BEIJING, Nov. 27 (Xinhua) -- China's apparent consumption of crude steel is likely to reach 596 million tonnes this year, a year-on-year increase of 5.6 percent, according to a steel association official.Apparent consumption represents the sum of net imports and output, and can be used to estimate real consumption excluding inventory.Luo Bingsheng, deputy head of the China Iron and Steel Association, expected the country's crude steel output to climb 8.2 percent this year from one year earlier, to reach 624 million tonnes.Luo further noted that a rising investment in 2011 would result in an increase in China's steel demand.If the year-on-year growth of the country's social fixed assets investment maintained itself at around 20 percent next year, China's crude steel apparent consumption would see an annual increase of 40 million to 50 million tonnes next year, said Luo.

BEIJING, Nov. 27 (Xinhua) -- Chinese Foreign Minister Yang Jiechi on Saturday discussed the latest situation on the Korean Peninsula in phone calls with Russian counterpart Sergei Lavrov and Japanese foreign minister Seiji Maehara.The discussions follow an artillery exchange between South Korea and the Democratic People's Republic of Korea (DPRK) in waters off the west coast of the divided peninsula on Tuesday.During the conversations, Yang said safeguarding peace and stability on the Korean Peninsula served the common interests of concerned parties.Those parties should call on the DPRK and South Korea to exercise calmness and restraint and hold dialogue and make contacts, and not to take actions that would escalate the conflict, he said.He said all parties should work together to help cool the situation as soon as possible and effectively ensure no repeat of such conflict.Meanwhile, the Chinese minister expressed the hope that concerned parties would take a reasonable and pragmatic approach to actively create favorable conditions for resuming the six-party talks.The parties should also commit themselves to establish related mechanisms at an early date to eliminate various factors threatening peace and stability on the Korean Peninsula and in the whole region.Lavrov said Russia agreed with China on the latest situation and was ready to keep close contact with China to help defuse the tensions on the peninsula and create conditions for a restart of the six-party talks.Maehara said that Japan is willing to work together with China to jointly safeguard peace and stability on the Korean Peninsula and push forward the denuclearization process of the Peninsula.During Tuesday's incident, shells landed on South Korea's Yeonpyeong Island near the contentious sea border called Northern Limit Line (NLL). BEIJING, Nov. 26 (Xinhua) -- The National Development and Reform Commission (NDRC), China's economic planner and price regulator, said Friday it has asked local governments to crack down on some gas stations selling diesel above the state-set prices.NDRC investigators found some gas stations have been selling diesel above state-set prices in the provinces of Sichuan, Hubei, Henan, Zhejiang, Jiangsu, Liaoning, Jiangxi and Shanxi and Chongqing Municipality.The NDRC has requested local governments to punish the offending gas stations.The stations were ordered to stop overcharging and turn over illegal incomes to authorities, according to a statement on the NDRC web-site.Also, the stations would receive punitive fines, it said.Among the violators, Yueyuan gas station in Xichang, Sichuan Province, sold No. 0 diesel for 9 yuan (1.35 U.S. dollars) per liter, as against the state-set 6.55 yuan.The NDRC said that consumers can call 12358 to complain about diesel overpricing and the price regulators will respond quickly.The latest measures were adopted in the wake of those publicized Tuesday, which were aimed to stop some refiners and diesel wholesalers from overcharging.An unprecedented diesel shortage has hit China's cities and markets, leading some wholesalers and gas stations to sell diesel above the state-set prices.Due to the diesel shortage, some enterprises suspended production and express deliveries turned into "snail deliveries."People found that it took much longer for buses to arrive and even some crematories found it hard to get enough diesel for cremations."We can't find enough diesel. Ten of the trucks in our company can't go out to deliver cargo.
