CINCINNATI, Ohio — A settlement has been reached after a police officer used a Taser on an 11-year-old girl while working an off-duty detail at a Kroger in Southwest Ohio.The City of Cincinnati and Kroger have agreed to pay the family of Donesha Gowdy 0,000 to settle the claim of excessive force, according to a news release from family attorney Al Gerhardstein.Donesha had been shoplifting from the Kroger on Aug. 6 when Officer Kevin Brown, who was on security duty, ordered her to stop. She didn't. The officer fired his Taser as she walked away. One probe struck her at the base of her spine; the other hit between her shoulder blades.The incident prompted an apology from Cincinnati Mayor John Cranley and a promise from Vice Mayor Christopher Smitherman to review Cincinnati Police Department’s protocol on Tasers.Cincinnati Police Chief Eliot K. Isaac promised “a very thorough review” of Brown's actions, as well as the department’s use-of-force policies as they pertain to juvenile suspects. He said he's "extremely concerned when force is used by one of our officers on a child of this age."Smitherman, along with the girl's mother, also say the policy needs to change. The settlement did not include plans to change police department policy, and it must be approved by probate court.Donesha wrote this apology to Kroger: “I Donesha Gowdy is writing this letter to apologize to the Kroger company … to say I’m sorry for stealing from the store in will not do it again.”WCPO television station in Cincinnati has reached out to the City of Cincinnati and Kroger for comment. 1629

CORAL SPRINGS, Fla. — A Florida family says they were recently targeted by a terrifying kidnapping scam.Katie and Steve Watson live in Coral Springs, Florida and want to warn families about the crime.Katie tells WPTV that she received a call on Monday from a number she didn’t recognize. On the line she heard a whimpering child, then a mysterious man say he had kidnapped Katie’s daughter, Chloe."All of a sudden a man's voice came on the line, and he said, 'Katie I have your daughter. She's in the back of my van,' " Watson told WPTV on Tuesday.Katie said she quickly hung up, feeling in her gut that it was scam. "That's really part of what gave me the chills was somebody calling me by my name," said Watson. "That was unsettling."Katie says she figured it was a scam, but then got a bad feeling when she checked her daughter’s location through her phone's GPS.It initially said her daughter was at Westglades Middle School in Parkland, which Chloe attends. But then the GPS suddenly jumped to another location in Parkland.Upon further investigation, the Watsons found that her daughter was indeed at school, and more importantly, safe."I got chills all over my body and I was like, OK, I know that was a scam but that's like every parent's worst nightmare is to hear your kid has been kidnapped," said Watson.The FBI calls this a virtual kidnapping scam and says it’s evolved over the years and become more sophisticated.In the calls, a crook says he’s kidnapped your loved one and demands money in exchange for their safe return.In the Watsons' case, however, the scam was taken to a frightening new level with the use of a whimpering child on the line.The FBI offers these tips so you don’t become a victim: 1748

Claire Foy, the actress who starred as Queen Elizabeth II in the Netflix series "The Crown" was paid less for her Golden Globe-winning performance than supporting actor Matt Smith, according to Variety.The entertainment publication cites the CEO, creative director and production designer of Left Bank Pictures, the company that produced "The Crown" for Netflix.Smith, who played Queen Elizabeth II's husband Prince Phillip, was reportedly paid more because of his previous work as the lead role the hit TV show Doctor Who — a move which producers say will not happen on "The Crown" in the future."Going forward, no one gets paid more than the Queen," said Suzanne Mackie, the creative director for Left Bank according to Variety.That won't mean much for Foy, as her run as Queen Elizabeth II ended after the most recent season of "The Crown." Olivia Colman will take over the role as the series jumps forward in time for season three. Smith will also not return as Prince Phillip, though it has not been announced who will take his place.Foy won the Golden Globe in 2017 for "Best Performance by an Actress in a Television Series - Drama," in 2017, and was nominated for the award again in 2018. She was also nominated for "Outstanding Lead Actress in a Drama" at the 2017 Primetime Emmys.The revelation comes just months after reports surfaced that actor Mark Wahlberg was paid .5 million to reshoot scenes from "All the Money in the World," while co-star Michelle Williams was only paid ,000. CINCINNATI, Ohio — A dozen people connected to various moving companies were indicted in Ohio.The United States Attorney's Office in Cincinnati unsealed an indictment Tuesday that charged the people with conspiring in a racketeering enterprise to defraud customers through their moving companies.WMAR television station in Baltimore, Maryland has reported extensively on the activities of the moving companies.
