SAN FRANCISCO (AP) — California regulators on Friday said marijuana deliveries can be made anywhere in the state, even in locales that ban cannabis.Law enforcement groups and the California League of Cities opposed the move, arguing that pot deliveries to places that ban cannabis erodes local government control and will increase crime in those areas.The matter has been one of the most debated issues as state regulators hammer out permanent rules for how marijuana is grown, tested, packaged and delivered.The delivery issue was included in regulations drafted by the Bureau of Cannabis Control, which issues most retail permits. The rules will become law in 30 days unless California's Office of Administrative Law objects. The dispute could end up in court.Recreational marijuana became legal in the state after voters passed Proposition 64 two years ago.The bureau has maintained that Proposition 64 allows for statewide deliveries. It added explicit language authorizing the practice after several law enforcement officials in anti-pot locales insisted they could arrest licensed deliver drivers in cities and counties that ban marijuana.The California Police Chiefs Association, League of California Cities and United Food and Commercial Workers Western States Council opposed statewide deliveries and launched an online petition campaign against the rule."Regulated marijuana dispensaries have tough security, checks for identity and legal age and strictly licensed workers," council executive director James Araby said in a statement. "If marijuana can be delivered anywhere with virtually no regulation, California will lose these safeguards."League of Cities spokeswoman Adrienne Sprenger said the agency was waiting to see if the Office of Administrative Law approves the proposal before deciding its next step.Supporters of statewide deliveries argued that sick and frail people in those areas who depend on marijuana to relieve pain or anxiety cannot make a lengthy drive for a purchase, so they are being shut out of the legal market.The proposal also included a ban on permit holders partnering with unlicensed operators, which industry supporters said will stifle growth.The bureau in its comments explaining the added rule said it's concerned about such partnerships doing business in the black market.California Cannabis Industry Association spokesman Josh Drayton said most California cities and counties have exerted local control and don't allow marijuana, making it impossible for a business such as a beverage maker or nutritional supplement manufacturer to partner with a legal marijuana operator.He said the bureau's stand against unlicensed operators went too far and will hurt the nascent industry by unintentionally preventing such things as non-licensed celebrities endorsing products and other deals not directly involving marijuana."The industry has slowed down enough already without this added hurdle," Drayton said.The California Department of Food and Agriculture, which regulates farmers, also released its draft regulations which would continue to allow farmers to receive an unlimited number of permits to grow pot. 3163

Wednesday, community leaders and elected officials announced the creation of a new regional task force to tackle the root causes of the inequities.The coronavirus did not create society's inequities."But it has definitely exasperated them, and it has highlighted them," San Diego County Supervisor Nathan Fletcher said.That is why community leaders announced the creation of the new Regional COVID-19 Task Force for Equitable Recovery. They will work with elected officials to tackle the underlying problems that lead to inequities such as job, food, healthcare, and economic losses, felt by many San Diegans of color."You are valued," National City mayor, Alejandra Sotelo Solis, said in the Zoom announcement. "You have made a contribution to our community, and we want you to stay healthy.""The elected officials will then shoulder the obligation to take their recommendations and suggestions and translate them into policies that can be introduced for a vote to make the change real," Fletcher added.A newly released SANDAG report found that when compared to the white population, Black and Hispanic people are more than four times more likely to live in areas that have been impacted both by COVID-19 and unemployment.New San Diego County numbers show that while Hispanics and Latinos make up 34% of the county population, they account for 67% of the county's positive coronavirus cases."Not one community needs the testing, tracing, and treatment," JoAnn Fields with API initiative said. "But it needs to be on an equal level so that we are all protected as a whole community."The task force hopes to close the understanding, trust, access, and resource gap felt by people of color, in a proactive way. SAN DIEGO, Calif. (KGTV) - A San Diego-based rancher says their business has grown as the corporate meat industry struggles.In the past months, Doug Lindamood, of SonRise Ranch, says they've seen their ranch experience a surge in business.