(KGTV) — As demonstrations around the country call for police reforms, demands for cities to "defund the police" have increased.But what does that really mean? Is it a reduction in funding or eliminating departments? So far, the calls have included both."There are some advocates who would like to see a police-free environment in a lot of cities," Scripps National Political Editor Joe St. George tells 10News' Jon Horn. "Now for some people that is a terrifying thought. Police help prevent theft, they prevent violent crime. But critics say patrolling helps prevent crimes from happening.If budget reductions are in the mix, depending on the amount, departments can either expect layoffs or a shift in priorities, according to St. George."If you're talking millions of dollars worth of cuts to a police department, there will have to be layoffs. If you're talking a couple hundred thousand, perhaps they would shift priorities from one program to another," St. George says.In San Diego, locals voiced their calls for decreasing the police department's budget for the 2021 fiscal year. City leaders voted Monday to approve the budget, which will increase SDPD's budget to 6 million.In contrast, Minneapolis' City Council has voiced intentions to disband the local department, calling their current department unreformable. Cities may focus more on preventative efforts like education and services for low-income communities."I definitely think there are partnerships to be made and there's opportunity to be had, but that reimagining really first comes with having the resources to dream," said Bryan. "Right now, we don't have that because over half of our budgets, the discretionary funds go to law enforcement and policing."One thing that is likely, whether it be budget or policy changes, is that no two cities can expect to see the same response."Every city is going to be different. California ranked 38th among the 50 states and District of Columbia in 29 categories, according to the Wallet Hub study. Data considered to measure quality included graduation rate, dropout rate, math and reading test scores, Advanced Placement exam scores, student-teacher ratio, and SAT and ACT results. Safety was measured by number of school shootings, share of high school students who were armed, participating in violence, or access to illegal drugs, school safety plans, youth incarceration rates, and safety grades of roads around schools. California was 4th best for the percentage of threatened or injured high school students. The state came in last for its student-teacher ratio. (KGTV) -- A woman traveling with her daughter was arrested after Border Patrol agents found nearly 30 pounds of methamphetamine hidden in her car.The arrest and seizure occurred July 21 during a traffic stop on northbound Interstate 5 in San Clemente, Customs and Border Protection officials said.According to CBP officials, an agent patrolling the area stopped a 2003 Honda Accord and asked the 38-year-old female driver for permission to search the car.After obtaining permission, the agent’s K-9 was alerted to something, prompting an in-depth inspection. The agent then found 28 bundles of meth inside the Accord’s gas tank.CBP officials said the bundles, weighing a total of 28.88 pounds, all tested positive for methamphetamine. The drugs were turned over to the DEA, and Border Patrol agents seized the car.Agents arrested the woman, a U.S. citizen; her six-year-old daughter was placed with child protective services. 933
