SAN DIEGO — An aging shopping center right across from one of San Diego's most luxurious could be in for a major revitalization project.The 31-year-old Costa Verde shopping center is right across from the modern Westfield UTC. The center, at the corner of Genesee and Nobel, serves the community with grocery stores, places to eat, exercise, and get gas and dry cleaning. However, it has several vacancies and there are always empty parking spaces. Now, it appears to be in for a major overhaul that would help it fit right in with Westfield UTC. Owner Regency Centers is moving toward tearing down the entire mall, except for the McDonalds and gas station/car wash on the southwest end. It would then rebuild the retail portion, with the same community serving stores. But, this time, it would add a 200-room business hotel, and 400,000 square-feet of biotech office space, partnering with Alexandria Real Estate."The neighborhood is the most dynamic neighborhood, not only in San Diego County, not only in Southern California, not even on the west coast," said John Murphy, who is leading the project for Regency Centers. "It is one of the most dynamic pieces of property in the country."The San Diego Planning Commission unanimously recommended the project for approval Thursday. It will next go before the City Council, likely in October. If all goes as planned, ground could break in 2021, with the retail portion ready by the holidays of 2023. 1458

SALT LAKE CITY, Utah — A teenager was hospitalized after he was shot by a police officer in Salt Lake City Friday night.According to Salt Lake City police Sgt. Keith Horrocks, officers were dispatched to the area of 500 South and Navajo Street just after 10 p.m. on reports of a "juvenile" — police did not release his exact age — having a mental health episode and threatening people with a weapon.Police say the boy fled on foot when officers arrived, and one officer shot him.Officers administered aid until medical personnel arrived and transported the boy to a local hospital in serious condition.Wesley Barton, who said he is the boy's brother, tweeted that he is 13 years old and is in stable condition.An officer-involved critical incident protocol investigation has been launched, which includes an investigation conducted by local departments other than Salt Lake City Police Department (SLCPD). SAN DIEGO (CNS) - A 16-year-old boy was hospitalized with non-life-threatening injuries he sustained in a stabbing attack in the Egger Highlands area.The victim and a friend were in the 1500 block of Thermal Avenue at 10:30 p.m. Friday when a dark-colored vehicle pulled up next to them and two suspects got out of the back and began fighting with the victim, according to Officer Robert Heims of the San Diego Police Department.The suspects threw a bottle at the victim and stabbed him in the hip, then jumped back in the vehicle, which was last seen southbound on Thermal Avenue, Heims said.The boy was taken to a hospital with non-life-threatening injuries, Heims said.A detailed description of the suspects was not available. 737

SAN DIEGO (KGTV)- A spokesperson for the County of San Diego said over two days, they have received approximately 580 complaints of businesses and entities not following the proper restrictions under the purple tier.The county has already sent out dozens of cease and desists orders since Monday. That includes at least two churches, Foothills Christian Church and Awaken Church, but the warnings are not stopping some churches from shutting down indoor operations.Since the pandemic began, Awaken Church has received two cease and desist letters. Once in July for its Balboa Campus, and the latest on Monday for the Carlsbad location, but it appears the church has no intentions of shutting down indoor services.A statement posted on the church’s website said in part, “In keeping our First Amendment right, we will continue to minister to those who are the most affected by all the COVID-19 lockdowns. Specifically tending to those who are struggling with depression, anxiety, hopelessness, suicidal thoughts, and addiction.”Bishop Arthur Hodges is a Senior Pastor at South Bay Pentecostal Church. As bishop, he oversees more than 100 churches in Southern California, including 25 in San Diego County.“About 50 percent are electing to remain indoors for worship,” he said. “About 30 percent are outdoors, and 20 percent are online only.”Hodges has taken the fight to stay open to the U.S. Supreme Court once, and it about to again, hoping a ruling could benefit all houses of worship nationwide.“We are filing either today or tomorrow back in the Supreme Court to reopen churches and for our constitutional guarantees to be recognized,” he said. “We are hopeful for an expeditious ruling, and we think it’ll be favorable to churches, and that’ll affect churches not only in California but across the nation.”A county spokesperson said if a cease and desist order is ignored, the next step would be a closure order. After that, law enforcement is asked to get involved by giving citations with a thousand dollar fine for each violation; then the case goes to either the San Diego District Attorney or City Attorney.In a video posted to the Awaken Church website in August, two church pastors explained why they believe religious services are essential, explaining the risks to their congregants’ mental health.It’s something we’ve heard from other religious leaders, like the lead pastor of Skyline Church, Dr. Jeremy McGarity.“We can’t stand by and not help people,” said McGarity. “We realized we can protect the most vulnerable and have services at the same time. (AP) — Two federal judges have ordered the United States Postal Service to continue to implement "extraordinary measures" to make sure ballots are delivered on-time before the presidential election.A federal judge has ordered the U.S. Postal Service to take "extraordinary measures" to deliver ballots in time to be counted in Wisconsin and around Detroit, including using a priority mail service.Chief U.S. District Judge Stanley Bastian in Yakima, Washington, issued the order on Friday after being presented with data showing on-time delivery of ballots sent by voters were too slow in the battleground states of Michigan and Wisconsin.Washington state Attorney General Bob Ferguson's office says delivery of ballots in the USPS Detroit district, for example, has dipped as low as 57% over the past week. National on-time delivery has been at 93% or higher.This comes on the same day that U.S. District Judge Emmet Sullivan signed an order, which requires the USPS to use the Express Mail network to make sure ballots are "entered close to or on Election Day to their intended destination," CNN reported.In a statement on Friday, the USPS outlined its "extraordinary measures" local post offices would take to accelerate ballots' delivery.CNN reported that processing plant managers send ballots and all local ballots to the provincial election or post office by 10 a.m. Monday and Tuesday by using Express Mail.Reuters reported that local ballots must be processed and delivered to regional post offices the day they arrive or the next morning until Nov. 7. 1581