“Surprisingly, in an odd set of circumstances, we’ve had a ranch that’s been very successful during these times,” he said. He said their business has easily tripled since the beginning of the pandemic. They’ve seen more people seeking food safety, so they’re buying meat in bulk. The ranch typically sells about 10-12 half or full cows a year, but that’s recently increased to 10-12 a week. This boost comes as the industrial meat industry is hurting across the country. Lindamood said a handful of companies produce a majority of the meat in the U.S. and the big players have been hit with sick employees, causing closures and less supply. “Highly consolidated plants being affected by basically a pandemic which then has the potential to shut down a vast portion of our production,” he said. Lindamood adds this has been a ticking time bomb that needs to be addressed. “For every one of those small plants that shut down over the last 20 or 30 years, we lost a small piece of our soul with respect to connecting to our consumers,” Lindamood said. “We need not one or 10 of me — which there are maybe five or six of us in the Southern California region. SAN DIEGO, CA (KGTV) - Four students have tested positive for COVID-19 in the Del Mar Union School District (DMUSD).The district has since launched a dashboard on its website to inform the school community about any active cases at each school.“We’re just being very transparent and keeping families informed,” said Jenni Huh, the Director of Student Services for DMUSD.Two students tested positive for COVID-19 at Sage Canyon School, one student tested positive at Sycamore Ridge School, and another student tested positive at Torrey Hills School.“We received the results directly from the families, and we were able to respond very quickly,” said Huh. “I’m very happy to say that they are doing very well, and we have not had any other cases.”Huh said all students and staff who came in contacted with those who tested positive are quarantined for 14 days.“If we learned of a presumed positive case, we would treat it exactly as the same way that we would respond to a confirmed positive,” she added.Parents are also notified if their child was potentially exposed to someone who possibly came in contact with someone who tested positive.At Sage Canyon, parents learned of the two positive COVID-19 cases over the weekend.By Monday, students in the two impacted classrooms were able to transition back to online learning.They will continue online learning during the two-week quarantine.DMUSD Superintendent Holly McClurg said district officials developed a Safe Reopening Plan over the summer to respond to these situations. She said the methods worked as expected.“To see children not miss a beat with their instruction has been great,” she said.While many parents may still have concerns sending their children off to school knowing this could happen at any moment, McClurg said the district’s goal is to be transparent and work with families to make the transition back to in-person learning go as smoothly as possible. 1933
SAN DIEGO, Calif. (KGTV) - As restaurants learn to adapt and overcome in the era of new closures and regulations, not all are able to make it over the hurdle. Multiple San Diego staples have announced permanent closures, including The Balboa in Bankers Hill and Cafe on Park near Hillcrest.Andy Haenfler said he opened Cafe on Park 25 years ago and has devoted his life to this business.“I opened Thanksgiving weekend in 1995 to a line down the block and thought 'oh my goodness what have I done,'” said Haenfler.He said this past March, they closed their doors, thinking it was temporary, but they were never able to open them again.“We had just gotten a shipment of ,000 worth of product in so we gave it to the staff, the staff took it home and gave it away to their neighbors,” he said.Haenfler said he had hoped to stay open a few more years then retire and sell his restaurant to employees, but that goal is no longer possible. His message to the community now is to support local businesses so this doesn’t happen again.“It’s us little one-owner, one-shop places that the community really need to support,” he said.Nearby restaurant The Balboa has a similar fate. Owner Tom Logsdon said the business started years ago with him cooking at home then it grew into what it is known for now: a community spot with good burgers. “The type of business we had is really built around dining in, it’s built around community coming together,” said Logsdon.He said he did try to reopen, but the takeout burgers weren’t able to save the business the way regular customers who sit and have multiple drinks would.“Without people hanging out and having some drinks, it just wasn’t working,” he said.Logsdon said he’s permanently closing his Bankers Hill location but has a second location in Chula Vista, so he’ll be consolidating the business and focusing his effort on the one spot.“I’ve spent about a third of my life in that building. I’ve got a big attachment to the neighborhood and the community there but after three months of just losing money like crazy, the reality was we just couldn’t keep that going,” said Logsdon.Both Logsdon and Haenfler said this is the necessary decision right now, but once the industry recovers, they hope to reopen more restaurants and continue with their careers. 2304
