SAN DIEGO (KGTV) - Too many young military families in San Diego are finding themselves trapped in mountains of debt, not knowing where to turn.It's a devastating problem that the nonprofit Support the Enlisted Project (STEP) is working to tackle."It's a real challenge, and I think we are setting these families up for failure a lot of the times," said Tony Teravainen, CEO and Co-founder of STEP. "Their wage with all their allowances, E4 and below, 100% of them are below HUD's low-income level."RELATED: San Diego woman climbs out of 3,000 debt holeTeravainen says families often don't ask for help until things have gotten really bad. STEP helps prevent roughly seven evictions each month for young military families. "As a country, we don't have great financial habits. And what we see is when families enter the military we put additional burdens on them, and a lot of times this pulls them further, further into debt. We ask them to move their houses every two to three years; service members can be deployed at least a third of the time."The goal is to get as many families in need into their Emergency Financial Assistance (EFA) Program.RELATED: Making it in San Diego: Millennials outpace Generation X in both total debt and long-term savingsThe EFA Program is a unique social-work and change-management based program that was specifically designed to move military and veteran families from a financial crisis to a lifetime of financial self-sufficiency. Each family gets a social worker who helps them create a budget and set goals for the future.Teravainen says 4,500 families have come through the program since it was created in 2012 and they have a 90% success rate."A success story to me is a family that can change their behaviors," said Teravainen. SAN DIEGO (KGTV) — Two people working on scaffolding on the side of a downtown high-rise were rescued Tuesday after their equipment became stuck.The two workers were stuck 42 stories in the air after their equipment failed just before 10 a.m., leaving their mobile scaffolding stuck, according to San Diego Fire-Rescue.Fire crews climbed to the top floor 46 stories up and were lowered down to the trapped pair. Glass on the 43rd floor of the building was then removed and the workers were hoisted into the building. View this post on Instagram SD Fire-Rescue crews are on scene at a building under construction at 14th and Island. SDFD dispatchers received the request for assistance at about 9:50 Tuesday morning. Two construction workers were on a window washing lift when the lift stopped functioning and the workers were not able to move the lift. USAR 2, engines 2 and 4 and trucks 1 and 11 along with medic 10 responded. The technical rescue team went to the roof and set up the rope system. They lowered down to the construction crew outside the 42nd floor and were able to remove a window on the 43rd floor. The 43rd floor window served as the extraction point. The first construction worker was rescued at 10:52 and the second at 11:01 a.m. The firefighters are now in the process of retrieving their rescue equipment. No injuries. SAN DIEGO (KGTV) - You probably don't know Encinitas resident Carol Areas, but you may have seen her words of encouragement scattered thorough San Diego. Ten years ago, she and her son began writing positive messages on rocks and leaving them around the city. Now they receive messages of people making their own rocks around the world.When Areas learned her son had Asperger's, she was compelled to start a new project, the Love it Forward List. "I felt the need to connect with people, to receive love, to know people are caring," said Areas. Whenever she hears someone is going through a hard time, she rally's volunteers to send them some love. "Five years now writing snail mails! I love that!" said Areas.So when she learned about 5-year-old Noah Avery and his 7-year-old sister Kalea, she called on her army of comfort warriors. "The moment I heard about this story, I thought we had to do a campaign for them," said Areas.In June of 2018, Kalea was diagnosed with Medulloblastoma, a cancerous brain tumor. "Thirteen days after we were told our daughter had a brain tumor, we were told our son Noah had a brain tumor," recalls their mother, Nohea Avery. There are only a handful of cases known of siblings being diagnosed with this cancer, doctors say. And Nohea says her doctors don't know any cases of siblings being diagnosed at the same time. "To have two, you kind of just, you go into survival mode. I always tell people well, we don't have a choice. You wake up every day, and you show up for them every day, and you kind of just, one foot in front of another," said Nohea. This summer, both kids were in remission, but then doctors found a small tumor in Noah's brain. They're traveling to Rady Children's Hospital each week from Los Angeles for proton radiation. But Nohea says throughout every challenge, complete strangers like Areas have shown up along the way. SAN DIEGO (KGTV) - U.S. Customs and Border Protection started Tuesday construction on its second border wall project along the U.S-Mexico border. The 14-mile long project consists of crews replacing existing barriers with new 30-foot tall steel bollards. The contract was awarded to Texas-based construction company SLSCO Ltd. The secondary wall project runs just north of the primary fence replacement project which started last summer. 446
