PARADISE, Calif. (AP) — Authorities searching through the blackened aftermath of California's deadliest wildfire have released the names of about 100 people who are missing, including many in their 80s and 90s, and dozens more could still be unaccounted for.As the names were made public, additional crews joined the search, and the statewide death toll climbed Wednesday to at least 51, with 48 dead in Northern California and three fatalities in Southern California."We want to be able to cover as much ground as quickly as we possibly can," Butte County Sheriff Kory Honea said. "This is a very difficult task."Nearly a week after the blazes began, California Gov. Jerry Brown and Interior Secretary Ryan Zinke toured the area.RELATED: Third person found dead in Woolsey?FireBrown said he spoke Wednesday with President Donald Trump and that the president pledged "the full resources of the federal government.""The natural world is the power, and we create a lot of comfort and we create a lot of security," Brown said. "But at the end of the day, we are physical beings in a biological world."Zinke said many factors contributed to the blazes. He urged people not to "point fingers" and focus on moving forward.A sheriff's department spokeswoman, Megan McMann, acknowledged that the list of the missing was incomplete. She said detectives were concerned about being overwhelmed with calls from relatives if the entire list were released."We can't release them all at once," McMann said. "So they are releasing the names in batches." She said the list would be updated.Authorities have not updated the total number of missing since Sunday, when 228 people were unaccounted for.Meanwhile, friends and relatives of the missing grew increasingly desperate. A message board at a shelter was filled with photos of the missing and pleas for any information."I hope you are okay," read one hand-written note on the board filled with sheets of notebook paper. Another had a picture of a missing man: "If seen, please have him call."Some of the missing are not on the list, said Sol Bechtold, who is searching for his 75-year-old mother, Joanne Caddy, whose house burned down along with the rest of her neighborhood in Magalia, just north of Paradise, the town of 27,000 that was consumed by flames last week.Bechtold said he spoke with the sheriff's office Wednesday morning, and they confirmed they have an active missing person's case on Caddy. But Caddy, a widow who lived alone and did not drive, was not on the list."The list they published is missing a lot of names," Bechtold said. Community members have compiled their own list.Greg Gibson was one of the people searching the message board Tuesday, hoping to find information about his neighbors. They've been reported missing, but he does not know if they tried to escape or hesitated a few minutes too long before fleeing Paradise, where about 7,700 homes were destroyed."It happened so fast. It would have been such an easy decision to stay, but it was the wrong choice," Gibson said from the Neighborhood Church in Chico, California, which was serving as a shelter for some of the more than 1,000 evacuees.Inside the church, evacuee Harold Taylor chatted with newfound friends. The 72-year-old Vietnam veteran, who walks with a cane, said he received a call Thursday morning to evacuate immediately. He saw the flames leaping up behind his house, left with the clothes on his back and barely made it out alive.Along the way, he tried to convince his neighbor to get in his car and evacuate with him, but the neighbor declined. He doesn't know what happened to his friend."We didn't have 10 minutes to get out of there," he said. "It was already in flames downtown, all the local restaurants and stuff," he said.The search for the dead was drawing on portable devices that can identify someone's genetic material in a couple of hours, rather than days or weeks.Before the Paradise tragedy, the deadliest single fire on record in California was a 1933 blaze in Griffith Park in Los Angeles that killed 29.The cause of the fires remained under investigation, but they broke out around the time and place that two utilities reported equipment trouble. Gov.-elect Gavin Newsom, who takes office in January, sidestepped questions about what action should be taken against utilities if their power lines are found to be responsible.People who lost homes in the Northern California blaze sued Pacific Gas & Electric Co. on Tuesday, accusing the utility of negligence and blaming it for the fire. An email to PG&E was not immediately returned.Linda Rawlings was on a daylong fishing trip with her husband and 85-year-old father when the fire broke out.Her next-door neighbors opened the back gate so her three dogs could escape before they fled the flames, and the dogs were picked up several days later waiting patiently in the charred remains of their home, she said.After days of uncertainty, Rawlings learned Tuesday that her "Smurf blue" home in Magalia burned to the ground.She sat looking shell-shocked on the curb outside a hotel in Corning."Before, you always have hope," she said. Parents are still confused about why dozens of Wisconsin students got sick in March.Jesse Coates's 13-year-old daughter went to the emergency room after passing out at the Oconomowoc Arts Center in Oconomowoc, Wisconsin. She's one of the 200 students who mysteriously got sick at Oconomowoc High School and the Oconomowoc Arts Center in March."They were told that it was potentially a CO leak and that's why they were evacuating the building," Coates said.But the Oconomowoc Area School District said it wasn't carbon monoxide."There's just a lot of unanswered questions," Coates said. "You don't want to see it happen again," he said.Even other school districts have taken notice. After seeing the news, Wauwatosa decided to take action in case they ever do have a real carbon monoxide leak.Some schools in Wisconsin are installing CO2 detectors, even though they are not required by law."It's just one more step we can do to ensure the safety of our students," said Melissa Nettesheim, the manager of building and grounds for Wauwatosa School District.At about each and less than 10 minutes to install, Nettesheim said the district is putting at least one carbon monoxide detector in each of its buildings."All the alarms are in place in case carbon monoxide levels did reach a level that would require us to evacuate the building," Nettesheim said.She said that's never happened. And that it's a proactive measure not required by law.Wisconsin state law says "the