SAN DIEGO (KGTV) — San Diegans are continuing to push to get through to the state agency that handles unemployment claims, as bills come due.The region's unemployment rate is now a record 15%, as 195,000 people lost their jobs in April. Meanwhile, the Employment Development Department continues to be inundated with people trying call. The agency plans to add 1,800 temporary full-time and hourly workers over the coming weeks to handle the influx."It would be so helpful if I could just reach out to someone," said Ashley Porter, of El Cajon, who can't get through to ask why she has not received unemployment. "It's been very stressful for me."Porter still has a job at a medical call center, but had to reduce her hours to take care of her six-year-old daughter, Adalynn, whose school closed. The EDD's website says people who take that step may be eligible for jobless benefits, but that it's on a case-by-case basis and involves a phone interview.Porter says she never got that phone call, but what did arrive was a letter that she is eligible for up to 8 per week. But when she goes online to claim benefits, she gets an error message that reads - benefits exceeded. Her calls and emails to EDD are going unanswered. "I just feel so low, I just feel like I've worked so long and I've worked so hard that I mean, now that this has happened, can I just get a little assistance?" said Porter, who says her employer has not allowed her position to work from home. A spokesperson for the EDD expressed empathy for Porter's situation, but declined to discuss specifics. The spokesperson said, however, that the benefits exceeded message probably means the claimant makes too much to get benefits.State law says workers with reduced hours are eligible for unemployment if 75% of their reduced earnings comes out to less than what their weekly unemployment check would be. Porter says she's now earning about 0 per week at her reduced hours. But 75% of 0 is 0. That's more than the 8 she would receive.Meanwhile, she says she's getting behind on bills. SAN DIEGO (KGTV) - San Diego drivers waiting patiently to pick up friends and family at Lindbergh Field will have a new location at the airport starting Monday. San Diego International Airport is relocating its cell phone waiting lot to an area northwest of its current location on June 24. Drivers may park for free in the cell phone lot for up to an hour while they wait for loved ones to notify them of their arrival, avoiding traffic and illegal parking at the terminals.The new 85-space lot will be located east of the Airport Authority Administration Building on Harbor Drive. It will be accessible via a traffic light at Liberator Way, airport officials say. 673

SAN DIEGO (KGTV) – San Diego County officials say they are no longer accepting waiver applications from elementary schools looking to reopen for in-person learning.The county’s COVID-19 Education Sector Team made the announcement Tuesday, stating:“This decision is based on the fact that as of September 1, 2020, all TK-12 schools within San Diego County would be permitted to reopen for in-person instruction, if the county’s case rate remains below 100 per 100,000 population for 14 days after coming off the State’s Monitoring List. Today is day 7 of this 14-day period, therefore in one week, all TK-12 schools could be allowed to open for in-person instruction, if the school leadership chooses to do so. Therefore, our application waiver process will be suspended.”The suspension is effective immediately.As of Aug. 20, there were 27 local schools that were approved for waivers. 893

SAN DIEGO (KGTV) - San Diego Police are investigating an alleged attack on three women in hijabs in Little Italy as a possible hate crime. The incident happened around 12:45 p.m. Sunday on Columbia Street near Beech.Three women in hijabs were walking under scaffolding when a man approached from the other direction. Despite one woman moving to give him room, witnesses say 50-year-old Kyle Allen lunged his shoulder into one of them. "Fists started flying, and it was his fists. He started swinging at the women, trying to hit the woman that he almost knocked down, but he ended up hitting one of the other women," said a witness named Amy, who called 911 during the altercation. A hijab is a headscarf worn by some Muslim women. Amy, who asked us not to use her last name, said she also saw Allen rip off one of the women's hijabs from her face. "As I got closer I heard him calling her names and telling them to go back to where they came from," Amy said. Cell phone video shot after the incident showed Allen, going back and forth with bystanders. He ultimately walked to his high rise apartment around the corner. Witnesses followed him and pointed police in his direction.A San Diego Police spokesman told 10News that Allen greeted officers at his unit with a handgun that had a silencer. He was arrested without incident on firearms, battery, and criminal threat charges. Calls and texts to Allen's phone were not immediately returned. SAN DIEGO (KGTV) — San Diego Police have identified the man killed in an officer-involved shooting this week in Mountain View.Police said 39-year-old Jose Alfredo Castro-Gutierrez was shot and killed after officers responded to the 300 block of South Pardee Street just before 5 a.m. on Monday over reports of a violent disturbance involving a weapon.According to SDPD, Castro-Gutierrez was staying at a home as a guest when the residents were woken up by him. He had reportedly been acting paranoid and ripped a metal curtain rod from a window and began breaking windows and other objects in the home.RELATED: San Diego Police shoot, kill vandalism suspect in Mountain ViewWhen police arrived, they saw Castro-Gutierrez in the front window and could hear him breaking objects and yelling inside.SDPD says officers gave directions in English and Spanish to try and communicate with Castro-Gutierrez but got no response. Eventually, Castro-Gutierrez crawled out of a broken window and made his way to the front of the property where officers were.Police said Castro-Gutierrez began to run at full speed toward them with the metal pole, prompting three officers to fire their weapons at him: One officer fired a bean bag round, another officer fired a Taser, and a third officer fired several rounds from his service pistol, SDPD says.Castro-Gutierrez was hit by at least one round and fell to the ground. Officers started first aid at the scene, but Castro-Gutierrez was pronounced dead at the hospital.The officer who fired his service pistol was identified as Isai Castillo, a two-year veteran of SDPD assigned to Southeastern Division.SDPD's homicide unit is currently investigating the shooting, after which the San Diego County District Attorney's Office will review the case to determine if the officers bear any criminal liability.
