Presidential campaigns often brace for what’s known as an “October Surprise," a potentially game-changing revelation just weeks before the election. This year, the surprise came early in the month. Just after midnight on Friday morning, President Donald Trump tweeted that he and the First Lady had tested positive for COVID-19. The news is already disrupting the final sprint to Election Day with only 4 weeks to go."He is in an age group that does have, that does carry risk for severe COVID, so this is very concerning," said UCLA epidemiology professor Anne Rimoin.President Trump, who favors holding in-person campaign rallies, canceled one scheduled for Friday in Florida and two others in Wisconsin this weekend. Both are critical swing states that polling has shown the president and Democratic presidential candidate Joe Biden are in a tight race. The president also was absent on a previously scheduled conference call Friday afternoon. The news comes at the end of a week which included a raucous Presidential Debate, with President Trump frequently interrupting his challenger, former Vice President Joe Biden, as well as debate moderator Chris Wallace of Fox News. The future of the next presidential debate, scheduled to take place in Miami on October 15, remains up in the air. Trump's campaign has not released an official statement about the debate specifically.Meanwhile, the Vice Presidential Debate, set for this coming Wednesday is still on. Vice President Mike Pence, and his wife, Karen, announced they both tested negative for the virus. Pence and Senator Kamala Harris will debate in Salt Lake City on October 7. Questions remain about the coronavirus status of others in the president’s inner circle, many of whom traveled without masks around both him and presidential advisor Hope Hicks. She was the first to show symptoms and test positive this week, which eventually led to the president getting tested himself.Democratic candidate and former Vice President Joe Biden tweeted out that he and his wife, Jill, both tested negative for the virus and are praying “for the health and safety of the President and his family.” 2155

Protests broke out in downtown St. Louis on Friday afternoon hours after a judge found former police officer Jason Stockley not guilty of first-degree murder in the 2011 shooting death of black motorist Anthony Lamar Smith."This Court, in conscience, cannot say that the State has proven every element of murder beyond a reasonable doubt, or that the State has proven beyond a reasonable doubt that the defendant did not act in self-defense," St. Louis Circuit Judge Timothy Wilson wrote in his ruling.RELATED: Protests break out in downtown St. Louis after ex-cop Jason Stockley acquitted in shootingSt. Louis Circuit Attorney Kimberly Gardner said she was "disappointed" with the judge's decision. The defendant waived his right to a jury trial, meaning the ruling was left to Wilson. Stockley also was acquitted of armed criminal action. 853

Republican Senate Majority Leader Mitch McConnell has won a seventh term in Kentucky. The 78-year-old McConnell defeated Democrat Amy McGrath, a retired Marine combat pilot who challenged him as a political outsider. McConnell is the longest-serving Republican leader in Senate history. As President Donald Trump’s top ally on Capitol Hill, McConnell led efforts to defend the president during his impeachment acquittal in the Senate. He also worked with Trump on a tax overhaul and orchestrated Senate confirmation of more than 200 judicial appointments, including Amy Coney Barrett to the Supreme Court.McGrath also lost a race for a House seat in 2018. 661

Recreational marijuana is now legal in Michigan after voters passed Proposal 1 during the midterm elections on Tuesday. The proposal was one of the most-talked-about issues on the ballot. It allows anyone 21 and older to legally carry 2.5 ounces of marijuana. “Obviously the results of today’s election were not what we hoped for. It is important to note that more Michiganders voted no on Proposal 18.1 than on the other two proposals," a spokesperson for Healthy and Productive Michigan said. The group was against proposal 1."While our side lost tonight, it is important to recognize the level of responsibility that now rests on the shoulders of those who have voted Yes," the spokesperson said. Michigan is now the 10th state in the United States and Washington D.C. that has legalized pot, but marijuana is still illegal when it comes to federal agencies.Anyone 21 and older living or visiting the state will be able to buy, possess and use marijuana and/or marijuana-infused edibles in the state. They can also grow up to 12 marijuana plants in their homes for personal use.The restrictions on that include a 10-ounce limit for marijuana kept at home and anything over 2.5 ounces to be in a locked container. There would also be a state licensing system through the Department of Licensing and Regulatory Affairs, which would cost the state millions of dollars to create. It would also be subject to a 10 percent excise tax for implementation costs, clinical trials, schools, roads and more.According to a report from the non-partisan Senate Fiscal Agency, recreational marijuana could bring 2 million in tax revenue by 2023.The plan would also change some marijuana-related crimes to civil infractions. 1734

President Trump has signed the Music Modernization Act into law, a bill that will bring sweeping changes to the way music is licensed and songwriters are paid.Supporters say the Music Modernization Act, championed by Sen. Lamar Alexander (R-Tennessee), will ensure that songwriters get paid fairly for their work in the streaming age.  A key aspect of the legislation is the creation of a new independent entity that will license songs to companies that play music online. The group will then pay songwriters, while digital streaming services, like Spotify or Pandora, can ask for a blanket license. This is the first overhaul to music copyright law in decades. The law will also make sure artists who made music prior to 1972 are paid.Recording artists didn't have any copyright rights in their works until 1972. Kanye West, Kid Rock and John Rich are among artists expected to attend Thursday's ceremony at the White House.   965
