SAN DIEGO (KGTV) — The four executive orders the president signed Saturday aimed at helping both working and unemployed Americans during the ongoing pandemic is not the most efficient way to help the nation, according to a local expert.Dr. Alan Gin, University of San Diego Professor of Economics at the Economics Research Center, said the national issue needs a national relief package, instead of an order that pulls from multiple pools, like the CARES Act and other emergency funds. Unfortunately, Congress is deadlocked in an ideals crisis.Dr. Gin said this order could delay funds for unemployed Americans because it complicates the process.News that frustrates people like Cindy Griffith who has been trying to get her benefits for five months.Griffith, a new mom to 17-month old Wilder, was laid off in March with her husband. They both worked in restaurants. "It's been a nightmare," she said. "I spent every day stressing about EDD, calling EDD." The judge ruled her paperwork was in order and she deserved her unemployment checks. That was three weeks ago and she hasn't seen a dime.Thankfully her husband's unemployment funds came through and supported them until they Solterra Winery and Kitchen hired them.When she heard about the president's Executive Order she didn't have much faith. "Spending five months fighting for my money, yeah it's great that that money will continue on if I do lose my job, yeah 0 a week will help, but I don't know if I'll see that money either so I'm just hoping my restaurant stays open."Twenty-five percent of the 0 a week for unemployed Americans is supposed to come from the state. In California, Dr. Gin says that's money we don't have, "tax revenues are down considerably with economic activity reduced, both the income tax and the sales tax." Dr. Gin added California has to have a balanced budget each year by law, but the federal government can borrow."Traditional macroeconomic theory says that should have a negative impact, whether on inflation or higher interest rates so far we haven't had either one," Dr. Gin said it could happen further down the road.The president if he is re-elected he would cut the payroll tax that funds the dwindling Social Security fund and Medicare.Dr. Gin said that is something Democrats and Republicans have been against, and "there's a question of whether or not the president can do that without congressional authorization."All of this affecting little Wilder's future, his parents still waiting and hoping for some financial relief."It wasn't until I got into my restaurant and could walk with cash every night you know? Besides that I'm just waiting so I'm still months behind. SAN DIEGO (KGTV) - The City of San Diego has more than 2,300 jobs vacant but is struggling to fill them.The jobs run the gamut from 9-1-1 dispatchers to water utility workers to swimming pool managers to civil engineers. The list of vacant positions came to light after the city Audit Committee discussed struggles with worker retention and recruitment at its meeting this week. "We need to do something about that," Councilman Scott Sherman said. "Change the culture and get it to where employees are really looking forward to going to work and like being where they are."Michael Zucchet, who heads the Municipal Employees Association, says the city is losing workers to other agencies in this county and others because they offer better pay and retirement benefits, such as a pension. He says the problem has gotten worse since the unemployment rate has dropped to a near-historic low 3.5 percent. The city in 2012 switched most new employees to a 401(k) style retirement plan after voters passed Proposition B. That proposition is now in legal limbo after the California Supreme Court said the city skipped a key step in the approval process. "The City of San Diego is hemorrhaging employees to other jurisdictions," Zucchet said. "We have documented people who have been city employees for a long time, have no interest in leaving, but they can't pass up a 20-30 percent pay raise in Chula Vista, Carlsbad, National City and these other places."Zucchet gave examples of current job advertisements showing accountants in Chula Vista making 20 percent more than those in the city of San Diego, senior management analysts in Encinitas earning 38 percent more, associate planners in Poway making 21 percent more, and a police service officer in Coronado makes 27 percent more. A search on the city's hiring website shows 53 jobs, but Zucchet said those positions reflect multiple openings. As of March 1, the city had 2,373 vacant positions, up about 8 percent from a year earlier. The city auditor is now investigating how the city can improve worker retention and recruitment. A July study found the city had an overall 10 percent turnover rate, but that it was 15 percent with millennials, who may be gaining experience at the city before moving on to higher paying positions. 2289

SAN DIEGO (KGTV) — The Camp Pendleton Marine accused of trying to smuggle migrants through the San Ysidro Port of Entry this month has been identified.Bryan Oneal Newell Jr. was arrested Dec. 2 by U.S. Customs and Border Protection personnel at the San Ysidro Port of Entry, according to Camp Pendleton. Newell is accused of trying to bring undocumented immigrants into the U.S.Newell, a junior-enlisted Marine, was being held in civilian custody while CBP and the Naval Criminal Investigative Service investigated.RELATED: Marine accused of trying to smuggle immigrants through San Ysidro Port of EntryCamp Pendleton said Newell was not part of military personnel sent to the border to assist personnel with border operations.Newell is the most recent Marine from Camp Pendleton to be charged in an immigration scandal. In July, 23 Marines were detained over human trafficking, drug distribution, and weapons charges, according to the base.Of those 1st Marine Division Marines, six have pleaded guilty at court martial appearances while 13 have approved agreements to leave the Marines rather than go through court martials or waiving separation board processes.