owner of a residential building shall install a carbon monoxide detector in all of the following places."All of the listed locations are residential. Nothing in the law talks about schools.Wisconsin's largest school district, Milwaukee Public Schools, doesn't have carbon monoxide detectors.Oconomowoc's high school has detectors that "would alarm in the presence of carbon monoxide."Coates still feels uneasy."What caused my daughter and all her friends to get sick?" he wondered out loud. Parents of children with special needs are grappling with uncertainty as the upcoming school year approaches. Many districts are trying to address special education learning while also preventing the spread of COVID-19 in schools."My son was diagnosed 8 months ago with ADHD inattentive disorder and this is for a child that lacks focus and has a hard time focusing. I say that it sounds very simplistic but for a child who has the issue, it's a neurological development issue," said Silvina Traba. Traba says her 7-year-old's disorder has made it difficult for him to learn to read. Right now, he's on a 504 plan, a document under the federal government that helps parents and schools work together to address a child's underlying disability. Her son is also being evaluated to be on an individualized education program, or IEP, which provides specific learning and special education services for students.When Traba's son had to do remote learning when schools shut down in the spring in New Jersey, he had a difficult time. At school, there are a number of things to help him learn."In a classroom setting there are physical things like a noodle chair that moves with the child or special pencils, a special device put on the desk for sensory processing," said Traba. Their family tried to provide some of the same physical adjustments at home but found his focus in front of a computer just wasn't there. Traba was told her son wasn't making enough academic progress."I'm seriously concerned that not having that person-to-person contact, face-to-face contact with the experts, the subject matter experts, we’re going to be in the same place come next summer where I’m going to be told he’s not really making progress despite having certain things in place," said Traba. She says the possibility of contracting COVID-19 also has her very scared to send him to school. Traba hopes that however her son's school decides to conduct learning this fall, they pay close attention to special needs children who need more than just a laptop and the right school supplies.Traba says there's a difference for her child doing face-to-face learning versus on a computer. "It is extremely difficult. He needs to be prompt and redirected continually to refocus. He needs to sometimes be prompted to take breaks in order to refocus and in person it's much easier for the instructor to notice him trailing off or to be able to redirect him. Sometimes it's simple like a physical touch on his desk or hand near him," said Traba.A number of school districts have said students in special education will be accommodated if they choose to do remote learning for the fall. Fulton County Schools in the Atlanta, Georgia area say the district will help families if any changes need to be made to a student's IEP. However, providing all special education programs as normal may not always be possible with distance learning.Annemarie Bohn is a special education teacher, and also has three children with varying special needs. She says remote learning can be difficult for teachers and staff who work in special education."It's really hard on teachers because teachers that work with students like this, they are constantly taking down data whether they're writing it down or not. They're constantly taking data because every teacher I know who’s ever worked in this field they're constantly working to try to work better with the student, so its a disability on the teachers as well," said Bohn. Plus, sometimes the pressure on parents to emulate the special instruction their student receives in class can be difficult and hard to attain.Bohn says there are some children in special education who actually fare better outside of a long day in the classroom because their disabilities are more visibly seen in-person and can make them feel overwhelmed. "A dyslexia student will say things or pronounce things incorrectly and they’ll see that response from other students when they pronounce things incorrectly. So that stress is taken out, that feedback is taken out and my children benefited from that," said Bohn.While some special needs students might actually benefit from remote learning, Bohn says others may see permanent loss of education, especially if they don't have the right supports at home. 4294

  

Parents are considering different options when it comes to school as they manage the pressure of the COVID-19 pandemic.One option is called micro-schooling, which is basically a small school. It could have regular classroom space or operate out of someone's home, using remote curriculums.“Usually there's a theme attached to it, or a certain population they're serving, or they're trying to accomplish something that perhaps isn't getting accomplished in larger schools,” said Dr. Maureen O'Shaughnessy, Executive Director of the Micro-School Coalition.O'Shaughnessy started the Micro-School Coalition. She hopes micro-schools can help ease drop-out rates, making sure no kid falls through the cracks.She says they also allow teachers to build relationships with each student and focus on their passions.“We all thrive when we're seen and heard and valued, and that can't always happen if a teacher has 149 other kids to teach that day,” said O'Shaughnessy.She says parents in the Seattle area have turned to social media with questions about logistics or inclusion. That's also true for a mom in Boston who has created a Facebook group for parents and educators interested in micro-schooling."We want to utilize curriculum that our school system is working very hard to create,” said Jennifer Quadrozzi, who started the Massachusetts "Micro-Schooling" Resource Group. “We by no means are saying that's not good enough for us. We wish, in the perfect world, we could send them back to school and learn what teachers have to learn, but, for various reasons, we are uncomfortable doing that."The Micro-School Coalition offers free information sessions and podcasts if you want to learn more.O'Shaughnessy hopes the conversation on micro-schooling will increase scrutiny of our current system, which she calls outdated. 1825
