CARLSBAD, Calif. (KGTV) - The sister of an Orange County teenager whose pleas for help on Interstate 5 prompted 911 calls is explaining the family’s efforts to take the girl to rehab. California Highway Patrol officials said other drivers reported seeing the girl with her hands and feet tied Monday about 7 p.m. Officers pulled over the Toyota Corolla at south I-5 and Cannon Road in Carlsbad and found the girl restrained with tape over her mouth. The girl’s father told the CHP he and his 21-year-old daughter were driving the girl to a drug rehab facility in Mexico. The sister told 10News the girl was bound because her family didn’t want her to escape. The family was concerned the girl would end up dead. The sister also told 10News the teen wasn’t accepted into rehab in Orange County because she had escaped in the past. The family visited the clinic in Tijuana earlier this month to determine it was safe, the sister said. CHP public information officer Kevin Smale said the father and sister were arrested Monday but the district attorney’s office chose not to book them on kidnapping charges. (KGTV) - A pedestrian was struck and killed Saturday night in Cardiff after running across Interstate 5 and into the path of a car, authorities said.The incident happened just before 6:40 p.m. on the northbound lanes of the I-5 near Birmingham Drive, according to the California Highway Patrol.CHP officials said the pedestrian, a male in his 20s, was being transported via ambulance from Tri-City Hospital to the VA Medical Center when he suddenly jumped out of the vehicle. The ambulance was traveling between 50 to 60 mph, CHP said.The man survived the jump but proceeded to run across the southbound lanes. He hopped the center divide and was struck by a motorist traveling northbound.CHP said the man died in the collision.The motorist that struck the man remained at the scene and was cooperating with officers.A SigAlert was issued at about 7 p.m. for the three left lanes on northbound I-5. You can wash your hands, shower, jump into a hot tub, go to the beach, and it'll dry right off afterwards,” said Ashley Moy, CEO and co-founder of Cast21. The company believes it could make smelly and itchy plaster casts a thing of the past.The casts start with a flexible hollow net sleeve.“So, we're going to be able to move your arm and whatever orientation we need to best keep the bones and fractures in place,” said Moy.Then a proprietary liquid is pumped into the cast’s tubes.“The liquid is going to take up any of the negative space that you had in there so that we can get a really acute and comfortable fit for you,” she said.Within minutes, the cast hardens.Earlier this week, Jett got his old cast removed and a Cast21 as a replacement.“This cast just gives me a lot more freedom. It lets my hand breathe and it doesn't stink as bad.”Nine-months into production and Cast21 is available in 13 states. According to the agency, the fire started around 1:30 p.m. in the area of I-8 and Old Highway 80. Cal Fire originally said the blaze had a rapid rate of spread with structures threatened. Crews later said the forward rate of spread had been stopped at 1.5 acres.
