the virus, and they have the lowest vaccination rates. News of her death is hitting hard to her family. Her parents released a statement to ABC News saying: “Bre was a brilliant, determined and beautiful girl from day one. She could silence a room with her beauty, and at the same moment impress everyone with her articulate reasoning. We miss her dearly, and our hearts are broken." 1415

SAN DIEGO (KGTV)- Hundreds of volunteers, from all over the state, are in San Diego for Governor Gavin Newsom’s emergency preparedness campaign. It’s called “California For All.” The campaign is designed to help emergency responders during wildfires and other disasters. California For All campaign is bringing together 600 volunteers. The Community Emergency Response Teams, also known as CERT, is on a mission to help prepare people in the community in case of a natural disaster.CERT members are also trained to assist first responders. “It’s an opportunity for community members to learn basic skills to prepare their community to respond, in case of a major disaster or any event, where the actual true responders can’t get there on time” Dore Bietz. Governor Gavin Newsom and legislators came together to make a million commitment to the campaign. A video message from the governor was played during today’s session. CERT members also help engage diverse and socially vulnerable communities during times of need. “It is very difficult for first responders to come in when there is a language barrier,” says Bietz. CERT is a FEMA- recognized program. Members suggest every household should have a plan in case there is an evacuation in their area. 1265

SAN DIEGO, CA (KGTV) - A modern way to recycle your cell phones is meant to be good for the environment and a good way for you to make a little money, but some people worry the real winners could be thieves. 10News investigative reporter Jennifer Kastner visited ecoATM's company headquarters in Sorrento Valley to ask about the controversial kiosks. The company has more than a dozen kiosks around the City of San Diego and thousands of more kiosks across the country. The kiosks buy unwanted devices like cell phones.Less than one percent of sold devices get stolen but some cities have banned the kiosks because of security concerns, a spokesperson told 10News.In San Diego, the booths are located in busy shopping areas like inside the Ralph's in the Midway District and inside the Fashion Valley mall."We offer cash on the spot at our kiosks," says ecoATM's Chase Freeman.Retired law enforcement officer Phil Ramos says, "It's a great, convenient thing for a legitimate consumer, but it really invites crime. It's an easy, quick way for bad guys to make money." The concern is that criminals can make money by trying to sell stolen or fake phones.10News asked Freeman if his system is bulletproof?"I don't think that any system out there is bulletproof but what I can tell you is that we're very on top of every transaction," he responds.The ecoATM kiosks have been banned in Baltimore and in Riverside after backlash from law enforcement. 10News obtained a copy of a photo taken this August by a concerned citizen in Las Vegas. The background of the image shows a stack of phones on top of an ecoATM kiosk.In the frame of the photo, you can see the elbow, leg, and the shoe of a man who reportedly brought those phones to the ecoATM kiosk.10News asked Freeman about that man. "It seems that many of those devices were, in fact, fake devices," says Freeman. On the day the photo was taken, the man apparently sold 13 devices but only four of them were real phones.EcoATM says it didn't contact police because none of the phones were reported as stolen. Freeman says that the man is now banned from making any sales at the kiosks.Georgia police report that a 17-year-old used a stolen ID to cash in on 26 stolen phones. She was later caught and prosecuted with the help of ecoATM. "Every transaction that is conducted at a kiosk across the country is kept in a database that is available to local law enforcement," says Freeman.The company reports that 8,993 devices were purchased in San Diego from January 1st, 2019 to October 1st, 2019, but only 27 were of investigative interest and requested by law enforcement. The San Diego Police Department couldn't tell 10News how many stolen phones have been found at ecoATMs because it doesn't track the location of recovery.Freeman tells 10News that there are extensive security measures in place. Some of those measures include a camera that takes your photo while your driver's license is verified. For many kiosks, you have to provide a fingerprint. Live agents are constantly monitoring all transactions.The company says that the nationwide sale of stolen devices is a very minor issue. "It's something that does not happen frequently at all. SAN DIEGO (KGTV)-- Thousands of people got their vaccinations Saturday, to kick off this year's flu season. The vaccination event was held at four Kaiser Permanente locations in San Diego County.For Byron Frohm, a trip to Kaiser Permanente in Mid-September is an annual tradition. "I can't think of any reason not to get it," Frohm said. The reason he does get the flu shot is his perfect, 40-year flu-free record. He says the vaccinations help him ward off the dangerous bug. "This virus is very strong," Shreya Chandra, MD. said. "It is hitting our community, and getting the vaccination really is prevention."Last season, health officials recorded 77 deaths in San Diego County. In the 2017-2018 season, there were 343 deaths. This was the highest number of fatalities since the county began tracking flu data nearly two decades ago. Already this year, there has been one confirmed flu-related death. The county said a 74-year-old Chula Vista man died August 15, 2019, due to complications from Influenza B. All the more reason for 76-year-old Frohm to stick to his regimen. "At my age, I'm probably more susceptible," Frohm said. Other high-risk groups include pregnant women, people with asthma, diabetes, and other illnesses. Some symptoms of Influenza include high fever, severe body aches, nausea, sore throat, and fatigue. This could last up to two weeks. Many people mistake the signs to that of the common cold. Doctors say many people who have the flu do not show any symptoms. But they can still spread the illness."I can still carry it and pass it on to elderly parents or people who can potentially get really sick from this virus," Dr. Chandra said. That is why Dr. Chandra strongly recommends the annual vaccine. She believes the best treatment is prevention. "We have State-of-the-art care and medicine. We live in San Diego. But the point of this vaccination is that we never need State-of-the-art care. You never get sick in the first place," Dr. Chandra said. 1990

SAN DIEGO, Calif. (KGTV) -- An appeals court today overturned a ruling that would have allowed the conditional release of the “Bolder Than Most” rapist, Alvin Quarles. The ruling was issued by the 4th District Court of Appeals Monday. The court said, in part that “Quarles is a serial rapist whose crimes were shockingly brutal and destructive. If he fails after he is conditionally released, considering his past, we shudder to contemplate the consequences of such a failure.”After news broke of the reversal, Dianne Jacob, who serves on the San Diego County Board of Supervisors and has been adamantly against the release, spoke out on Twitter. We must continue to fight the placement of sexually violent predators into our communities,” Jacob said in part. The ruling comes after San Diego County Superior Court Judge David M. Gill's decision to release Quarles to a home somewhere in San Diego County. After his release, he would have undergone treatment through a conditional release program.Gill's ruling followed a series of closed-door hearings that involved testimony from psychiatrists and other experts. Quarles was dubbed the "Bolder Than Most" rapist due to the way he attacked his victims at knifepoint, sometimes forcing the women's husbands or boyfriends to watch. In 1989, he pleaded guilty to committing over a dozen sexual assaults in the mid-to-late 1980s. He was sentenced to 50 years in prison.
