SAN DIEGO (KGTV) -- Caltrans plans to close a portion of eastbound State Route 56 overnight Thursday.According to the agency, all eastbound lanes of SR-56 at Camino Del Sur as well as the Camino Del Sur on-ramp will close Thursday from 12:01 a.m. to 4 a.m.The closure will take place so crews can work on the Carmel Road overcrossing. The work is part of a county-wide project to install self-reflecting signs.CHECK TRAFFIC CONDITIONSAccording to Caltrans, the new signs will enhance nighttime visibility and will replace signs that require light fixtures. 569

SAN DIEGO (KGTV) -- Caltrans Friday unveiled a new study aimed at reducing delays on freeways throughout San Diego County.The study is being held on State Route 78 between Vista Village Drive and Interstate 15.In order to reduce stop-and-go traffic, the study will use seven electronic speed limit signs that will tell drivers the speed that will optimize their commute.“The aim of synchronizing traffic is to gradually slow traffic in advance of a bottleneck in order to keep traffic moving and avoiding stop and go traffic,” said State Route 78 Corridor Director Allan Kosup. “Essentially we are asking motorists to slow down to go faster.”Kosup equated the idea to pouring water into a funnel. Pouring it fast causes it to overflow, while pouring it more slowly gets all the water through efficiently. The signs will display advisory speeds at increments and decrements of 5 miles per hour based on traffic conditions.Drivers expressed skepticism at the program working."Even if I was to go that speed, the other people would be honking their horns behind me," said Michael Ciuzak, who said he tries to avoid the 78 on his commute to San Marcos. Caltrans noted that the speeds are not enforceable, but should help reduce delays. SAN DIEGO (KGTV) -- County Supervisors Wednesday sent a letter to Governor Gavin Newsom asking him to take a second look at San Diego, potentially allowing shuttered businesses to reopen amid COVID-19. In the letter, Supervisors Kristin Gaspar, Jim Desmond, and Councilmember Chris Cate of the sixth district said Newsom’s “one-size-fits-all approach to closing entire business sectors is misguided as evidenced by the many sectors in San Diego forced to close their doors again despite not having contributed at all to the rise in our local cases.”Supervisors also pushed the governor to give more control to local leaders and health officials. SAN DIEGO (KGTV) — County health officials say with the summer months well underway, they've seen an uptick in the number of children that have needed to be rescued from private pools after nearly drowning.Officials say there have been 49 rescues in private pools, beaches, and bays from March through July, compared to 37 in the same period in 2019 and 33 in 2018. Nearly all of those rescued this year have needed to be taken to the hospital for treatment.Of those 49 that occurred this year, 28 were in pools and 14 were in the ocean, lakes, or bays. The rest did not report a specific body of water. Many public pools have been closed since March due to the pandemic."Parents and guardians must take the necessary precautions to keep these incidents from happening," said Wilma Wooten, county public health officer, said. "Children who swim in pools at home are at higher risk of drowning, especially as parents struggle to supervise their children while continuing to work at home through the summer months because of the novel coronavirus."The county says it's important to teach children to swim, never leave a child unsupervised in or near water, avoid alcohol if you're swimming, and learn CPR.At home, the county recommends installing a fence around the pool and hot tub, installing pool alarms, and keeping an eye on drains and pool toys that could be a tripping hazard. 1389
