DUBLIN, June 27 (Xinhua) -- The Irish government is aiming to increase internet literacy among older people with the launch of a 1.6 million euro training program, according to a cabinet minister on Monday.The goal of the scheme is to provide basic internet skills to 30,000 elderly people across the country who are less likely engage with the internet themselves.The announcement was made by Irish communications minister Pat Rabbitte at a new computer training facility run by Age Action Ireland, an Irish charity which promotes positive aging and better policies and services for older people.The Irish minister detailed how the training program will help those involved."This scheme will enable thousands of people throughout Ireland, people otherwise likely to be left behind in the knowledge society, to acquire the basic practical know-how to improve their digital skills. In particular this will help older people, those with disabilities, the unemployed and other key target groups. They will learn to use the internet, emails and how to conduct simple on-line transactions," he said."Previous schemes show that learning such basic skills helps people in many ways, giving them new communication options, new opportunities to save money, as well as better access to a wide range of on-line services," he added."We have also seen how such new skills and the opportunities that result from them improve people's confidence and wellbeing. WELLINGTON, July 29 (Xinhua) -- Scientists from around the world will gather on the east coast of New Zealand next week to discuss proposals to study "silent" earthquakes by drilling into the seabed.Silent quakes, also known as slow slip events, occur on the boundaries of the earth's tectonic plates, where one plate dives under another in areas known as subduction zones, and are slower than normal quakes, taking weeks or months to occur rather than seconds, and are rarely felt on the surface.About 70 scientists from 10 countries will convene in the city of Gisborne, which lies near the site of a major fault line and where scientists first identified silent earthquakes in 2002.Slow-slip events were first discovered with the advent of new measurement technologies on the west coast of Canada about 15 years ago and have since been recorded at about a dozen locations around the world, including four sites around New Zealand, said a spokesperson for New Zealand's Institute of Geological and Nuclear Sciences (GNS Science).About eight slow-slip episodes have occurred under Gisborne since 2002 at roughly two-year intervals.Scientists have proposed numerous theories to explain the phenomenon, but testing the theories is difficult as silent quakes happen many kilometers below ground."The best way to understand the true cause of slow-slip events is to drill into and sample the area on the plate boundary fault where they are known to occur, and monitor a whole range of physical and chemical properties at the plate interface," said Laura Wallace, of GNS Science.

WASHINGTON, July 26 (Xinhua) -- The District of Columbia Department of Health (DOH) in the U.S. announced Tuesday that it has positively identified the West Nile Virus in mosquito samples in the District.This is the first time this summer the West Nile Virus has been identified in the U.S. capital."Residents should take caution as mosquitoes have the potential to transmit West Nile Virus to humans, and it is important for residents to take the necessary steps to avoid contracting the virus," DOH said in a statement.West Nile Virus is mainly an infection of birds, but on occasions an infected mosquito may spread it to humans. The virus is not transmitted directly from birds to humans and the risk of infection is low. In human infections, the virus generally causes no symptoms, or may cause mild flu-like symptoms.Senior citizens and people with weak immune systems are considered high risk for suffering the worst from the disease, officials said."People with a higher risk of infection should wear long- sleeved shirts, long pants, and apply insect repellent with DEET or other mosquito repellents to exposed skin according to manufacturer's directions. For children, they should use a product with DEET concentration of less than 30 percent," DOH said.
