SAN DIEGO (KGTV) - It appears traffic along parts of Normal Street in Hillcrest will disappear for good, giving way to the Normal Street Promenade.City Councilmember Chris Ward says the city has signed on for the project as part of the Uptown Bikeways Project with SANDAG.The east side traffic lanes would stay but the lanes on the west side will be replaced by dedicated bike lanes and a pedestrian walkway along a two-block stretch from the Hillcrest Pride Flag to Lincoln Avenue."I'm excited.  Hillcrest is a close-knit community, and this will make it even more social," said Hillcrest resident Madison Layo."A great gathering space for everyone that people can rally around ... show a little pride," said Alex Craig, another Hillcrest resident.Ward says the public space can host events like the weekly farmer's market and Pride gatherings, along with events such as street fairs, movies and concerts.  The proposal also includes 70 extra parking spaces from Lincoln Avenue to Washington Street.  Supporters believe the project could also attract business activity to the area.The Uptown Community Parking District has allocated .8 million for the project.  Community outreach for the project will begin in early 2019 with construction expected to start in 2020. 1307

SAN DIEGO (KGTV) -- Many drivers around San Diego say they’re worried about being cited after seeing what some people call “smog checkpoints.”Motorists recently came across one of the mobile smog checks on Nimitz in Point Loma. A roadside team was inspecting cars to gather data in hopes of improving air quality.The mobile unit is set up to look like a DUI checkpoint, but stopping is voluntary. "I look ahead, and I see lights. It's obviously police action, and I'm thinking maybe there's a car accident,” said Nanci Washburn.Washburn said the activity created traffic backup, making her late for a meeting. "Here is a CHP car. Two officers, there's a whole blue tented area here with chairs. Once I got past that, here is a lift to put a car on."Washburn says the first thought that went through her head was that authorities were targeting older vehicles due to emission problems.10News spoke to the California Highway Patrol and the agency behind the smog checks, the Bureau of Automotive Repair. Those agencies say it’s not a checkpoint and no one is being impounded, rather, it’s a voluntary survey to help the state meet air quality standards.The agencies involved claim drivers aren’t penalized for not participating. "There's no fines and no penalties if they pass or fail, it's just informational. And we use this information to help us manage and evaluate the California Smog Check Program,” said Michael Lafferty.Essentially, the state is policing their program, officials claim. The Hotel Del Coronado has been a landmark of America's Finest City since 1888.While its walls are steeped in history, recently, rumors swirled that a face-changing paint job to the hotel's lobby was coming.Facebook users on the "Coronado Happenings" page voiced worries that the iconic hotel planned to paint its wood-finished lobby white.Do you have a fact or fiction question? SAN DIEGO (KGTV) - It wasn't the opening day anyone envisioned, but by game time, foot traffic had picked up around Petco Park.It was vastly different compared to past years, according to Brant Crenshaw. He owns Social Tap San Diego, located next to the ballpark. Due to public health orders, the capacity at their restaurant was significantly reduced. However, they were able to fill the tables and chairs set up in their outdoor areas, and by the start of the game, they had a healthy waitlist.Crenshaw says despite the pandemic, Opening Day still brought more people out than usual."This is baseball. We're Americans. They go hand in hand," he said. It's definitely special and were playing the hand we're dealt."Meanwhile, there were many fans spotted decked out in game-day gear trying to catch a glimpse of the game from their balconies near the ballpark. Some fans waved Padres flags from the balcony to show support.Chip Messenger kept opening day tradition going by watching from his balcony. He has a great view of the field and has invited a small group of people to watch the game from the outdoor vantage point. He plans to share the spot with other people as the season goes on."I run a tight ship on opening day, this is my 8th or 9th opening day from my balcony," Messenger said. "So you invite people you can't have too many, but I want to start inviting people I don't know in a few days. There's going to be like some babies for the time, moms and dads, couples you know. I'll make it fun."Messenger says he usually leaves his balcony party to go to his seats at the ballpark, this year is different. But he is just happy to have baseball back after the season was delayed and shortened."It's about time," he said. 1741
