(KGTV) - Two Sheriff's deputies are under an internal review after video surfaced of an arrest in the North County this week.A 911 call was made Monday from a woman on Madera Lane, who said she was a domestic violence victim and being held against her will, according to the San Diego Sheriff's Department. Deputies responded and said they ultimately arrested Gerardo Martinez Jr., 23, and 50-year-old Gerardo Martinez Sr.MAP: Track crime happening in your neighborhoodThe younger was booked on charges including false imprisonment, assault with a deadly weapon, and disobeying a court order. SDSO charged Martinez Sr. with obstructing a public officer and removing someone from the lawful custody of a peace officer, though he has bailed out of custody.Video of the arrest, however, soon landed at least two deputies involved with the arrest in hot water.The footage posted on social media showed one of the men being led away in handcuffs before a deputy appears to shove him into a fence. The man's face is slammed into the wooden fence before the deputy leads him away.At the same time, four other deputies hold the second man to the ground, one of them appears to repeatedly strike the man in the head. It isn't clear if the man on the ground was also handcuffed or whether the deputy struck the man with a closed fist or open hand.Two deputies have been placed on administrative assignment, pending an internal investigation, SDSO said Wednesday. Investigators will be looking at body-worn camera and interviews with those involved in the incident."As we continue to gather and evaluate the facts of this case, the internal review might change in scope. Wall Street does not like the mixed messages coming out of the White House on trade.The Dow fell 600 points, or 2.4%, on Friday afternoon. The Nasdaq plunged 3%, while the S&P 500 retreated 2.4%.The Dow closed for the day down 588 points.Stocks had been trading higher earlier Friday, but the market turned sharply lower following conflicting messages coming out of the Trump administration about trade.While White House economic adviser Larry Kudlow sounded an optimistic note about China talks on CNBC, trade adviser Peter Navarro was simultaneously warning on CNN of higher tariffs if issues aren't resolved during the 90-day negotiating period."We've gotten a hodge-podge of mixed messages from people in the same administration," said Art Hogan, chief market strategist at B. Riley FBR. "We're not sure who we're supposed to listen to."Investors also received a softer jobs report on Friday. The Labor Department said the United States?added 155,000 jobs in November, missing expectations for a gain of 200,000. But the labor news did not trigger a selloff and some traders likely figured the slowdown in hiring will reduce pressure on the Federal Reserve to raise interest rates.Worries about the negative consequences of the trade war and hopes for progress have launched Wall Street on a wild ride of late. Walmart will be open an hour later at most locations across the US starting November 14. The retailer curtailed shopping hours at the onset of the coronavirus pandemic, and has been slowly expanding hours since then.Currently, most Walmart locations are open from 7 a.m. to 10 p.m., but on November 14, locations will remain open until 11 p.m., unless otherwise mandated by local government restrictions.Walmart also said that locations will continue operating a special shopping hour every Tuesday for customers 60 and older and those most vulnerable, starting one hour before store opening.The announcement comes as stores prepare for the busy holiday shopping season. Walmart previously announced, however, that all locations will close on Thanksgiving. 764
