SAN DIEGO (CNS) - The San Diego Convention Center will light its Sails Pavilion orange beginning at sundown tonight and Sunday in recognition of World Homeless Day, city officials said.San Diego Mayor Kevin Faulconer said millions of people around the world experience homelessness every day.``San Diego has made great strides over the past few years to invest in solutions that get people into safe, sanitary conditions and on a path to a permanent home,'' the mayor said. ``We continue to make progress during this pandemic with 600 people and counting getting housed through Operation Shelter to Home.''The convention center was turned into an emergency homeless shelter on April 1.``Our Sails Pavilion will shine orange for World Homeless Day to acknowledge the needs of people who experience homelessness and how different communities are responding,'' said Rip Rippetoe, CEO and president of the convention center.``Especially during this time when our most vulnerable San Diegans face COVID-19, we are grateful to our community for coming together and successfully implementing Operation Shelter to Home.''The first World Homeless Day was held a decade ago. 1172

SAN DIEGO (CNS) - The San Diego County Board of Supervisors today unanimously approved spending million in federal pandemic-related funding to help child care providers, testing in schools and meals for senior citizens.The board directed million to child care providers, who have been struggling to stay afloat since March, in the form of grants.The county will also spend .8 million on senior food programs -- including an expanded Great Plates program that involves prepared meals delivered to the elderly -- while also supporting participating restaurants.The board voted to spend million to support the county Department of Public Health's testing, tracing and treatment strategy dedicated for kindergarten through 12th-grade schools.Last month, the board directed the county's chief administrative officer to make recommendations on how to spend the money.To implement the child care grants, CAO Helen Robbins-Meyer will negotiate agreements with The San Diego Foundation, the YMCA of San Diego County and Child Development Associates, Inc.Supervisor Jim Desmond said while he has been critical of Great Plates program, based on the costs per meal, he understands it helps restaurants while also helping shut-in seniors who may not have any social interaction otherwise.Desmond added that if there's money left over from the program or school testing, it should go towards area food banks.In related actions following an update on county COVID-19 prevention efforts, the board approved Desmond's motion for a waiver to the school- closures mandate.The board also approved a separate motion allowing county enforcement of businesses -- in terms of complying with reopening requirements -- based on Phase 2 mandates. 1741

SAN DIEGO (CNS) - San Diego County has seen a nearly 5% increase in its response to the 2020 Census above the 2010 response rate, according to state census data.Data collected through Tuesday indicates 72.9% of county households have responded this year, as opposed to 68% in 2010, mirroring an increased response rate statewide.Census officials say that California's 2020 self-response rates surpassed the 2010 rate on Wednesday, with 68.4% of California households responding either online, by phone or mail. The 2010 rate was 68.2%.State census officials touted the success of their outreach campaign, particularly given California is considered one of the ``hardest-to-count'' states in the country due its size and a high number of people who are difficult to contact for census purposes, such as recent immigrants, people who lack high-speed internet access or people with limited English proficiency.Campaign efforts will continue until the Sept. 30 deadline.``It is through the collective efforts of millions of Californians that we have surpassed our 2010 self-response rate. But make no mistake -- we are not done yet. We know the hardest-to-count Californians still may be missed or undercounted given the shortened deadline, so it's essential these households complete the form now,'' said Ditas Katague, director of the California Complete Count -- Census 2020.``With two weeks left, our message is loud and clear: Californians need to act and fill out their Census forms,'' Katague added. ``We have just days to secure funding and representation in our state for the next decade. We haven't been without our challenges -- federal operational changes and instability, the impact of COVID-19, wildfires and more. SAN DIEGO (CNS) - San Diego City Council candidate Kelvin Barrios suspended his campaign today, following allegations of ethics violations.Barrios was running for City Council District 9 in the seat soon to be vacated by Council President Georgette Gomez.``Throughout this race I have been hit, morally and mentally, more times that I can even count,'' Barrios' statement released Monday said. ``And I get it -- there were issues, we needed to address them.``It seemed like every time I did, we would collectively shift away focus from the real needs of our community. The real struggle and hardships my neighbors are facing became second to the media blitz filled with negativity that just served as a distractor.''The San Diego Union-Tribune reported earlier this year that Barrios was under criminal investigation for alleged mishandling of campaign funds and was the subject of a California Fair Political Practices Commission complaint alleging he used thousands of dollars in contributions to political committees for personal use.Earlier this month, additional media reports alleged Barrios did not disclose more than ,000 he received while working for Laborers Local Union 89, and did not report a brief overlap that existed while he worked for both the union and Gomez's office.Barrios' name will still appear on the November ballot despite the campaign suspension.Barrios' campaign opponent, Sean Elo-Rivera, tweeted a statement saying Barrios suspending his campaign ``will allow our community to move away from focusing on scandals and toward focusing on the brighter future San Diegans deserve.''``Our campaign will continue engaging the community and building the momentum we'll need to make San Diego a world-class city with opportunity for all,'' the statement said. 1793
