SAN FRANCISCO (AP) -- San Francisco police will stop responding to neighbor disputes, reports on homeless people, school discipline interventions and other non-criminal activities as part of a police reform plan announced Thursday.Mayor London Breed said officers would be replaced on non-violent calls by trained and unarmed professionals to limit unnecessary confrontation between the police department and the community.Breed said the city will develop the plan over the next year and follow models like the Cahoots program in the western Oregon city of Eugene.That community-based crisis program employs social workers and mental health workers to respond to disturbances where crimes are not being committed. 721

Combs School District, but a move by teachers and staff forced the district to cancel school for the day.On Friday, a J. O. Combs Spokesperson said 109 teachers and staff requested not to work on Monday."Due to these insufficient staffing levels, schools will not be able to re-open on Monday as planned. This means that all classes, including virtual learning, will be canceled," wrote J. O. Combs Superintendent Dr. Gregory Wyman in a letter to parents on Friday. "At this time, we do not know the duration of these staff absences, and cannot yet confirm when in-person instruction may resume."A teacher in the district said that one of the reasons teachers decided to call out Monday was that they felt unprepared to teach students virtually and in-person.Teachers are expected to simultaneously instruct students in the classroom and those at home via live stream. One teacher believes they were not adequately prepared to cater to both types of learners, since all of the educators' attention has been on executing online learning."The issue is that [a] teacher would not be able to tend to the online learners that are on Google," said a teacher in the district. "Even in-class learning must be modified for online. So it's a lose-lose for both types of learners."That teacher said only one hour of training was given for the live stream equipment."Some classes have as many as 36 [on] their roster or more. About half are choosing to stay home, so we really need to service our online learners."Aside from the feeling of unpreparedness from teachers, many feel unsafe since benchmarks set by the Arizona Department of Health Services have yet to be met by any of the school districts."My coworkers do not feel safe. Metrics being met is a big deal. (AP) — A California business executive has been sentenced to nearly four years in prison for helping smuggle rifle parts and other military equipment to rebels in his native Syria.Prosecutors said Rasheed Al Jijakli was sentenced Thursday to 46 months in federal prison after a judge said he delivered "instruments of death" to Syria.Jijakli pleaded guilty to conspiring to export tactical gear that included dozens of laser-sighting devices and day- and night-vision rifle scopes.Prosecutors say Jijakli violated the International Emergency Economic Powers Act and sanctions imposed on Syria by the United States.The Palmyra Corp. SAN ONOFRE (CNS) - Authorities Thursday were searching for a hit-and-run motorist who struck and killed a pedestrian on Interstate 5 in the far northern reaches of San Diego County.Dispatchers received a call shortly before 6:40 a.m. from a person who reported seeing a body off of southbound Interstate 5 just south of Cristianitos Road, California Highway Patrol Officer Kevin Smale said.Officers responded to the area and found a pedestrian lying near the highway, Smale said, adding that the victim was pronounced dead at the scene.No details about the victim or the vehicle involved were immediately available.Officers shut down the onramp from Cristianitos Road to southbound I-5 and the right two lanes of southbound I-5 north of Basilone Road to investigate the circumstances leading up to the crash.Anyone with information regarding the crash was asked to call the Oceanside CHP office at (760) 643-4300. 921
