CHULA VISTA, Calif. (KGTV) - Chula Vista parents who once felt hopeless now feel empowered to care for their children with behavioral challenges. Through the Parent Intervention Program (PIP), parents learn new strategies while their children develop their social-emotional skills and new ways of expressing themselves. PIP is offered free to Chula Vista families through the Chula Vista Elementary School District (CVESD)."We want to do what we can for our families and children when it comes to the whole child, not only cognitively but socially and emotionally," said Rita Palet, the Director of Early Childhood Education Programs for CVESD.Palet says this is now a priority for the district, which is why they're offering the PIP program to families for free."Behaviors take a while to develop, so they do take a while to diminish," said Palet.Through the program, parents meet others dealing with similar struggles. "When you come here it makes you feel safe, I feel safe coming here, even when we had a rough morning getting here, they're so welcoming," said Mina Fagen, who brings her son to the program.Fagen says her son started acting out after changes happened in the family; his sister went to kindergarten and they also had a new baby in the family."I felt overwhelmed, and still at times feel overwhelmed, but this program gives me a safe place to go to," said Fagen.Parents ultimately give back to the program by volunteering their time later as a "payback parent." This means staff members have completed the program with their own child and can support others going through the program. CHULA VISTA, Calif. (KGTV) - A heartbroken South Bay woman is making a desperate plea after three of her Maltese dogs disappeared in the past three weeks, and the clues point to a thief. These days, Yolanda Brown doesn't let Zubian, a year-and-a-half old Maltese, stray too far. Just three weeks ago, he was the youngest in a happy Maltese family of four. Now he's the only one left."Cried for days. It hurts. It hurts a lot," said Brown.The first tears came early this month. Brown rents a home on Del Mar Avenue and her four dogs were required to stay in her fenced backyard. One morning, 2-year-old Zoey vanished. "Checked all the gates and they were shut. Thought it may have been a predator," said Brown. A week later, Zoey's mom, 5-year-old Zivah, disappeared from the same yard."Just distraught, wondering what could have happened to them," said Brown.About 10 days later, Brown decided to keep Zubian and his 5-year-old dad Zeus tied up as a precaution. "One morning, as I came out, Zeus was gone and so was the leash. Zubian standing there by himself," said Brown.For Brown, it was too much to bear. Nearby, she found her fence damaged. A chair - moved from the pool area - was now propped up against the fence. She realized a thief had grabbed all of her dogs."Very cold-hearted people that would so something like that," said Brown.If sold, the stolen dogs could fetch several thousand dollars each. "They are priceless to me. They are members of my family," said Brown.Brown fixed up the fence and moved the chair back. When she walked us to that fence to show 10news cameras, she discovered the fence once again damaged. The chair had been moved back to the fence. "Someone was trying to come back and take my last dog. I'm scared," said Brown.Brown says Zubian has been moved to a safe place. CHULA VISTA, Calif. (KGTV) - This week Chula Vista Police shut down yet another illegal cannabis dispensary, an ongoing problem that's grown in recent years. While the city doesn't allow any cannabis sales at the moment, police believe there's roughly a dozen or more operating illegally in the city.“One of the challenges with unlicensed, illegal cannabis business is that they move and they change. The number of facilities is always changing, the location of facilities changes quite frequently," said Captain Phil Collum.Captain Collum says their most recent bust was one of the most egregious cases he's seen, from the number of cannabis products to security measures.“I was standing inside the facility and was shocked at what they had done," said Collum. "The windows were sealed shut with metal plating; the front door was actually, had a welded security grate that was locked closed, it had pretty much sealed off any emergency evacuation routes to this facility.”He says if there were a fire or sudden emergency in the building people could have been trapped. Captain Collum said they were alerted to the illegal operation by neighbor complaints. "It’s so important that community contact us and let us know where they believe an illegal cannabis for marijuana business might be located.”Chula Vista PD partnered with Chula Vista's Office of the City Attorney and the Code Enforcement Department to serve a civil abatement warrant for the illegal cannabis dispensary. “I’m not frustrated with the process, what’s frustrating quite honestly is people are taking advantage of our community.”Captain Collum urges the public to continue notifying authorities when they spot illegal businesses popping up in the city. 1731

(AP) — One of two men convicted of stealing a firefighter's pickup truck during the deadliest wildfire in California history has been sentenced to 41 days in jail and three years of probation.The Chico Enterprise-Record reports Robert Depalma of Concow was also ordered to pay more than ,000 in restitution at his sentencing in Butte County Superior Court on Friday.Prosecutors said Depalma and William Erlbacher stole the truck from a California Department of Forestry and Fire Protection station on Nov. 8, when the wildfire broke out and largely leveled the town of Paradise and killed 86 people.Erlbacher admitted to taking the truck and Depalma admitted to driving it for several days. The vehicle was damaged and its license plate covered up when it was found in Chico. 799

Children should be learning in classrooms.That was the message from Florida Gov. Ron DeSantis on Thursday, less than 24 hours after the Palm Beach County School Board reached a consensus to start the 2020-21 academic year with online-only classes."Educating our kids is absolutely essential," DeSantis said during a news conference at the Jacksonville Port Authority. "I have no doubt we can do this safely."Claiming that students across the state have suffered an "education gap" from online distance learning, he urged school districts to consider opening brick and mortar schools right away for the 2020-21 academic year."I want our kids to be able to minimize this education gap that I think has developed," DeSantis said. "In spite of good efforts with the online, it's just not the same. So I worry about that gap."The governor added he's concerned about the social impact that distance learning is having on children."There's something to be said for being in school, seeing people you know, growing up like a normal kid," DeSantis said.On Wednesday, the Palm Beach County School Board reached a consensus to start the 2020-21 academic year, which is slated to begin on Monday, Aug. 10, with online-only classes due to the ongoing threat of the coronavirus pandemic.A final vote will take place on July 15.DeSantis, whose three children are not old enough to attend kindergarten, said he would send them to elementary school if they were of age."I would not hesitate to put them in, in terms of the risk.
