SAN DIEGO (KGTV) - Supporters of the newly passed California Prop 17, which restores the right to vote to felons on parole, believe the vote outcome may help improve public safety.For the first time in some three decades, Mancy Thompson, 56, was allowed to cast a vote in a presidential election, recently sending in his mail-in ballot from his La Mesa home."Elated. I felt like,'Yes!'" said Thompson.For decades, the answer had been "no."In 1987, high on cocaine and heroin, the active-duty Marine shot and killed a bystander during a bar fight in Oceanside. After pleading guilty and serving more than 23 years in prison, he was released on parole in 2011.He graduated from a reentry program at the local nonprofit Second Chance, and has held down jobs ever since, including positions at the nonprofit. He was on parole for seven years and not legally allowed to vote."If I am disenfranchised, I'm no longer connected. I don't have value to myself, family or community, because they don't have to listen to you," said Thompson.When he got off parole, his right to vote was restored. That right that will now be granted to some 50,000 state parolees, thanks to the passage of Prop 17.Thompson says it can help remove the stigma of the past."Now I have a right to be heard and participle in the democratic process. It's huge," said Thompson.Prop 17 supporters point to a recent parole commission report that found felons with voting rights were less likely to commit future crimes. Opponents say the right to vote shouldn't be granted until parolees have proven they're rehabilitated and allowing the parolees to vote denies justice to victims.Prop 17 passed with an unofficial 59% of the vote."If we want to help them reengage their community and be better versions of themselves ... part of that integration is being able to vote," said Thompson. 1856

SAN DIEGO (KGTV) - The boy who was critically injured in a crash in San Ysidro joined his parents Friday outside the courthouse where the alleged driver is on trial.Prosecutors said Constantino Banda Acosta, an undocumented immigrant, was drunk May 6 when he hit the Lake family on their way home from Disneyland.Lennox Lake was hospitalized for 18 days with multiple skull fractures. He is doing better physically but suffers memory loss from the crash, his mother Ingrid said.RELATED: Trial begins for Constantino?Banda Acosta“He can’t sleep through the night without needing one of us to go to his room, he has nightmares.”Ingrid lake also said her son is scared to go to the hospital and has anxiety attacks in the car.The jury was deadlocked in Banda’s first trial because jurors weren’t sure he was the driver.RELATED: Jury deadlocked in case against alleged driver in San Ysidro?crashAnother man, Jorge Adame, was in the truck with Banda at the time.Ingrid Lake said Banda is expected to testify in his retrial. 1026

SAN DIEGO (KGTV) - Students distracted and bitten in class at Madison Senior High in Clairemont are hoping for some help to make the mosquitoes go away.The west side of campus, against Doliva Dr., is where people told 10News they were bitten. The same area houses special needs classes. 10News was sent two pictures, one of a student, with special needs, whose calf was bitten by a mosquito, and another of a dead mosquito. It appears to be black with white spots or stripes."It was really bad and it was burning and everything," Junior Arryonna said. She was bitten in art class Thursday."I feel like my ankle starts itching so I'm like what's on my ankle, so I look and I got two bumps on the side of my ankle," she said reaching down to scratch. She said she's allergic, making the bites that much worse.The school district says the first report of a mosquito bite came mid-September, around the first time Aryonna said she was bit. Pest Control came out twice and deployed an organic compound in the drain to kill mosquito larvae. The County was scheduled to come out next week, but after 10News called, they showed up Friday afternoon, according to the district. 1176

  

SAN DIEGO (KGTV) -- The future of SDCCU Stadium, formerly Qualcomm, will be in the hands of voters in 2018.The SoccerCity San Diego proposal has already earned its spot on the ballot and now SDSU West is hoping to do the same.If SDSU West can win the votes, it plans to put a university research center, stadium and river park on the stadium site.As for SoccerCity, planners hope to create a mixed-use stadium for MLS Soccer and college football, parks, housing, and entertainment.This week some SoccerCity supporters noticed "likes" on the SDSU West Facebook page increased significantly, from just under 500 to nearly 50,000 in a few days.Confusion turned to frustration when they noticed they too "liked" the page when in fact they hadn't."I went to investigate myself to see if that was true, and sure enough when I went on the page I had liked and followed it, without ever having liked or followed it," said Dory Freiberg, an SDSU alum.Freiberg says he's been open to learning more about the SDSU West plan but currently believes SoccerCity will be better for the city."I want to make sure that if it is defeated it's defeated legitimately because it's not the best plan for the city and not any kind of underhandedness," said Freiberg.James Stroud, a longtime San Diego resident, says he too noticed he "liked" the page when in fact he never clicked the 'like' button."It's something that makes them appear more popular than they are, gives them an aura of importance or trustworthiness when it wasn't deserved," Stroud believes.Stroud believes that's problematic as SDSU West tries to garner signatures to get on the November ballot.A quick search of Facebook community forums shows it's not a new issue. SAN DIEGO (KGTV) - The Medical Board of California (MBC) has filed an order to revoke the license of Dr. Jeffrey Lovin, a San Diego County radiologist who’s facing charges related to prowling and peeking.ABC 10News first reported on Dr. Lovin last year after his ex-girlfriend shared home security video of a man lurking in her North County backyard while she and her fiancé were inside. She said the man in the video is Dr. Lovin.He’s been charged with multiple counts related to prowling and peeking and violating a protective order. He’s pleaded not guilty and will stand trial next March.Dr. Lovin was already on probation with the MBC for other criminal activity.The Board has now issued an order to revoke his license on Dec. 18 for mental or physical impairment and unprofessional conduct by failing to comply with the terms of his probation.“We never know if we're safe,” his ex-girlfriend told ABC 10News on Tuesday. We’re not using her name or showing her face. She said that she and her fiancé Frank Zeigler still live in fear. “I hear any noise at night and I'm out front seeing what's going on at my home,” he said and added, “We lock all our doors and keep all our blinds closed around the clock.”“We want him to lose his license so he doesn’t do this to anybody else and we feel like this is the first step toward a little justice,” Zeigler later added.On Tuesday, ABC 10News spoke to someone at the law office that has represented Dr. Lovin. She declined to connect us to with him to see if he wanted to offer any comment.On Tuesday, a spokesperson for the Board wrote to ABC 10News, “Dr. Jeffrey Lovin may practice medicine under the terms of his current probation until the revocation of his license takes effect on Dec. 18, 2020. Dr. Lovin may petition the Board for a stay and reconsideration of the decision to revoke his license or file a writ in superior court to challenge the decision before it comes effective.” 1945
