Companies can stop collecting employees’ payroll taxes starting Tuesday, September 1, after an executive order in early August gave workers a tax holiday.The deferral of payroll taxes applies to employees making less than 4,000 a year. Employees are taxed 6.2 percent that goes toward the Social Security Trust Fund and another 1.45 percent for Medicare.It’s a deferral because the payroll taxes are still due to the IRS by April 30, 2021, which they made clear in new guidance released last week with the US Treasury Department.What this means to employees: It depends on your employer. Starting September 1, employers can stop withholding taxes, but many business leaders have said they will not since the taxes will eventually be due. The decision is up to each company and is not required.If a company stops withholding payroll taxes, employees will have more money in their paychecks through the end of the year. Then on January 1, companies will need to withhold more from paychecks to collect all that is owed in April 2021.For employees making ,000 a year, the elimination of Social Security taxes would result in an extra per paycheck every two weeks. Assuming the employee has eight paychecks left in 2020, that would result in 2 in taxes deferred in 2020, which would be repaid in 2021. For employees making ,000 per year, those figures would be doubled.If an employee leaves their job before all of the appropriate taxes are collected, the guidance only states that companies can "make arrangements to otherwise collect the total applicable taxes from the employee."President Trump has stated he would “terminate” the tax if he was elected in November. CORONADO, Calif. (KGTV) - A Navy shooting range in Coronado is at the center of a legal dispute over possible unsafe lead exposure. Team 10 investigative reporter Jennifer Kastner uncovered the history of reports of serious lead problems.10News spent more than five weeks continuously calling and emailing the Navy, asking what happened. Ultimately, the Navy responded, in part, that it would not go into any detail.Toxic lead exposure is a serious threat at shooting ranges. The gun smoke releases the metal into the air.Across the United States, federal agents have done hundreds of inspections for lead violations.Just south of the Hotel del Coronado, along the Silver Strand, sits the heavily guarded Naval Amphibious Base. 10News was unable to get video of the shooting range in question because we weren’t granted access on-base, but we can show you the federal reports that detail a history of concern. Per inspection paperwork, the indoor shooting range address is 3632 Guadalcanal Road.Across the country, a separate range that's not affiliated with the Navy had hired Don Haines as its safety officer. He says he'd sometimes be at the range seven days a week and for hours at time.“My friends noticed some changes in me, complaining about being tired all the time. [There was] some irritability and some difficulty understanding some things when we were having discussions,” he says.Doctors told him he'd been poisoned by lead.Toxic levels of the metal can cause serious problems like brain damage, kidney disease, and even death.Dr. Gabriel Filippelli is the director of the Center for Urban Health at Indiana University-Purdue University Indianapolis. “Current lead contamination still has tremendous impacts to a bunch of different sectors,” he says.Filippelli explains that as people shoot guns, lead particles are left behind on the walls, counters, and floors. Sometimes the primer used as padding to eject the bullet is made of lead that bursts into the air. “You have to remember that the primer is exploding right by people's faces,” he adds.There are now questions about whether Haines' story could be similar to what may have happened to an employee at the shooting range in Coronado.A report from the Occupational Safety and Health Administration (OSHA) shows that the range was issued a violation in 2014 that has to do with an employee being exposed to lead.Two other preliminary violations for possible lead exposure were also reported that year. Both were deemed "serious" but were deleted following an informal settlement agreement, which required the shooting range to make changes.Although the findings are from five years ago, the military is still dealing with them.In July, a spokesperson for Naval Special Warfare (NSW) sent 10News the following statement:“NSW's number one priority is the health, safety, and readiness of our people -- military and civilian. We take reports of safety issues seriously. In the end OSHA and the Navy agreed to an amended report to which we fully implemented the agreed upon amended requirements. I'm not going to get into the details you are asking due to on-going litigation with an individual who was involved in these matters. We are not facilitating interviews at this time because of that litigation.”OSHA is in charge of inspecting gun ranges and lead levels in 28 states. The Administration reports that people can still work their jobs when their blood lead level is 40 micrograms per deciliter (μg/dL).However, the National Institute of Health claims that no amount of lead in your blood is safe.When Haines was first hired, the range checked his blood and found it was 3 μg/dL. Just 8 months later, he says it jumped to 60 μg/dL.This spring, the government reported, in part, that OSHA is “exploring regulatory options to lower blood lead levels in affected workers”.It’s finally considering dropping the levels from 40 μg/dL to less than 10 μg/dLin adults. Businesses can protect you with a proper air filtration system, with air blowing away, toward the targets. Experts say you can protect yourself by wearing masks when shooting or working at a range, wearing gloves while firing or cleaning up and washing your shooting clothes separately from other clothing. They’re small steps to take to prevent the little-known threat that even Haines, a range safety officer, wasn't aware of. “They could go for years and they may not recognize the symptoms. Had I not had someone who was observant, I probably would not have attached it to the lead,” he adds. 4538
