SAN DIEGO (KGTV) – Monday afternoon, the San Diego City Council rescinded regulations on short-term rentals in an 8-1 vote. On Aug. 1, the council voted 6-2 in favor of rules to regulate short-term vacation rentals in San Diego. The regulations were set to take effect in July 2019.  These regulations limited the rentals to primary residences, which would force some investors or owners of more than one home to sell their properties or rent them out long-term.City Councilwoman Lorie Zapf was Monday’s lone vote against the repeal.The group Share San Diego called Monday's vote "an important step towards fair and effective short-term rental regulations." 690

SAN DIEGO (KGTV) - Point Loma families fighting to preserve a makeshift bike track are up against another setback.The land is owned by the San Diego Housing Commission, which recently hired an independent firm to do a feasibility study of the property. The firm looked at traffic, environmental factors, and the impact on schools; ultimately concluding it's feasible to build on the site. "Definitely heartbroken, this is such a special spot for our community," said Darren Miller, who often brings his boys to ride on the track. But Rick Gentry, President and CEO of the San Diego Housing Commission, says it's their job to create as much affordable housing in the city as possible. There are currently 80,000 people waiting for a Section 8 Housing Voucher. "The neighbors don't like to see the neighborhoods change, but change is going to happen, growth is going to occur. San Diego now is not producing enough housing to keep up with the rate of growth of the population," said Gentry. Miller and other neighbors have serious concerns about building on the land. "I don't know if they're necessarily opposed to affordable housing, I think they're just opposed to more development in an area that's already over-developed. In addition to just being an open space, it's a wetland," said Miller. The Housing Commission will be seeking developers for the project. SAN DIEGO (KGTV) - Police are searching for a gunman after a teenager was shot Friday night outside of a movie theater in Escondido.The shooting happened around 8:50 p.m. at the Regal Cinema on West Valley Parkway in Escondido.Police say the victim was shot in the calf and taken to the hospital with non-life threatening injuries.The shooting is believed to be related to fight among a group of teenagers in the strip mall.They are now reviewing surveillance video in their investigation of the incident. 513

SAN DIEGO (KGTV) — Padres all-star pitcher Kirby Yates will be out of his comfort zone Sunday night when he and his wife, Ashlee, host a night of stand-up comedy. The event will raise money and awareness for a cause very close to the Yates' heart: Epilepsy.One night in 2018, the couple was asleep when Kirby heard Ashlee begin making strange sounds. It went from that to a seizure. She was pregnant with their second child at the time."It's the first time I'd ever been involved in anything like that," Yates told 10News. "It's hard to see your wife, she's pregnant with our son, and you have feelings that you've never had before.""He was definitely terrified," Ashlee said. "I obviously don't remember it, but I just know he had a very hard time with that."After a myriad of tests, Ashlee was shocked to be diagnosed with epilepsy. "I didn't know it was random and can come at any time or age," she recalls.When searching for ways to cope with the diagnosis, Ashlee turned to one of her favorite things: Stand-up comedy. She had performed at clubs before, but began integrating humor about her condition into her act. "That was actually my outlet. As soon as this happened, that was the first thing I did. I was like, I need to do something drastic to deal with this and I don't know what those options are," Ashlee said. "I like to make people laugh. I like to have fun, so this seemed like a good fit."That led to the decision to host "Comedy for a Cause", which will take place Sunday night at the American Comedy Co. in the Gaslamp. Ashlee will perform with two other well-known San Diego comedians. Kirby and several of the biggest Padres stars will be in the crowd. They also will likely be the biggest targets for the comics' humor, "I know they're big Padres fans, so I'm sure they've been following the season and have some good jokes," Ashlee said. "I did suggest a roast on Kirby.""I told them they can roast me as much as they want and it's fine," Kirby responded. SAN DIEGO (KGTV) — One person was killed and police were searching for a suspect after a shooting in the Chollas Creek neighborhood.San Diego Police said one victim was transported to a nearby hospital after the shooting at about 2:30 p.m. Friday in the 5200 block of University Avenue.Police later confirmed the victim died of their injuries.Police were still searching for a gunman following the shooting. SDPD's homicide unit has taken over the investigation.Delays for drivers are expected in the area on University Ave., police added.No further information was immediately available. 596
