SAN DIEGO (KGTV) - A man was arrested after the mother of a three-year-old girl called the San Diego Police and said her daughter was kidnapped and inappropriately touched by her neighbor.Police say the ordeal happened just before 10 a.m. Saturday, on Maple Street near Oak Park Elementary School.Two uncles spoke with 10News off camera, saying they heard their cousin "making a fuss" about her window being broken into, the same bedroom where their niece was taking a nap."He snatched her from the window... Three minutes to ten minutes that she was in there," one uncle said.When the girl was back home, the uncles said she seemed upset and reserved. Once she started talking, and the family had an idea of what may have happened, emotions boiled over."My cousin just went in for the shine like the first shot he made him bleed like I think he cracked his nose," he said his sister pulled them apart, and the man ran off.Blood stains were visible on the concrete outside. "Something had to be wrong with him, for him to balls up and come through a window with like ten people in the house," he said. The family knew the neighbor was mentally ill but did not think to this extent.The toddler and her parents then went to the hospital to get "a rape kit, just make sure everything’s fine, and we don’t exactly know what happened to her she saying that she was touched."The incident happened right across the street from Oak Park Elementary School, where students will come back to class August 28th. The San Diego Police Sex Crimes Unit is investigating the incident. 1635

SAN DIEGO (KGTV) - A rash of mail tampering incidents has led to missing money and an unusual M.O.On Winnebago Avenue in late June, Kelly Craig was standing in front of her home talking to a neighbor."Around 10:30 a.m., the mail carrier dropped off the mail in front of me," said Craig.A few minutes later, Craig got her mail and noticed something. One of her envelopes was sliced open on the side. "Looks like a razor blade slit the side," said Craig.Inside, she found a birthday card from her mother, mailed from Montana. The usual money was not there. A call to mom revealed 0 in cash should have been inside."Felt panicked and really sad the money was missing, and my mom was really upset," said Craig.Craig wasn't alone. That same day, less than two miles away, her daughter-in-law went to get her mail."She got a wedding card from my sister, and it had cash in it as well," said Craig.The 0 that was inside was gone. That envelope was also sliced open on the left side, but there was one difference. The side and back of the enveloped were resealed with tape."Clearly trying to cover up their stealing of the money," said Craig.When Craig and her daughter-in-law reported it to postal authorities, they say they were told of similar recent incidents, including one if the College Area. On the Nextdoor app , several neighbors also reporting similar incidents. Postal supervisors told Craig her card went through multiple locations, before ending up at the Clairemont post office for delivery."Somewhere along the line, someone took that money out," said Craig.The USPS has warned against sending cash in the mail. 10news did reach out to the Postal Inspection Service and are waiting to hear back. 1717

SAN DIEGO (KGTV) - A Paradise Hills family is in search of a good Samaritan after a young autistic man was mugged and beaten for his brand new iPhone, just blocks from his home.The incident played out along Briarwood Road on an afternoon two weeks ago. Garrett De Leon had just gotten off work and off the bus.His pride and joy was in his right hand - a new iPhone 10 that his parents gave to him for his birthday. Deleon was texting his mom that he was blocks from home, when it happened."This guy came from behind me and snatched my phone and pushed me to the ground," said De Leon.De Leon says he fought back, the two struggling on the ground. "He pushed me again and runs to the car," said De Leon.Deleon says he chased the man - a tall, lean black man wearing a beanie - to an older black car, where the man jumped in the back seat, the window rolled down."He tells his buddy to take off immediately," said De Leon. In the meantime, the thief was hitting De Leon, who says he was delivering his own blows through the window."I had too much adrenaline and didn't feel pain. Hopped up on anger and determined to get at them and at the phone," said De Leon.After the car started up, it dragged De Leon some 100 feet before he was thrown off, bloodied with cuts and and scrapes, and a sprained hand.Soon after, a Hispanic woman in her 20s, with a baby in her back seat, raced to his side. She tended to him before calling 9-1-1."Shows there are good people. She was more worried about me than her baby," said De Leon.When help arrived and she left, De Leon never got her name. SAN DIEGO (KGTV) -- A parole board Tuesday granted parole to an actor previously convicted of stabbing his ex-girlfriend nearly two dozen times.Shelley Malil, who had a supporting role in the movie “The 40-Year-Old Virgin,” was convicted seven years ago of repeatedly stabbing Kendra Beebe in San Marcos.Beebe spoke to 10News after Malil was granted Parole. “Why are we letting out this person who’s going to go back out and go back on the internet and date and possibly relapse and hurt somebody else.” RELATED: 40-Year-Old Virgin actor deemed suitable for parole, 10 years after brutally stabbing ex-girlfriendAs of this year, Malil had served 9 years of his 12-years-to-life sentence. SAN DIEGO (KGTV) - A North Park woman is wondering what went wrong after she quickly paid off a fine for a parking ticket, and then got hit with a big late fee.On the second Tuesday in November, Stacy parked her car on Meade Avenue near her home in the morning. When she got off work later that day, she found something unexpected on her windshield."I didn't read the sign correctly. Parked in a spot that said 'No Parking' and got a ticket," said Stacy, who asked 10news not to use her last name.For parking in a street sweeping zone, she received a ticket for .50."Wrote the check the next day and sent it in the mail the following day," said Stacy.Stacy says she included the ticket in her payment and put the citation number on the check."At that point, I thought everything was fine," said Stacy.A few weeks later, she got a notice from the city saying the citation hasn't been paid, and she had a few weeks to pay it. Stacy wrote another check for .50 and sent it in the mail. She stopped payment on her initial check. Fast forward to late December, when she got another notice. Her payment had been received, but she now owed a late fee of ."How I felt was frustration. I felt a lot of frustration, because I felt like I had done what I was supposed to do," said Stacy.Stacy ended up paying the late fee online. She's not alone. After posting details of her ordeal on the Nextdoor app, another driver responded with a similar story. He reported that his check wasn't processed until after the late deadline."My concern is other people aren't able to afford late fee," said Stacy.Stacy won't be mailing any more checks when dealing with the city. "If checks aren't the way to do things, and they can't get to the volume ... we just need to know about it," said Stacy.Stacy says her initial payment didn't get lost in the mail, because the city tried to cash it - weeks after the late deadline.A city spokesperson released the following statement:"Check payments are processed by a third party vendor located in Inglewood, Calif. The average processing time in calendar year 2019 was six days for payments mailed to the vendor. Recently, the vendor encountered delays due to the installation of new remittance processing equipment. The new equipment had connectivity issues which created a backlog of payments. Customers who reached out to the Office of the City Treasurer during the backlog were advised not to stop payment on their checks, the postmark date was considered the legal payment date. When the payments were processed, the postmark date would automatically roll back any late fees if assessed. The Office of the City Treasurer generally advises customers to use the online option as the payments are posted in real-time ... (Stacy) put a stop payment on her original check payment. When stop payments are initiated on checks, it triggers an automatic process that rolls back the original payment. When this occurs, the bank will assess a stop payment fee that is added to the balance due. Late fees were automatically assessed. Her original payment was timely. Subsequently, the late fee and assessment were waived. (Stacy) will receive a refund check for in approximately 30 days." 3235