COLORADO SPRINGS, Colo. – A 2-year-old boy who was found early Sunday morning following a statewide search prompted by an Amber Alert has died, a family member has confirmed.Nain Dominguez, 2, was found at around 7:18 a.m. and was hospitalized with life-threatening injuries, according to an official with the El Paso County Sheriff's Office. He was later pronounced dead despite medical intervention, the sheriff's office said in a statement. Details about where the boy was found, or how he sustained those injuries, were not immediately provided by investigators. Biridiana Dominguez, the boy's sister, said the boy "brought a lot of joy to our family." She went on to thank the community and police for their help in finding her little brother. Boy's disappearance prompts statewide searchThe search for Dominguez began at around 5:41 p.m., when deputies received a report that the boy was last seen with an older sibling near Stratmoor Hill Trailhead Park.It would take nearly four hours for Coloradans across the state to be alerted that the toddler was missing via an Amber Alert that was sent out just before 9:30 p.m.Initially, El Paso County deputies reported the boy was last seen being carried by a suspect into a large, white panel van with now windows in the back in the area near 1215 Fountain Road in Colorado Springs.But just after midnight Sunday, both El Paso County deputies and the National Center for Missing and Exploited Children said they no longer believed the van and suspect information initially provided were related to the toddler’s disappearance. 1656
CLEVELAND — A mother in Shaker Heights, Ohio said her daughter was ridiculed after asking her cheerleading coaches for a larger uniform. Mother Lakessa Taylor claims the fat-shaming didn't end there.Laylonie Dowdell, 16, rejoined the cheerleading squad at Shaker Heights High School this fall, but after a summer off, her uniform was a little snug.Her mother told her to request a new, larger one and the teen said what happened next left her speechless."They basically refused to order me a uniform because they said it held my boobs down," Dowdell said.She not only complained that her top was extremely tight, she told an assistant coach her pants were too small as well."She replied, 'I wonder why? You're eating too much,' and insisted I run laps back and forth to the stop sign and back until my ride got there," said Dowdell.Dowdell said she didn't want to show her two coaches she was upset, so her coping mechanism was to always smile and giggle."You're supposed to be my coach, she's supposed to mentor me, uplift me, but you're putting me down," said Dowdell.In a video from an away game in Medina, Ohio you can see Dowdell having to pull her uniform down.After struggling with it at another game in Mentor, Ohio she said she was approached by the assistant cheerleading coach while holding a hot dog and a pop.Dowdell said the coach asked her: "What are you putting in your mouth now? Why are you eating that?"Dowdell's mom said the hurtful comments left her daughter broken."We train our children to fend off bad things from other children, but we don't train them to defend themselves against adults," Taylor said.Taylor said as soon as her daughter told her what was going on, she notified the principal."I complained to the school on Monday. Today is Friday. I haven't heard anything from the school," said Taylor.While she hasn't heard anything from the school district, Taylor got a chance to talk with the assistant coach."She told me herself, 'Well, Laylonie was laughing and joking and so I didn't think there was anything wrong with what I said. Laylonie talks to me about her weight sometimes, so it was OK for me to say those things to her,' " said Taylor.Since coming forward and sharing her story, both coaches in question have resigned. WEWS was told the head coach planned to do so anyway at the end of football season."This is not the only complaint. We're talking about several. I've talked to four parents in the last 24 hours," said Taylor.In light of these allegations, the district is praising the head coach for her 23 years of service, calling her a devoted coach, a mentor and a "valuable member" of the athletic department."It's disturbing that the school is commending this lady for all that she has done," said Taylor.The district refused WEWS's requests for an on-camera interview, but a spokesperson said they take complaints of this nature very seriously.In the meantime, Dowdell said for the first time ever she's having issues with her body image."I know I'm pretty, I know I'm beautiful. But, when I look in the mirror I'm not as skinny as the next girl, or I can lose a few," said Dowdell.In a statement, the district said that despite these resignations, the investigation into these complaints will continue. 3290
