The school confirmed the Sigma Phi Epsilon and Alpha Phi chapters are under investigation. The school says an incident happened at the frat house on Halloween. SAN DIEGO (KGTV) - Gusty Santa Ana winds and dry conditions prompted the National Weather Service to declare a Red Flag Warning for parts of San Diego County.A Fire Weather Watch was initially set to take effect Thursday, but NWS officials -- citing Santa Ana winds and low humidity -- updated the declaration into a Red Flag Warning.The warning is scheduled to take effect Thursday at 10 a.m. and will expire at 10 p.m. Friday. As a result, Cal Fire is increasing staffing this week. LATEST WEATHER FORECASTNWS officials said, “Santa Ana winds will develop Thursday with peak winds arriving Thursday night into Friday morning before gradually decreasing Friday afternoon and evening. A very dry air mass will spread into southern California on Thursday with lowest daytime humidity on Friday around 5 percent.”According to NWS officials, the Red Flag Warning will impact the San Diego region’s mountain and inland valleys.“Any fires that develop will likely spread rapidly with extreme fire behavior possible. SAN DIEGO (KGTV) - Heavy rain over the last few years has brought an unexpected splash of color to portions of San Diego.For the last month or so, Rainbow Eucalyptus trees have been shedding their bark, revealing a multi-colored trunk."It's outstanding," says Peter Fritsch, who walks by a handful of the trees along Sports Arena Boulevard. "I love the contrast between the gold and the red and the gray and sometimes blue."RELATED: Interactive map: Exploring San Diego's history, culture through street artHorticulture experts say the colors are more pronounced in tropical climates, but here in San Diego, you can still see a rainbow on the trees."As it ages, the stuff that doesn't look as colorful, has been oxidized somewhat, it peels off," says Bradley Brown, a Master Arborist with Tree Life Consulting. "Over time, the new bark will have those varying shades of color."According to the city, there are Rainbow Eucalyptus trees in Balboa Park, Sports Arena, the San Diego Zoo and parts of Mission Bay. He'd like to see more planted throughout the city."It's something we should embrace. It's kind of San Diego's tree," he says. "You see pictures of LA and they have palm trees. Ours is the Eycalyptus. SAN DIEGO (KGTV) -- Fire crews battled several spot fires that popped up near Interstate 8 in Alpine Thursday afternoon.The vegetation fire, called the Victoria Fire, started near I-8 and Victoria Drive around 4 p.m., heavily impacting traffic in the area.Crews from Cal Fire San Diego and other fire agencies attacked the flames from the ground and air and were able to get a handle on the blaze by 5:30 p.m.All eastbound lanes of I-8 at Willows Road were shut down for a few hours as fire crews worked. The lanes reopened before 8 p.m.While the Victoria Fire only grew to two acres, it left some families on edge as the heat continues throughout the week.An excessive heat warning goes into effect Friday through Monday for the inland areas to the deserts. A spokesperson for Cal Fire San Diego said they are fully staffed to handle any fires that may happen.The cause of the Victoria Fire is still under investigation. 929
